Project Overview

As part of its smart city and digital government roadmap, Ho Chi Minh City set out to establish a centralized digital platform that enables citizens to access information, public services, and government interactions anytime and anywhere.

To realize this vision, the Ho Chi Minh City Digital Transformation Center partnered with FPT to develop the Ho Chi Minh City Digital Citizen Application (HCMC FPT.dCitizen), a digital platform designed to serve as a two-way engagement channel between citizens and government agencies.

The application not only improves citizen service delivery but also supports the city’s broader digital transformation agenda through a citizen-centric approach.

 

Organization

Ho Chi Minh City is one of Vietnam’s leading localities in digital transformation and smart city development. To execute strategic digital transformation programs, the city assigned the Ho Chi Minh City Digital Transformation Center to lead implementation efforts, supporting the realization of its Digital Government, Digital Economy, and Digital Society objectives.

As demand for online engagement between citizens and government agencies continues to increase, the city sought to establish a unified, user-friendly digital platform that would provide access to public utilities, administrative services, and official information through a single application.

 

Challenges

With a large population and rapid urbanization, Ho Chi Minh City required a solution capable of strengthening connections between government agencies and citizens while improving the delivery of digital public services.

The city aimed to build a modern, responsive digital government capable of addressing citizen needs efficiently. Achieving this vision required a centralized platform capable of integrating essential services, enabling two-way interaction, and narrowing the gap between government and society.

At the same time, effective use of citizen data, administrative simplification, and enhanced user experience were critical requirements for supporting the development of a smart city, digital economy, and digital society.

Working alongside the Ho Chi Minh City Digital Transformation Center, FPT developed the Ho Chi Minh City Digital Citizen Application on the FPT.dCitizen platform, delivering a comprehensive ecosystem of digital services for residents.

The application was designed to become a centralized digital touchpoint connecting citizens with government agencies. It integrates a wide range of practical services, including government announcements, healthcare information, education support, Metro fare benefits, citizen feedback and reporting, and online public services.

The platform provides a convenient and seamless user experience, allowing residents to access urban services directly from their mobile devices.

A key differentiator of the solution is its integration with the national digital identity platform VNeID through Single Sign-On (SSO) capabilities. This simplifies authentication processes, enhances security, and improves accessibility for citizens using digital public services.

In addition, FPT incorporated AI-powered capabilities through an intelligent chatbot. The digital assistant leverages natural language interaction to provide instant responses to citizen inquiries while continuously learning from real-world interactions to improve service quality over time.

 

Business value delivered

The Ho Chi Minh City Digital Citizen Application represents a significant milestone in the city’s journey toward building a citizen-centric digital government.

Beyond digitizing public service delivery, the platform establishes a direct communication channel between government agencies and citizens, enhancing transparency, governance effectiveness, and service quality.

By integrating essential digital services, electronic identity technologies, and artificial intelligence, the project has accelerated Ho Chi Minh City’s digital transformation efforts while creating a foundation for future smart city services.
