Khaothi.Online partners with Hanoi to launch an online communication contest integrated into the iHanoi app

OVERVIEW

On April 14, 2026, the Final Round and Award Ceremony of the Contest on Understanding the Resolution of the 18th Hanoi Party Congress for the 2025–2030 term was successfully held. Prior to this, during the 4-week online preliminary round, FPT partnered with the Hanoi Party Committee’s Commission for Information, Education and Mass Mobilization by integrating Khaothi.Online’s online examination feature into the iHanoi application.

This large-scale online communication contest recorded more than 1,000,000 authenticated participants through iHanoi accounts. By integrating directly into the city’s citizen app, residents could participate through a familiar digital government channel instead of accessing a separate platform. This approach expanded accessibility, reduced participation barriers, and accelerated the dissemination of the Resolution’s content to officials, party members, and citizens across Hanoi.

Khaothi.Online was implemented as an online communication and testing platform capable of meeting multiple requirements simultaneously: flexible integration with existing systems, stable performance under high traffic, support for multi-device participation, real-time result monitoring, and in-depth data analytics. As a result, the contest became not only a digital communication activity but also a citizen engagement touchpoint, enabling organizers to measure participation levels, policy awareness, and public understanding of the communication content.

CLIENT

The Hanoi Party Committee’s Commission for Information, Education and Mass Mobilization organized the contest and was responsible for promoting and disseminating the Resolution of the 18th Hanoi Party Congress to officials, party members, and the public.

iHanoi is Hanoi’s citizen application platform, serving as a digital interaction channel between the government and residents. Integrating the online contest into iHanoi allowed political communication activities to be delivered through existing digital infrastructure, making participation more convenient for citizens while enabling citywide outreach.

 

CHALLENGES

For an important political document such as the Resolution of the 18th Hanoi Party Congress, the challenge was not only to organize a knowledge contest but also to deliver communication content quickly, intuitively, and accessibly to a broad audience of officials, party members, and citizens, while generating measurable engagement data.

Hanoi required a deployment model capable of reaching users citywide, convenient enough for mobile participation, and stable enough to support extremely high traffic volumes within a short period

Furthermore, by linking the contest to authenticated iHanoi accounts, participation data could serve not only for result statistics but also as a foundation for evaluating public awareness, interest, and policy adoption across different subjects and implementation scopes.

 

SOLUTION

FPT integrated Khaothi.Online’s online contest functionality directly into the iHanoi application, enabling citizens to participate seamlessly within the digital citizen app without switching to a separate platform.

Khaothi.Online provided large-scale online contest capabilities, including question bank management, contest organization, monitoring, real-time reporting, and in-depth analytics. With a user-friendly interface, flexible connectivity, scalable architecture, and integration-ready capabilities, the platform was designed to support contests with millions of participants across multiple devices, anytime and anywhere.

Through iHanoi, the contest became a digital citizen engagement point where residents could access Resolution content, participate in the contest, and receive results, while organizers could monitor participation rates, awareness levels, and public engagement with the communication materials.

Throughout the contest period, the system enabled real-time monitoring and reporting, supported by FPT’s technical team operating continuously to ensure stable performance.

 

RESULT

After just 2 weeks of deployment and integration, the online contest feature was successfully launched on the iHanoi application for the preliminary rounds.

During the 4-week preliminary phase, the contest recorded more than 1,084,067 authenticated participants through iHanoi accounts. This achievement not only reflected the contest’s strong appeal but also demonstrated the effectiveness of applying digital technology to political communication and dissemination activities.

From more than one million participants, the top 16 finalists advanced to the Final Round. FPT was recognized by the Hanoi Party Committee’s Commission for Information, Education and Mass Mobilization with certificates of merit awarded to both the organization and individuals for their contributions to organizing the contest.

VALUE

The integration of Khaothi.Online into iHanoi demonstrated an effective model for online communication contests: delivering policy communication activities directly through platforms where citizens already interact with digital government services.

With more than one million authenticated participants, the contest not only significantly expanded the reach of the Resolution of the 18th Hanoi Party Congress but also generated valuable data on public participation, awareness, and policy engagement.

Based on this platform, authorities can design competency frameworks, knowledge standards, and communication topics tailored to different target groups, while leveraging data insights ranging from overall trends to detailed citizen awareness analysis by topic and sector. This provides a foundation for improving communication methods, enhancing policy dissemination effectiveness, and supporting broader citizen development initiatives.

Speaking at the opening ceremony, Mr. Dao Xuan Dung, Deputy Head of the Hanoi Party Committee’s Commission for Information, Education and Mass Mobilization, emphasized: “This contest marks a breakthrough in organization methods and clearly demonstrates Hanoi’s spirit of innovation and digital transformation through the comprehensive application of digital platforms.” He affirmed that deploying the contest digitally enabled resolutions to reach citizens directly and rapidly through smartphones.

More broadly, the project reaffirmed FPT’s capability in deploying large-scale online communication and testing platforms that can integrate flexibly with citizen applications, operate reliably under heavy traffic, and support local governments in transforming from one-way communication models into interactive, data-driven, and measurable citizen engagement approaches.
