Project overview
Over the past decade, Quang Ninh has emerged as one of Vietnam’s leading provinces in administrative reform, information technology adoption, and digital transformation.
Committed to building a modern, transparent government centered on citizens and businesses, the province has implemented a series of large-scale digital transformation programs aimed at improving governance effectiveness and public service quality.
Supporting this journey, FPT has participated in consulting, designing, and deploying key e-Government platforms, helping Quang Ninh become one of Vietnam’s leading provinces in administrative reform, competitiveness, and digital transformation.
Organization
Quang Ninh is among Vietnam’s most dynamic provinces in terms of socio-economic development and is widely recognized as a benchmark for administrative reform and e-Government development.
Through strategic investments in technology and governance innovation, the province has achieved a series of notable accomplishments, including leading the Provincial Competitiveness Index (PCI) for seven consecutive years from 2017 to 2023, ranking first in both SIPAS and PAR INDEX in 2023, topping the Provincial Governance and Public Administration Performance Index (PAPI) in 2024, and leading the Provincial Green Index (PGI) in 2023.
These achievements reflect the province’s strong commitment to building a modern, transparent administration and delivering better services to citizens through digital transformation.
Challenges
To improve service quality for citizens and businesses, Quang Ninh sought to establish a unified e-Government model spanning all levels of administration, while comprehensively reforming administrative procedures.
The province required an integrated technology environment capable of enabling interoperability among government agencies, reducing paperwork, shortening processing times, and increasing transparency across administrative operations.
Additionally, modernizing Public Administration Centers and implementing centralized service delivery models were viewed as critical factors in improving the overall citizen and business experience.
Solution
Throughout multiple phases of Quang Ninh’s digital transformation journey, FPT participated in consulting, implementing, and upgrading e-Government systems across the province.
FPT supported the development of an overall architecture and deployed e-Government solutions designed to enable centralized management, data interoperability, and administrative reform. These systems have been continuously enhanced and expanded to meet the province’s evolving development needs.
At the same time, FPT played a key role in modernizing Public Administration Centers and one-stop service offices across different levels of government. The implemented solutions standardized administrative processes, improved transparency, and streamlined service delivery for citizens and businesses.
One of the project’s most notable achievements was the development of a “Two-tier Government” model combined with a centralized Public Administration Center. Built on a large-scale technology platform, this model streamlined administrative workflows, improved coordination among government agencies, and enhanced the citizen service experience.

The project demonstrates the effectiveness of combining administrative reform with digital transformation to modernize public-sector governance.
Through the deployment of a unified e-Government framework, modernization of administrative service systems, and expansion of online public services, Quang Ninh has created a more transparent, convenient, and efficient environment for both citizens and businesses.
FPT’s partnership has not only strengthened the province’s governance capabilities and public service quality but has also contributed to positioning Quang Ninh as a leading model for digital transformation and digital government development in Vietnam.
