April 23, 2026, the Ministry of Justice officially launched the new version of the National Database on Law and the Information System Supporting the Comprehensive Review of the system of legal normative documents, with technology partnership from FPT. The systems were upgraded and built on a modern digital technology platform with powerful data technology and AI applications, marking a new milestone in the development of the national database on law. This represents a landmark in the journey toward building a digital legal ecosystem, giving substance to Resolution 57-NQ\/TW, Resolution 66-NQ\/TW, and Resolution 2092\/NQ-UBTVQH15.<\/strong><\/p>\n

The inauguration ceremony was attended by Member of the Party Central Committee, Deputy Prime Minister Le Tien Chau; Member of the Party Central Committee, Vice Chairperson of the National Assembly Nguyen Khac Dinh; Member of the Party Central Committee, Deputy Minister of National Defence Nguyen Van Gau; Full-time Member of the Central Steering Committee for Resolution 57-NQ\/TW Nguyen Huy Dung; Member of the Party Central Committee, Minister of Justice Hoang Thanh Tung and other ministries and agencies.<\/span><\/p>\n

Against the backdrop of Vietnam’s drive for comprehensive digital transformation in the spirit of Resolution No. 57-NQ\/TW, and the fundamental reform of legislative work and law enforcement under Resolution No. 66-NQ\/TW, legal data is increasingly becoming an essential infrastructure foundation of a modern rule-of-law state. The Government and the National Assembly have identified one of the ten foremost priority tasks as mobilizing resources to review, amend, and refine the legal system. These tasks serve national development goals by thoroughly addressing overlaps, obstacles, and contradictions, thereby contributing significantly to the reduction of administrative procedures, business investment conditions, and regulatory compliance costs. This creates maximum convenience for citizens and enterprises, drives double-digit economic growth, and advances the socio-economic development objectives set forth in the resolutions and directives of the Party, the National Assembly, and the Government.<\/span><\/p>\n

The National Assembly Standing Committee issued Resolution No. 2092\/NQ-UBTVQH15, launching a comprehensive review of the system of legal normative documents nationwide, creating an open legal foundation for economic growth in the new era.<\/span><\/p>\n

On April 19, 2026, Deputy Prime Minister Le Tien Chau signed Dispatch No. 32\/C\u0110-TTg, requiring the nationwide rollout of the comprehensive review of the system of legal normative documents. The dispatch emphasized the standardization and cleansing of data within the National Database on Law, as well as the interconnection of information between ministries, sectors, and localities with the National Law Portal. The dispatch also called for enhanced application of digital technology and artificial intelligence; timely, complete, and accurate standardization, cleansing, and updating of document data within the National Database on Law; and the connection of the Comprehensive Review Section on the National Law Portal with the electronic information portals of ministries, sectors, and localities.<\/span><\/p>\n

In fulfilling these tasks, the Ministry of Justice has placed them as its foremost priority, working decisively in coordination with ministries, sectors, and localities, with technological partnership from FPT Corporation, leveraging its technology ownership capabilities, to consolidate data and technology systems supporting the upgrade of the National Database on Law and related software and systems, including: (1) the Comprehensive Review Section on the National Law Portal, serving as the unified information hub for the entire system; (2) the upgraded version of the National Database on Law, functioning as the core data foundation; and (3) the Information System Supporting the Comprehensive Review of Normative Legal Documents, a direct operational tool for individual officials and legal experts. These systems incorporate digital technology and AI, powerfully meeting the requirements of the comprehensive review.<\/span><\/p>\n

New Version of the National Database on Law: Comprehensive Restructuring with Digital Technology and AI as Essential Data Infrastructure of Vietnam’s Digital Legal Platform<\/strong><\/p>\n

The National Database on Law was established in 2014 with the mission of building a centralized, unified repository of legal documents nationwide. The new version launched in 2026 has been comprehensively restructured, managing content down to the level of individual articles, clauses, and points.<\/span><\/p>\n

All data and normative legal documents have been standardized according to LegalDoc LM, the common language of advanced legal systems worldwide, allowing document content to be converted into structured data that machines can read, understand, and process automatically. For the first time, Artificial Intelligence has been applied extensively, ensuring data quality that is Accurate, Complete, Clean, and Active, enabling optimized, efficient, and precise utilization.<\/span><\/p>\n

The system serves two distinct user groups. For citizens and businesses, it functions as a portal for public, transparent, and trustworthy access to legal information \u2014 removing the invisible barriers people once faced when seeking to look up legal regulations. For state agencies, the system is far more than a storage tool; it is a platform supporting the entire lifecycle of a legal document, from drafting, appraisal, verification, and review, to codification, legal dissemination and education, and other law enforcement activities.<\/span><\/p>\n

Built on a standardized technology foundation, integrated with artificial intelligence, and interconnected across systems, the National Legal Database is transcending the limitations of a conventional information system to become a national digital legal knowledge infrastructure \u2014 a space where data is “activated,” transformed into knowledge, used to guide action, and used to build legal trust across society.<\/span><\/p>\n

Information System Supporting the Comprehensive Review of the system of legal normative documents: Full Digitalization of Operational Procedures<\/b><\/p>\n

Alongside the National Database, the Information System for the Comprehensive Review was developed to directly address the operational challenges of a nationwide review of this scale.<\/span><\/p>\n

First, the Ministry of Justice has established the Comprehensive Legal Document Review Section on the National Legal Portal \u2014 an authoritative information channel supporting the review process. The section continuously updates information on the Steering Committee, the activities of agencies, units, and localities, as well as operational guidance on document review. It also serves as a direct connection point to supporting data sources, including the Party document system, the National Legal Database, the international treaty database, and the document inspection and review software.\u00a0<\/span><\/p>\n

Acting as a central coordination information hub, the section enables agencies and units to clearly understand the objectives, requirements, and implementation methods, ensuring that all review activities are carried out in a synchronized and transparent manner from central to local levels.<\/span><\/p>\n

The Software Supporting the Inspection and Review of Normative Legal Documents is a comprehensive digital transformation solution contributing to the completion of Vietnam’s Digital Legal Platform. It enables: (i) standardization of data entry processes through a unified form system; (ii) easy aggregation of data from reviewing agencies and units; (iii) real-time monitoring of review progress; (iv) rapid and accurate report generation; and (v) ensuring consistency of comprehensive review results across the country.<\/span><\/p>\n

The comprehensive review of the normative legal document system is a task of special national importance, with direct implications for the completion of the institutional framework and the achievement of development goals in the coming period. The exercise involves an enormous workload, complex content, and impacts the entire existing body of normative legal documents. It is being implemented nationwide with the broad participation of agencies, organizations, and units across all three levels of government \u2014 and is unprecedented in scale and scope.<\/span><\/p>\n
