Ho Chi Minh City is one of Vietnam’s largest metropolitan areas and serves as the country’s economic engine, as well as a leading center for culture, education, science, technology, and innovation.
Given its extensive administrative scale and rapid urbanization, the city has identified digital transformation as a strategic driver for improving governance effectiveness, enhancing public service delivery, and promoting sustainable socio-economic development.
Challenges
Ho Chi Minh City’s digital transformation journey presented significant governance and technology challenges.
The city needed to establish a unified e-Government architecture capable of ensuring seamless connectivity and data sharing among hundreds of administrative units across multiple levels of government.
At the same time, IT systems needed to be developed through a centralized approach to avoid fragmented investments, while laying the foundation for shared data repositories and future intelligent operations models.
In addition, improving services for citizens and businesses, while strengthening the city’s ability to respond to emergencies such as pandemics, required the deployment of modern governance platforms capable of supporting real-time, data-driven decision-making.
Solution
Drawing on extensive experience in delivering large-scale e-Government and digital transformation initiatives, FPT partnered with Ho Chi Minh City across multiple strategic programs aimed at building the foundation for e-Government, digital government, and smart city development.
As part of this journey, FPT provided consulting expertise and contributed to the design and refinement of the city’s e-Government architecture. This foundational framework helped guide the coordinated deployment of technology systems while ensuring long-term connectivity and sustainability across the city’s digital ecosystem.
Beyond consulting, FPT developed and implemented several critical platforms supporting the city’s management and operational activities. These included the Ho Chi Minh City Local Government Service Platform (LGSP), data integration platforms, unstructured data storage platforms, and solutions that enable seamless data exchange and interoperability among government agencies.
Together, these platforms form the city’s core digital infrastructure and provide the foundation for a shared data ecosystem across Ho Chi Minh City.
FPT also worked closely with local authorities to develop model information systems designed to support smart urban management. These solutions were built to enhance operational efficiency, improve citizen engagement, and enable data-driven governance, contributing to the city’s broader smart city vision.
During the COVID-19 pandemic, FPT collaborated with local authorities to establish the COVID-19 Command and Control Center, providing real-time monitoring, coordination, and decision-support capabilities. Building on this foundation, the model was further expanded into the District 7 Smart Operations Center, helping modernize local governance through flexible, data-centric operations.
