PROJECT OVERVIEW
With millions of contest participations recorded on the Khaothi.Online platform, the Propaganda and Mass Mobilization Commission of the Ha Giang Provincial Party Committee (now Tuyen Quang) and related agencies have successfully implemented an online legal education and public awareness contest platform, attracting widespread participation from citizens, public officials, civil servants, and local communities.
Through the digital platform, content related to policies, legal regulations, political ideology, history, culture, digital transformation, and key provincial programs has been delivered in an engaging, accessible, interactive, and highly scalable format.
Rather than functioning as a standalone online contest tool, Khaothi.Online has been deployed as a comprehensive public communication management platform — from building competency frameworks for knowledge dissemination across citizen groups, managing content repositories, distributing topics to the right audiences, organizing online interactions, to analyzing data for assessing citizen awareness and competencies.
CUSTOMER
The Propaganda and Mass Mobilization Commission of the Ha Giang Provincial Party Committee (now Tuyen Quang), along with local government agencies, departments, and authorities, are responsible for public communication, legal education dissemination, political and ideological education, and community awareness enhancement.
In the context of digital transformation, communication activities needed to become faster, broader, more interactive, and measurable through data. These organizations required a platform that not only supports online contest organization, but also enables centralized management of communication content, audience segmentation, participation tracking, and assessment of content reach effectiveness.
CHALLENGES
Traditional communication methods often rely on conferences, printed materials, face-to-face activities, or one-way media channels. These approaches make it difficult to maintain continuous interaction, measure information absorption, and deploy campaigns at scale across large geographical areas.
For topics such as legal education, political ideology, policy dissemination, digital transformation, and key political initiatives, local authorities required a new engagement model: easy to participate in, highly shareable, competitive, measurable through data, and suitable for multiple citizen groups.
Additionally, as multiple government agencies, departments, and districts simultaneously needed to organize contests, campaign weeks, and communication programs, the system had to support concurrent operations with flexible configurations tailored to different themes, organizations, and citizen segments. More importantly, data generated from these activities needed to be centralized, analyzed, and benchmarked against predefined competency frameworks to help local authorities evaluate citizens’ knowledge, skills, and policy awareness across different audience groups.
SOLUTION
FPT IS deployed Khaothi.Online as a digital platform for legal education dissemination and online public awareness contests, supporting comprehensive management of communication activities in the digital environment.
The platform enables management of legal knowledge frameworks, program structures, and communication topics across multiple domains. Based on this foundation, organizations can create, manage, and reuse question banks, communication materials, reference documents, images, videos, articles, and related learning resources.
The platform also supports the development and management of competency frameworks for legal education and public awareness programs tailored to different citizen groups. Content can be segmented by topic, distributed to the appropriate target audiences, and organized continuously at scale, enabling legal and policy communication activities to move beyond mass broadcasting toward more targeted and personalized engagement.
For each program, the system allows organizers to create dedicated contest pages featuring banners, rules, reference materials, examinations, results, and leaderboards. Administrators can configure schedules, number of attempts, scoring methods, participant eligibility, and deployment scope by locality, organization, or citizen group.
Khaothi.Online also supports various interactive communication formats, including online contests, educational activities, certification issuance, microlearning modules, and short-form revision content. Citizens can access the platform anytime and anywhere via computers or mobile devices to study, review materials, participate in contests, and receive results conveniently.
Through integrated reporting, analytics, and data visualization tools, authorities can monitor participant numbers, contest results, engagement levels, popular topics, and communication effectiveness across locations, organizations, and audience groups. Analytical insights — ranging from high-level overviews to in-depth evaluations combined with predefined competency frameworks — provide a foundation for optimizing legal education programs, refining communication strategies, and developing more practical policy decisions.
RESULTS
Khaothi.Online has supported the organization of more than 25 online communication contests and campaign weeks in Ha Giang (now Tuyen Quang), attracting over 2,000,000 citizen participations.
The preparation time for each contest has been reduced to approximately 7 days. Administrative preparation and operational processes have been streamlined, helping reduce manpower requirements by around 60% and shorten contest deployment time to local communities by 80%.
A total of 10 government agencies, departments, and districts have used the platform to organize online communication activities. The contests not only expanded public access to information but also fostered a culture of participation, increased engagement motivation, and improved public understanding of policies, legal regulations, history, culture, and digital transformation initiatives.
According to the Organizing Committee of the 2023 Online Quiz Contest on Digital Transformation:
“Under the close and continuous leadership of the Standing Committee of the Ha Giang Provincial Party Committee, along with the synchronized and determined involvement of district-level and municipal Party Committees and the provincial political system, the contest was organized professionally, transparently, and scientifically. Participation statistics from each Party organization were publicly updated in real time, and winners were announced weekly. This provided Party committees and local authorities with a basis to implement creative solutions to increase participation rates and improve contest quality, creating a vibrant competitive atmosphere for learning about digital transformation.”
