This initiative aims to help Vietnam access core technologies, protect national interests, and enhance its position in the digital space.<\/b><\/p>\n<p><span style=\"font-weight: 400\">The workshop &#8220;Review and Evaluation of Vietnam&#8217;s Participation in United Nations Forums on Cybersecurity&#8221; aimed to review Vietnam&#8217;s participation in the United Nations Working Group on Information and Communication Technology Security (OEWG) during the period from 2021to 2025 and the direction within the new global mechanism that will come into operation from 2026. The workshop brought together a large number of delegates representing various ministries: the Ministry of Public Security , the Ministry of National Defence, the Ministry of Foreign Affairs, the National Cybersecurity Association, and companies, businesses, and universities specializing in science and technology.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Speaking at the event, Mr. Nguyen Dang Thang, Director of the Department of International Law and Treaties, Ministry of Foreign Affairs, has determined that participation in the new process will be conducted through a multilateral, inter-sectoral mechanism, ensuring that the focus is on promoting Resolution 59-NQ\/TW of 2025 on international integration in the new situation and Resolution 57-NQ\/TW of December 22, 2024 of the Politburo on breakthroughs in the development of science, technology, innovation and national digital transformation, as well as Resolution 29-NQ\/TW on the Strategy for protecting the homeland in cyberspace and Resolution 30-NQ\/TW on the National Cybersecurity Strategy.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Within the framework of the workshop, experts from major technology units in Vietnam proposed several initiatives for the upcoming Global Mechanism. From the perspective of a cybersecurity consultant, Dr. Nguyen Thanh Binh of FPT Corporation suggested that the \u201cTechnology Ambassador\u201d model could be a valuable reference, enabling Vietnam to take a more proactive role in accessing core technologies, engaging in dialogue with Big Tech companies, and participating in shaping technological development trends in the context of globalization.<\/span><\/p>\n<p><span style=\"font-weight: 400\">According to Dr. Binh, the development of technology, particularly Artificial Intelligence (AI), is entering a new phase where its impact is no longer limited to the digital space but directly penetrates socio-economic life. From self-driving cars and robots to weapon systems and social media platforms, technology is increasingly shaping human behavior and perception.<\/span><\/p>\n<p><span style=\"font-weight: 400\">In this context, Mr. Binh emphasized the need to clearly recognize the role of major technology corporations behind digital platforms and core technologies. These companies not only possess advanced technological capabilities but also command assets and user bases larger than those of many countries. Their scale and influence enable them to impact economies, societies, and even national security and digital sovereignty.<\/span><\/p>\n<p><span style=\"font-weight: 400\">From a cybersecurity perspective, Dr. Binh proposed a shift in mindset: viewing &#8220;Big Tech&#8221; giants, such as Google, Meta, Microsoft, and Apple, as &#8220;state-like entities&#8221; within the digital space. This argument stems from the reality that these tech conglomerates possess both the resources and strategic objectives that may not always align with the national interests of the countries in which they operate. Consequently, engaging with them solely through the logic of &#8220;business-and-market&#8221; may no longer be sufficient.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Citing international experience, he highlighted the &#8220;Tech Ambassador&#8221; model pioneered by Denmark in 2017. Instead of only sending traditional ambassadors to countries, Denmark appointed a diplomatic representative to major tech hubs like Silicon Valley. This approach stems from the recognition that the influence of tech conglomerates on national life can, at times, surpass that of many state partners. By adopting this model, Denmark has established direct dialogue channels with top-tier executives of tech companies, fostering cooperation and protecting national interests more effectively.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Based on this practice, Dr. Binh recommended that Vietnam appoint specialized technology representatives to global innovation hubs alongside the traditional embassy system. These ambassadors would act as direct links to Big Tech, seeking opportunities for core technology transfer and supporting the export of &#8220;Make in Vietnam&#8221; technology products to the international market.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Furthermore, a direct presence at technology &#8220;hotspots&#8221; would enable Vietnam to stay ahead of emerging technological trends and global regulatory shifts. Such practical insights would allow domestic regulatory bodies to formulate and adjust policies more effectively, preventing a reactive approach or a disconnect from international standards.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Concluding his remarks, Dr. Nguyen Thanh Binh noted that the &#8220;Tech Ambassador&#8221; model is not a replacement for existing mechanisms but a strategic supplementary channel.
