Mr. Nguyen Hoang Minh, General Director of FPT IS Company Limited, FPT Corporation, attended and proposed solutions for building the National Data Center, completing the legal framework for big data, and promoting enterprise digital transformation, contributing to accompanying the government in national digital development.<\/b><\/span><\/p>\n<p><span style=\"font-weight: 400;font-family: arial, helvetica, sans-serif\">The meeting was held in person and connected online to ministries, sectors, and 63 provinces and cities nationwide. A Central Steering Committee led by General Secretary To Lam has been established, followed by the Government\u2019s prompt issuance of an action program to implement the resolution.<\/span><\/p>\n<p><span style=\"font-weight: 400;font-family: arial, helvetica, sans-serif\">The Prime Minister affirmed the need to enhance administrative reform quality, accelerate digital transformation, and effectively implement Project 06 to achieve fast and sustainable national development. He stressed the importance of decisive and flexible action, leveraging combined national strength to boost GDP growth to at least 8% by 2025 and double digits in the years ahead.<\/span><\/p>\n<p><span style=\"font-weight: 400;font-family: arial, helvetica, sans-serif\">Three key priorities were set:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400;font-family: arial, helvetica, sans-serif\">Institutional Reform \u2013 Review and amend relevant laws to create a more enabling legal framework for development.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400;font-family: arial, helvetica, sans-serif\">Investment in Science and Technology Infrastructure \u2013 Allocate at least 3% of the 2025 budget, promote specific projects, and prevent waste and corruption.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400;font-family: arial, helvetica, sans-serif\">Human Resource Development \u2013 Diversify training methods to meet evolving development demands.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;font-family: arial, helvetica, sans-serif\">The Prime Minister called for genuine administrative reform, eliminating bureaucratic procedures and prioritizing national, citizen, and business interests. The original presentation was as follows:<\/span><\/p>\n<p><span style=\"font-weight: 400;font-family: arial, helvetica, sans-serif\">\u201cFirstly, during the implementation of provincial mergers and the removal of district levels and the consolidation of communes, many data-related tasks have arisen, which affect the software systems. We propose that the government establish several specific legal corridors to guide ministries, agencies, and local authorities in implementation, along with funding for execution.<\/span><\/p>\n<p><span style=\"font-weight: 400;font-family: arial, helvetica, sans-serif\">As an IT enterprise, we have accompanied ministries, sectors, and localities and found that this issue significantly impacts the ability to provide continuous public services during the transition process.<\/span><\/p>\n<p><span style=\"font-weight: 400;font-family: arial, helvetica, sans-serif\">Secondly, we propose that the Government promptly issue guidance on the implementation of Resolution 193. Currently, many national databases remain incomplete or unimplemented. FPT and the community of technology companies in Vietnam hope that there will soon be a legal framework for assigning these major national systems to ministries, sectors, and localities to ensure swift, high-quality, safe, and secure development of these systems.<\/span><\/p>\n<p><span style=\"font-weight: 400;font-family: arial, helvetica, sans-serif\">We believe this will lay an important foundation for connecting with the National Data Center, which is scheduled to launch in August this year.<\/span><\/p>\n<p><span style=\"font-weight: 400;font-family: arial, helvetica, sans-serif\">Thirdly, we would like to propose the prompt implementation of the Data Law. After conducting research, we have observed that leading countries in AI development, such as the United States and China, have established strong legal frameworks, and their data platforms operate efficiently, allowing technology companies access to and use of big data.<\/span><\/p>\n<p><span style=\"font-weight: 400;font-family: arial, helvetica, sans-serif\">We hope that the Steering Committee will swiftly promote the development of Vietnam\u2019s National Data Exchange Platform, enabling technology companies and scientists to access big data, thereby creating AI products specific to Vietnam.<\/span><\/p>\n<p><span style=\"font-weight: 400;font-family: arial, helvetica, sans-serif\">Finally, for the business community, FPT hopes that the Government will continue to support enterprises, especially small and medium-sized ones, in digital transformation.\u201d**<\/span><\/p>\n<p><span style=\"font-weight: 400;font-family: arial, helvetica, sans-serif\">Concluding Remarks, The Prime Minister highly appreciated the thoughtful preparation and organization of the meeting; generally agreed with the content of the reports, presentations, and opinions; and assigned the relevant agencies to incorporate the feedback, finalize, and submit the Prime Minister\u2019s Conclusions, Head of the Steering Committee for unified implementation in the coming period.<\/span><\/p>\n<p><span style=\"font-weight: 400;font-family: arial, helvetica, sans-serif\">The Prime Minister once again emphasized the importance of the development of science and technology, innovation, digital transformation, administrative reform, and the implementation of Project 06, calling them efforts that \u201cmust be done, but must be done effectively, shifting strongly from awareness to action, delivering concrete results and benefits for the nation, the people, and the country.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;font-family: arial, helvetica, sans-serif\">On that basis, the Prime Minister identified three key tasks: accelerating national digitalization, reducing and simplifying administrative procedures, and developing digital citizenship. At the same time, three medium- and long-term tasks were emphasized: institutional improvement with proposed amendments to numerous laws; comprehensive development of digital infrastructure (including expanding 5G coverage, fiber optics, satellite systems, and databases); and digital human resource training from basic to advanced levels. Of these, three immediate priorities include: handling administrative procedures in the digital environment, promoting cashless payments, and applying e-invoices via point-of-sale (POS) systems.<\/span><\/p>\n<p><span style=\"font-weight: 400;font-family: arial, helvetica, sans-serif\">Regarding science and technology, innovation, and digital transformation, the Prime Minister called for the development of a National Program for Strategic Technology and Industrial Development; the establishment of key research and testing centers; the formation of large-scale strategic tech enterprises; the creation of a Strategic Industry Development Investment Fund; and bringing the National Data Center into operation in 2025. Simultaneously, there is a need to enhance data transmission infrastructure, digital data trading platforms, and ensure seamless connectivity.<\/span><\/p>\n<p><span style=\"font-weight: 400;font-family: arial, helvetica, sans-serif\">In the area of administrative reform, the Prime Minister demanded improvements in the quality of online public services, the elimination of unnecessary administrative procedures, and a shift from a \u201crequest-based\u201d model to proactive service provision. The goal is that by 2025, 100% of airports, seaports, and border gates will adopt biometric technologies and the VNeID platform. Ministries and sectors are tasked with reducing paperwork for 324 administrative procedures in Q2 of 2025, while localities must urgently digitize civil status and land data, and utilize data to simplify 200 administrative procedures under their jurisdiction.<\/span><\/p>\n<p><span style=\"font-weight: 400;font-family: arial, helvetica, sans-serif\">The Prime Minister emphasized strict implementation of Directive 07, ensuring that the deployment is \u201cclear in responsibilities, clear in tasks, clear in timelines, clear in accountability, and clear in outcomes.\u201d<\/span><\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>On March 18, at the Government Office, Prime Minister Pham Minh Chinh chaired the first meeting of the Steering Committee on science, technology, innovation, digital transformation, and Project 06.
