Hai Ba Trung district and FPT Corporation complete issuing digital signature for the people in the first phase

Implementing the direction of the Hanoi Department of Information and Communications according to the Official Dispatch No. 815/STTTT-CNTT dated March 31, 2023 on issuing free digital signature for the people of Hanoi for use in administrative procedures and electronic transactions, Hai Ba Trung district and FPT Corporation have closely collaborated, quickly planned, and effectively implemented the issuance of free digital signature.

Recently, the People’s Committee of Hai Ba Trung district and FPT Corporation have jointly organized a Conference to evaluate the results of communicating and mobilizing the people to register for digital signature, and reward the collectives and individuals with good achievements in the issuance of digital signature.

Evaluating the effectiveness of implementation, leader of Hai Ba Trung district says: “Up to now, Hai Ba Trung district has been continuing to coordinate closely with FPT, promoting communication regarding the issuance of digital signature to the people. With the determination and consistent direction of the District Party Committee, the People’s Council, the People’s Committee, the District Fatherland Front Committee, as well as the drastic participation of the People’s Committees of 18 wards and agencies under the District, in just 2 months, more than 20,000 digital signature has been issued to the local people as well as civil servants and public employees of local agencies. In the coming time, the District will strive to promote the communication to help the people understand the benefits of personal digital signature in carrying out transactions on electronic environment, especially a number of online public services that are being carried out at no cost according to the City’s policy based on Resolution No. 07/NQ-HDND dated July 4, 2023 of the Hanoi People’s Council on communicating and encouraging the people to actively register for free personal digital signature, contributing to enabling digital citizen, aiming towards digital government in the District”.

Hai Ba Trung district commends and rewards the collectives and individuals with good achievements in the issuance of digital signature.

To carry out the tasks set forth in the Government’s Project on developing a population data, identification and electronic authentication application in response to the national digital transformation for the period 2022-2025, Hanoi has been actively issuing free digital signature for the local people for convenient use in administrative procedures and electronic transactions, thereby contributing to enhancing the quality of handling administrative procedures.

Accordingly, the Hanoi Department of Information and Communications suggests the People’s Committees of districts and communes to continue coordinating with businesses to issue free digital signature for the local people for use in administrative procedures and electronic transactions, and promote the communication so that people understand the benefits of digital signature in carrying out administrative procedures and electronic transactions.

FPT is responsible for issuing digital signature for 4 departments (Department of Natural Resources and Environment, Department of Planning and Architecture, Department of Construction, Department of Agriculture and Rural Development) and 6 districts (Hai Ba Trung district, Ba Dinh district, Hoang Mai district, Phuc Tho district, Quoc Oai district, Soc Son district). 

After evaluating the situation, FPT has decided to choose Hai Ba Trung district for pilot implementation before expanding to other districts in Hanoi in particular and other provinces across the country in general. FPT’s experts have conducted training sessions for civil servants of wards in the District and instructed how to install and use personal digital signature. Then, the contact points in the wards directly visit each house, collect information, encourage people to register for digital signature, and introduce the benefits and effectiveness of owning personal digital signature.

In addition, the People’s Committee of Hai Ba Trung district and FPT have jointly set up a booth at Tran Nhan Tong walking street to issue free digital signature to the people every Saturday and Sunday. People can come to the booth, experience the services and activate their personal digital signature.

Congratulating on the initial success of Hai Ba Trung district in the issuance of free digital signature to the people, commending and recognizing the District’s initiatives and creative methods in the implementation process, Mr. Nguyen Viet Hung – Director of the Hanoi Department of Information and Communications – emphasizes: “These are valuable lessons and experiences to expand to other provinces/cities. Digital signature helps identify each individual and organization in the cyberspace and supports fast, safe, and secure electronic transactions. Therefore, besides issuing digital signature to the people, the Hanoi Department of Information and Communications has been actively completing the three-level interconnected one-stop-shop for administrative procedure handling, integrated with digital signature.

Mr. Nguyen Viet Hung – Director of the Hanoi Department of Information and Communications – emphasizes that Hai Ba Trung district will be a typical example to expand to other provinces/cities regarding the issuance of digital signature.

“After just two months of implementation, with the support and close coordination of Hai Ba Trung District People’s Committee, FPT has successfully issued more than 20,000 digital signature to the people in the area. FPT expects to continue working with the District with an aim towards 50,000 digital signature by October 2023, contributing to enabling the goal of 10 million digital signature of the Ministry of Information and Communications. In the coming time, FPT will continue to research and upgrade new utilities and features on the digital citizen application, delivering quality digital experience and information security to the users. FPT is committed to closely accompanying the National Strategy for the development of digital economy and digital society in Vietnam, successfully and effectively deploying digital signature for the people, thereby fulfilling the mission of ‘embedding’ technologies into life, creating happiness for the community”, said Mr. Do Son Giang – SEVP of FPT IS.

In Hanoi, with digital signature, people can easily carry out administrative procedures online through Hanoi city’s Administrative Procedure Information Portal (https://dichvucong.hanoi.gov.vn/congdan/). This will shorten the time, simplify processes, and increasingly improve the quality of public services. Procedures such as: birth and death registration; marriage registration; business incorporation registration; civil status modification, correction, supplement… can all be performed easily and quickly, ensuring legal integrity as people activate digital signature. The administrative procedure information portal is also a project that FPT implements for Hanoi. Up to now, the system has received and processed approximately 500,000 public administrative procedures across the city. 

In the coming time, the People’s Committee of Hai Ba Trung district and FPT will continue to issue digital signature for the local people, realizing important goals of the strategy, thereby gradually replicating the model to other districts/areas in Hanoi in particular and other provinces/cities across the country in general.
