FPT partners with Quang Ninh General Hospital to deploy electronic treatment protocols and an intelligent clinical decision support system

With technology support from FPT, Quang Ninh General Hospital successfully implemented an Electronic Treatment Protocol System and a Clinical Decision Support System (CDSS), gradually standardizing clinical practices, enhancing patient safety, and improving hospital-wide operational management.

1. About the Customer Organisation

Quang Ninh General Hospital is a provincial-level healthcare institution playing a key role in medical examination and treatment services in the region. As healthcare demand continues to rise and disease profiles become increasingly complex, the hospital identified digital transformation as a strategic direction to improve treatment quality, ensure patient safety, and modernize hospital management.

Since 2020, the hospital has deployed a comprehensive IT infrastructure including HIS, LIS, PACS, and EMR systems, establishing an important data foundation for clinical operations and hospital administration.

2. Challenges

Although the hospital already had a relatively complete IT foundation, it still faced several challenges in clinical practice:

Treatment protocols were not fully digitized:
The application of treatment guidelines, especially checking drug interactions against medical conditions, still relied heavily on paper documents, reference books, or individual physicians’ experience.

Lack of consistency in clinical practice:
Differences in physicians’ experience levels could lead to inconsistent treatment approaches, creating potential risks in laboratory test ordering and medication prescriptions.

Pressure for fast and accurate decision-making:
Patients increasingly present with multiple underlying and comorbid conditions, requiring doctors to make timely, accurate, and personalized clinical decisions under high workloads.

3. FPT’s solution

To address these practical needs, Quang Ninh General Hospital collaborated with FPT to deploy an Electronic Treatment Protocol System and a Clinical Decision Support System (CDSS), aiming to standardize and support data-driven clinical decision-making.

Electronic treatment protocols:
All paper-based treatment guidelines were digitized into a centralized treatment protocol repository aligned with Ministry of Health standards and the ICD-10 international disease classification system, fully integrated with the FPT.eHospital electronic medical record platform.

Multi-level CDSS platform:
Built on a Big Data architecture, the system deployed seven Level-2 CDSS modules for medication safety alerts and a Level-3 CDSS module to support hospital-wide compliance with treatment protocols.

Real-time clinical alerts:
Advanced alert modules – including drug-drug interactions, drug-age compatibility, drug-underlying disease conflicts, renal function-related warnings, and medication timing and administration guidance – operate directly at the prescribing point, helping physicians prescribe medications safely and effectively.

Operational governance and monitoring:
The platform provides real-time logging and monitoring capabilities, enabling hospital leadership to track treatment protocol compliance, manage medical risks, and improve operational oversight.

4. Results

The implementation of the Electronic Treatment Protocol and CDSS systems delivered significant improvements for the hospital:

Large-scale deployment:
Nearly 2,800 treatment protocols were developed, supporting 50,000 patients and 148,000 medical visits utilizing electronic treatment protocols.

Improved clinical efficiency:
The time required to complete medical records decreased by 80%; prescription revisions were reduced by 85%; and discharge documentation processing time dropped by 75%.

Enhanced patient experience:
Clinical workflows became significantly faster through integrated data connectivity. Patients can now access their examination and laboratory history online, improving transparency and enabling more proactive healthcare management.

Stronger governance capabilities:
The system improves transparency in health insurance claim processing, reduces reimbursement risks, and helps the hospital gradually approach Level 7 compliance under the Hospital Information System Evaluation Framework.

Recognition of innovation leadership:
The solution won First Prize at the 10th Quang Ninh Provincial Technical Innovation Competition and has already been initially transferred to five hospitals and one healthcare center, demonstrating strong scalability potential for broader deployment.
