Project overview
Public procurement plays a critical role in government administration and public investment activities in every country. In Vietnam, public procurement is estimated to account for approximately 10-25% of GDP, creating a strong demand for a modern, transparent management system capable of connecting multiple government agencies and related organizations.
To support the nation’s digital transformation agenda, the Department of Procurement Management under the Ministry of Finance partnered with FPT to develop the next-generation National e-Procurement System (e-GP) under a Public-Private Partnership (PPP) model.
The project was designed to digitalize the entire procurement lifecycle, enhance transparency and accountability in public procurement, and establish an interoperable data-sharing foundation connecting government agencies, businesses, and financial institutions.
Organizations
The Department of Procurement Management is the government authority responsible for developing procurement policies and regulations, as well as overseeing procurement activities nationwide.
Amid accelerating digital transformation across all sectors, the Department set out to modernize procurement operations comprehensively and build a transparent, efficient, and user-friendly public procurement ecosystem for both the business community and government agencies.
Challenges
Prior to 2022, many procurement activities in Vietnam were still conducted manually or through legacy electronic systems that presented limitations in user experience, scalability, and data interoperability.
At the same time, given the significant transaction volume within the public procurement market, the platform needed to meet several critical requirements:
- Enhance transparency throughout the procurement process.
- Standardize and digitalize procurement workflows end-to-end.
- Support a large volume of enterprises, government agencies, and contractors nationwide.
- Integrate effectively with government management systems and related financial platforms.
- Ensure a high level of information security for critical national infrastructure.
Addressing these challenges required a modern technology platform capable of stable operation, flexible scalability, and long-term support for the development of Vietnam’s Digital Government.
Business value delivered
FPT partnered with the Department of Public Procurement to implement the next-generation National e-Procurement System under a PPP model, adopting a Build-Operate-Transfer (BOT) approach. The project marked a major milestone in modernizing the technology infrastructure supporting public procurement.
From a technology architecture perspective, the platform was developed using a microservices architecture and deployed on a containerized Kubernetes environment. This combination significantly improved scalability, high availability, and overall operational efficiency.
End-to-end procurement digitalization was achieved through 11 dedicated business modules. The platform supports the entire electronic procurement lifecycle, from publishing procurement information and contractor selection to implementation management and performance monitoring.
Security was implemented in strict compliance with national standards. The system achieved Level 4 Information Security Certification and incorporates PKI-based digital signatures, Web Application Firewall (WAF), IPS/IDS solutions, and a 24/7 Security Operations Center (SOC) to ensure maximum protection for both data and electronic transactions.
Strong interoperability capabilities enable seamless integration with the National Business Registration System, the State Treasury, and multiple commercial banks. This connectivity creates a transparent and unified digital ecosystem supporting public procurement activities across the country.
Impact
The project serves as a compelling example of the effectiveness of the Public-Private Partnership (PPP) model in delivering large-scale national digital platforms.
Beyond modernizing public procurement operations, the National e-Procurement System has established a critical data foundation for Vietnam’s Digital Government journey.
Through the adoption of modern technologies such as microservices, Kubernetes, digital signatures, and multilayer cybersecurity solutions, the project has enhanced transparency, governance efficiency, and public-sector service delivery while fostering a more favorable business environment for the enterprise community.
