Project Overview

As part of Vietnam’s judicial modernization roadmap under Resolution 57-NQ/TW and Resolution 66-NQ/TW, the Ministry of Justice and the Civil Judgment Enforcement Management Agency partnered with FPT to implement the Intelligent Operations Center for Civil Judgment Enforcement (IOC THADS).

The platform was designed to transform traditional management methods based on manual reporting into a real-time, data-driven operating model. It establishes a “Right – Complete – Clean – Live” data foundation to support nationwide monitoring, analytics, and decision-making.

Customer

The Civil Judgment Enforcement Management Agency under the Ministry of Justice is responsible for managing and operating the nationwide civil judgment enforcement system.

As case volumes continue to rise and transparency requirements become increasingly important, the agency aimed to establish a centralized digital operations model leveraging AI and big data to enhance governance efficiency and decision-making capabilities.

Challenges

Previously, civil judgment enforcement operations relied heavily on paper-based records, periodic reports, and manual consolidation processes, resulting in fragmented data and limited real-time visibility.

At the same time, the system handles more than one million enforcement cases annually with growing complexity, creating the need for a nationwide platform capable of connecting data sources, visualizing operational performance, and supporting real-time executive management.

FPT Solution

FPT collaborated with the Civil Judgment Enforcement Management Agency to develop IOC THADS on Kyta Platform, a Make in Vietnam solution developed by FPT engineers.

The platform integrates and synchronizes data from the nationwide digital civil judgment enforcement ecosystem across all 34 provinces and cities, enabling real-time operational monitoring through centralized dashboards, digital maps, and intelligent reporting systems.

IOC THADS integrates six core operational capabilities within a single platform, including account management, data visualization, KPI monitoring, predictive analytics, reporting, intelligent alerts, and an AI-powered virtual assistant that enables natural-language data queries.

The system also allows leaders to analyze operational data down to individual officers, enforcement cases, and local agencies, helping identify bottlenecks early and track execution progress across the entire system.

Results

IOC THADS has established Vietnam’s first centralized digital operations model in the civil judgment enforcement sector, transforming data into a core asset for governance and decision-making.

For the first time, nationwide civil judgment enforcement data can be monitored visually in real time, replacing traditional reporting methods that previously required days of manual aggregation.

The platform also improves transparency, strengthens operational oversight, and enhances citizens’ ability to monitor administrative procedures through digital channels.

Business Impact

The project marks a significant transition from traditional administrative management to intelligent operations powered by data and AI in Vietnam’s judicial sector.

By connecting nationwide enforcement data and enabling real-time analytics, IOC THADS not only improves operational efficiency but also lays the foundation for a transparent, modern, citizen-centric digital judiciary model.

The project further demonstrates FPT’s capability in delivering large-scale IOC and data platforms for government agencies, especially in sectors requiring high accuracy, legal compliance, and continuous system availability.
