Project overview
As part of the modernization roadmap for Vietnam’s social welfare sector under Resolution 57-NQ/TW and Resolution 214/NQ-CP, the Department of Social Protection under the Ministry of Health, the Ho Chi Minh City Department of Health, and FPT collaborated to deploy the Ho Chi Minh City Social Assistance Facilities Database.
The system was developed to comprehensively digitalize the management of social assistance facilities and social workers, while establishing a centralized data platform to support real-time governance, operations, and social welfare policy planning.
Customer
The Department of Social Protection under the Ministry of Health is the state management authority responsible for developing and implementing policies that support vulnerable and disadvantaged groups in society.
Ho Chi Minh City currently accounts for approximately 20% of all social assistance facilities nationwide, creating growing demands for data management and coordinated social welfare operations.
Challenges
Previously, the management of social assistance facilities relied heavily on manual records and reporting processes, resulting in fragmented data, limited visibility, and difficulties in real-time monitoring.
At the same time, Ho Chi Minh city required a centralized data system capable of managing information related to social assistance facilities, beneficiaries, and social workers in a synchronized manner to improve operational efficiency, policy transparency, and the implementation of comprehensive healthcare and welfare programs for vulnerable populations.
Solution
FPT partnered with the Department of Social Protection and the Ho Chi Minh City Department of Health to develop the social assistance database system on a modern open-source technology platform.
The system includes seven key functional groups:
- System administration
- Shared master data management
- Social assistance facility management
- Beneficiary management
- Social worker management
- Reporting and analytics
- Operational dashboard for governance and decision-making
The platform enables the creation of electronic profiles for each beneficiary while allowing operational staff to search, monitor, and update centralized data in real time.
At the management level, the dashboard system helps the Ho Chi Minh City Department of Health transition from manual reporting to centralized digital data governance, supporting operational monitoring, statistical reporting, and more effective policy planning.
Results
The platform has established a centralized data foundation for the social assistance sector in Ho Chi Minh City, enabling seamless connectivity between social assistance facilities and government agencies through a unified system.
Digitalizing records and management processes has reduced manual workloads, improved data accessibility, and enhanced the transparency, continuity, and accuracy of beneficiary care monitoring.
The system also lays the groundwork for the future development of a national social welfare and healthcare database, contributing to Vietnam’s broader digital transformation efforts in social protection and healthcare services.
Value delivered
The project demonstrates a new approach to social welfare governance, where data becomes the foundation for operations, care services, and policy planning.
Through the deployment of a centralized real-time data platform, the Ministry of Health and Ho Chi Minh City are progressively modernizing the social assistance sector, improving service quality for vulnerable groups, and enhancing transparency in public administration.
The project also reinforces FPT’s capability in delivering large-scale data platforms for government agencies, particularly in healthcare, social welfare, and public sector governance.
