FPT contributes AI and sustainable governance solutions at Vietnam – Asia Smart City Summit 2025

Hanoi, December 23, 2025 – Speaking at the Vietnam – Asia Smart City Summit 2025, Nguyen Van Khoa, Chairman of the Vietnam Software and IT Services Association (VINASA) and Chief Executive Officer of FPT Corporation, stated that smart city development in Vietnam is entering a new phase in which the focus is no longer on investing in isolated infrastructure or hardware, but on operating cities through data-driven models and artificial intelligence (AI). Also at the event, experts from FPT Corporation also played an active role through a series of in-depth technical presentations, offering central perspectives and technological solutions aimed at green, smart, and sustainable urban development

The Vietnam – Asia Smart City Conference 2025 is an event on a national scale, jointly organized by the Hanoi Department of Science and Technology and VINASA, under the patronage of the Ministry of Science and Technology and the direction of the Hanoi People’s Committee.

In his opening remarks, Nguyen Van Khoa, Chairman of VINASA and Chief Executive Officer of FPT Corporation, stated that smart cities are shifting from a model of connected cities to one that is perceptive and human-centered, effectively and consciously leveraging data and artificial intelligence to enhance public awareness.

“Data is becoming the core foundation for urban governance and digital government operations. In the past, when referring to smart cities, we often focused on surveillance systems, cameras, and sensors. These elements remain essential. However, today, they occupy a different position, as Vietnam now has Resolution 57, which aims to propel the country forward through science and technology.” Nguyen Van Khoa said.

Mr. Khoa noted that Vietnam is urgently completing key national data platforms. At the same time, local areas are building vertically structured data platforms, in which the Government holds the data, ministries and sectors develop platforms, and local authorities are responsible for exploiting and generating data. However, to drive double-digit economic growth, horizontal data is required, data that is shared and interoperable, serving the specific needs and challenges of each locality and city. This, he said, is a new benchmark of intelligence that Vietnamese cities should strive toward.

At the panel discussion “AI in Smart City Governance,” Dr. Pham Quang Nhat Minh, Director of the AI Research and Development Center at FPT IS, FPT Corporation, presented the topic “Applying AI to support decision-making and people-centric public services.” According to Dr. Minh, the AI city model is gradually taking shape through the application of AI in environmental management, disaster response, urban operations, and smart public services. However, for AI to be truly effective, the key foundation remains an interconnected national data platform that ensures data is accurate, sufficient, clean, and up to date.

With high-quality data, AI delivers clear impacts in the public sector at three levels. First, at the strategic level, AI supports big data analysis, policy simulation, impact forecasting, and early detection of potential crises. Second, at the operational level, AI helps optimize resources, enable large-scale automation, detect fraud, and support predictive maintenance of infrastructure. Finally, at the experience level, AI enables the personalization of public services, moving toward a proactive public service model with multi-channel, inclusive communication for all class of citizens.

The FPT representative shared practical evidence, notably the application of AI in digital platforms at the ministerial level, automating data extraction, business process, and enhancing public service experiences. These solutions also support leadership in data-driven governance and decision-making, contributing to the implementation of Resolution No. 57-NQ/TW.

With opportunities arising from Resolution No. 57-NQ/TW, the National Data Strategy, Project 06, the Law on Digital Technology, and the Law on AI, Vietnam is gradually completing mechanisms to promote the development and application of AI across all areas of society. Mr. Minh emphasized a key recommendation in building a smart government: shifting from “digitalization” to “intelligentization,” applying AI to free civil servants from repetitive administrative tasks so they can focus resources on policymaking and enhance empathy in serving citizens. At the same time, AI and data should become a “shield” to protect national security and strengthen the country’s strategic autonomy in the new context. On this journey, FPT commits to working alongside the government and businesses to effectively harness data and leverage AI to unlock new competitive advantages.
