Project Overview

As part of Vietnam’s roadmap toward a modern judiciary and digital government under Resolution 57-NQ/TW, the Ministry of Justice partnered with FPT to develop a nationwide legal data ecosystem and digital platform for managing, reviewing, and exploiting legal normative documents.

At the core of the project is the modernization of the National Legal Database into a centralized, synchronized, and AI-ready platform, providing a unified data foundation to support legal drafting, policy management, legal review, and decision-making across government agencies.

Alongside the data platform development, FPT also supported the Ministry of Justice in implementing a nationwide legal document review program powered by digital technologies and AI, helping improve the efficiency and accuracy of legal data processing and standardization.

Customer

The Ministry of Justice is the government authority responsible for legal affairs in Vietnam, including lawmaking, legal enforcement, legal document review, and nationwide legal system management.

As Vietnam accelerates its national digital transformation agenda, the Ministry aims to modernize legal infrastructure and data management systems to build a transparent, efficient, and interconnected digital judiciary ecosystem.

Challenges

The growing volume of legal normative documents, distributed across multiple administrative levels and constantly updated, created an urgent need for a unified legal data platform capable of centralized management, synchronization, and efficient retrieval.

At the same time, the nationwide legal document review initiative required processing massive volumes of legal data within a limited timeframe. This demanded technologies capable of supporting standardization, cross-checking, overlap detection, and intelligent legal data analysis with high accuracy and speed.

The Ministry of Justice needed a centralized digital platform that could integrate data from multiple sources while establishing a foundation for future AI applications in legal governance and digital judiciary operations.

FPT Solution

FPT collaborated with the Ministry of Justice to build and modernize the National Legal Database using a centralized architecture that enables unified management, storage, and exploitation of nationwide legal normative documents on a single platform.

The system was designed with an open architecture capable of connecting and synchronizing data across ministries, agencies, and local authorities, enabling faster and more consistent nationwide legal data updates.

On top of the centralized legal data platform, FPT implemented AI-powered capabilities to support legal document review and processing, including intelligent search, content comparison, related-content identification, and legal data analytics for operational support.

In parallel, FPT also supported the Ministry in deploying digital infrastructure and operational tools for the nationwide legal document review program, improving collaboration and data processing efficiency among government agencies.

Results

The project established a centralized national legal data platform, enabling more synchronized, transparent, and modern management of legal normative documents across Vietnam.

By applying digital technologies and AI, the system significantly improved the speed and efficiency of legal document retrieval, review, and standardization while strengthening data transparency and interoperability among government agencies.

The platform also lays the foundation for future AI-driven legal applications and digital judiciary services, aligned with Vietnam’s digital government and national digital transformation strategy.

Business Impact

The project marks a major milestone in modernizing Vietnam’s national legal data infrastructure, transforming legal data management from fragmented and manual processes into a centralized, digitized, and intelligent ecosystem.

By combining large-scale legal data infrastructure with AI technologies, the Ministry of Justice is gradually building a digital legal ecosystem capable of supporting governance, policymaking, and legal administration more effectively in the digital era.

The project also demonstrates FPT’s capability in delivering large-scale data and AI platforms for government agencies, particularly in sectors requiring high accuracy, interoperability, legal compliance, and operational reliability.
