Binh Phuoc Province Honored with ASOCIO Digital Government Award 2024
On November 7th in Japan, Binh Phuoc Province was honoured to receive the ASOCIO DX Award 2024 in the Digital Government category, presented by the Asian-Oceanian Computing Industry Organization (ASOCIO). This award recognizes the province’s outstanding achievements in its digital transformation strategy.

Mr. Nguyen Minh Quang, Director of the Department of Information and Communications of Binh Phuoc Province, received the award on behalf of the provincial government. The award ceremony was part of the Digital Trust Forum (ASOCIO Digital Summit). The large-scale event took place over three days from November 6-8 in Tokyo, Japan, with over 600 delegates attending, including 400 from Japan and 200 international delegates.
The ASOCIO DX Award is an annual information technology (IT) award presented to individuals, agencies, organizations, and enterprises that have made outstanding achievements and significant contributions to the development and application of IT across the 24 member economies of ASOCIO.
The People’s Committee of Binh Phuoc Province received the ASOCIO 2024 Award in the category of Digital Government.
In 2023, Binh Phuoc demonstrated its vision and commitment to implementing digital transformation plans, initially achieving significant successes in both economic activities and digital transformation. Notably, the province manages to achieve the highest economic growth rate (GRDP) in the Southeastern region at 8.34% and being honoured at the 2023 Vietnam Digital Awards in the category “State Agency with excellent digital transformation;” for its award-winning digital solution, the “Binh Phuoc Resource Information System”.
These achievements reflect Binh Phuoc’s strong determination in its digital transformation strategy, providing a solid foundation for the province to continue following the direction set by General Secretary To Lam: “Digital transformation – An important driving force for developing productive forces, perfecting production relations, and bringing the country into a new era.”
Mr. Nguyen Minh Quang, Director of the Department of Information and Communications of Binh Phuoc Province, shared, “With the determination to build a professional, modern, and people-friendly public administration, over the past years, Binh Phuoc has implemented various solutions comprehensively and achieved positive results. The process of digital transformation and building an e-government is gradually forming a digital society, developing a digital economy, and providing better service for the people in the province. All these efforts contribute to Binh Phuoc’s goal of ‘Sustainable development towards a smart, civilized, and modern city,’ aiming to become an effective, sustainable industrial province and an attractive destination in the Southeastern region.”
The process of developing a digital government has achieved many positive results so far. Firstly, Binh Phuoc has built and implemented an e-government with many high-level online public services, allowing citizens and businesses to complete administrative procedures conveniently and quickly; launching the Digital Transformation website and a corresponding section on the provincial portal to spread information and raise awareness about digital transformation. Over 90% of staff in departments, branches, and People’s Committees at all levels have been trained in technology and digital transformation skills. In 2023, the province coordinated with the Ministry of Information and Communications to organize 20 training courses for over 13,199 officials and employees, along with a separate class for 7,429 members of the community digital technology group.
Secondly, Binh Phuoc has officially issued a digital transformation strategy until 2025, focusing on investment and improvement of digital infrastructure, achieving 100% implementation of Integrated Operation Centers (IOCs) at the district level, and broadband infrastructure covering all 843 villages and hamlets.
Thirdly, Binh Phuoc has implemented the application of electronic citizen databases, enhancing the management of citizen information in the province, ensuring accuracy and quickness; it has put into operation the Local Government Service Platform (LGSP), connecting the province’s information systems and databases with national databases. This platform facilitates horizontal and vertical connectivity at four levels, including 188 administrative units and 46 non-public units, and directly links to the National Data Exchange Platform (NDXP).
Fourthly, Binh Phuoc has issued Information Security Regulations for all IT applications in the province. A cybersecurity incident response team has been established with specific regulations governing the team’s activities.
FPT Corporation is honored to be one of the selected partners to accompany the People’s Committee of Binh Phuoc Province on its digital transformation journey. This includes building and standardizing, integrating, and sharing databases of key sectors in the province’s digital transformation plan such as construction, education, natural resources and environment, agriculture, transportation, industry and trade, labor, invalids and social affairs, science and technology, planning and investment, culture, sports and tourism, and developing IoT platforms for digital transformation.
Within the period of digital transformation activities from now until 2030, Binh Phuoc will further focus on community awareness campaigns, training programs, and capacity building to enhance people’s access to digital information and technology, improve the operational capacity of officials in a digital environment, especially in handling administrative procedures through public services, to achieve the best results in the goal of building a Digital Government.
