On May 14, 2025, the Khanh Hoa Provincial People’s Committee held a launch ceremony for the Khanh Hoa Intelligent Operations Center (IOC). The event marks a significant milestone in the province\u2019s comprehensive digital transformation, aiming to build a digital government, economy, and society. This initiative aligned with the direction set out in Resolution No. 57-NQ\/TW dated December 22, 2024, by the Political Bureau on breakthroughs in science, technology, innovation, and national digital transformation. It also followed Resolution No. 09-NQ\/TW dated January 28, 2022, on the development strategy for Khanh Hoa Province through 2030, with a vision toward 2045.<\/b><\/span><\/p>\n

The Khanh Hoa IOC is designed as the “digital brain” of the provincial government. It is pivotal as the command hub to support leaders in making timely, efficient, and data-driven decisions. This key project is a critical step in implementing the province’s Digital Transformation Plan through 2025, with a vision to 2030.<\/span><\/p>\n

Launch Ceremony of Khanh Hoa IOC\u00a0<\/span><\/em><\/p>\n

The Khanh Hoa Intelligent Operations Center (IOC) now monitors, collects, integrates, and analyzes cross-sectoral data to support provincial leadership in detecting issues, coordinating responses in real-time, and boosting government transparency and operational efficiency. Operating continuously 24\/7, the IOC ensures stable and secure functionality with fully integrated systems. Data is updated, synchronized, and shared from various sources and platforms across the province for the IOC to analyze and process effectively.<\/span><\/p>\n

Currently, the IOC oversees and coordinates key areas including public services, administrative reform, public order, transportation, environment, healthcare, education, tourism, and finance. Smart systems\u2014such as public service monitoring, on-site image analysis, intelligent traffic cameras, school dashboards, and IoT-based data analytics\u2014are actively improving decision-making quality and operational effectiveness.<\/span><\/p>\n

The establishment and development of Khanh Hoa\u2019s Intelligent Operations Center (IOC) is a timely response to the practical demands of modern governance. In the context of digital transformation becoming an inevitable trend, Resolution No. 57-NQ\/TW dated December 22, 2024, and Resolution No. 09-NQ\/TW dated January 28, 2022, issued by the Political Bureau, have laid a strategic foundation for Khanh Hoa\u2019s comprehensive, modern, and sustainable growth. However, the actual conditions of management and operations in the province still face many challenges, especially fragmented data and a lack of system integration, which hinder timely policy planning and implementation.<\/span><\/p>\n

With direct leadership from the Provincial People\u2019s Committee, and collaboration from over 30 departments, agencies, and local governments across districts, towns, and cities, the IOC has been rolled out as a breakthrough solution.\u00a0<\/span><\/p>\n

Mr. Nguyen Tan Tuan, Deputy Secretary of the Provincial Party Committee and Chairman of Khanh Hoa\u2019s Provincial People\u2019s Committee, affirmed: \u201cThe IOC is a breakthrough tool that brings a new approach to transparent, efficient, and people-centered governance. It is not just a technology center\u2014it plays a key role in Khanh Hoa\u2019s journey toward building a digital government.\u201d<\/span><\/p>\n

Sharing further insights on the project\u2019s vision, Mr. Pham Quoc Hoan, Director of the Department of Science and Technology of Khanh Hoa, emphasized: \u201cThe IOC reflects a new governance mindset\u2014one that puts technology at the core, but places citizens and businesses at the center of all decisions. Every dataset, every decision made through the IOC must ultimately aim to enhance the quality of public services.\u201d<\/span><\/p>\n

As a long-term strategic partner of Khanh Hoa, FPT Corporation has played a key role in developing the Khanh Hoa IOC. As the project\u2019s technology partner, FPT was responsible for software deployment and collaborated with GVTech Solutions to integrate data from over 13 provincial information systems. This collaboration affirms FPT\u2019s commitment to supporting local digital transformation and contributes to the successful realization of objectives outlined in Resolution No. 57-NQ\/TW dated December 22, 2024, issued by the Political Bureau.<\/span><\/p>\n

Mr. Tran Trung Thanh, Branch Director of FPT IS in Ho Chi Minh City, emphasized: \u201cThe official launch of the Khanh Hoa IOC marks a major milestone in building a comprehensive digital governance model. Leveraging its strategic location near the Southern economic corridor, Khanh Hoa now has a centralized data hub to enhance regional integration and long-term development. FPT is committed to long-term accompanying, contributing to building a smart operation system with 24\/7 real-time monitoring and AI-powered analytics. The IOC will strengthen public service management and promote sustainable provincial growth.\u201d<\/span><\/p>\n

Looking ahead, the IOC\u00a0 will continue to expand its monitoring scope and integrate with national and specialized data systems.
