FPT/FPT IS assists Soc Trang Department of Health on digital healthcare journey
On September 25, at Soc Trang General Hospital, FPT/FPT IS collaborated with Soc Trang Department of Health to host a workshop titled “Unlocking the era of digital healthcare with the electronic medical record (EMR) management system.” The event aimed to share solutions related to EMR and integrated platforms for medical services, attracting over 50 participants from hospitals and medical centers across Soc Trang province.
The workshop was attended by M.S. Phan Vinh Tung, Deputy Director of Soc Trang Department of Health, along with representatives from hospitals and medical centers throughout the province. On behalf of FPT, key attendees included Mr. Nguyen Duy Hien, Deputy Director of Healthcare Sector at FPT IS; Mr. Phuong Ngoc Thang, Director of Health Consulting & Integrated Solution Center at FPT IS; Mr. Vuong Dinh Sieu, Director of Business Development at FPT IS; Mr. Bui Minh Tien, Director of Cloud Business Center; Mr. Nguyen Hai Nam, Cybersecurity Manager at FPT Smart Cloud; and Mr. La Huu Phuoc, Business Development Manager at FPT Smart Cloud.
Amidst the acceleration of digital transformation, the adoption of technological solutions in hospital management and operations is becoming essential for building smart hospitals, which helps optimize processes, reduce errors, and improve the efficiency of healthcare services for the public. With the aim of modernizing Soc Trang’s healthcare system, the Department of Health is continuously training leaders and healthcare workers to meet the demands of their noble roles. This workshop is part of the Department’s orientation, providing opportunities for hospitals and medical centers to access cutting-edge technologies, especially the Electronic Medical Record (EMR) Management System so that they can be prepared for any challenges of the digital transformation era.
In his opening remarks, Mr. Nguyen Duy Hien, Deputy Director of Healthcare Sector at FPT IS, emphasized the compliance with Circular 54/2017/BYT, which mandates that by 2026, 100% of hospitals must implement electronic medical records (EMRs). However, this is a significant challenge, as currently, less than 10% of hospitals nationwide have adopted EMRs. According to Circular 46/2018/TT-BYT, it is stipulated that digital medical records hold the same legal value as paper records. This regulation lays the foundation for digitalization and the successful implementation of EMRs. Mr. Hien noted that Soc Trang is one of the provinces that has already undertaken several digital transformation initiatives, but is still in the early stages of this process, with much work remaining. “FPT was the first to successfully deploy electronic medical records at Hai Phong City Hospital, the first facility to do so nationwide. With over 20 years of experience in deploying technology systems for more than 300 hospitals and approximately 20 health departments across the country, FPT IS is committed to supporting the healthcare sector in Soc Trang in applying advanced technologies and optimizing processes toward a smart hospital model.”

The first presentation at the workshop, delivered by Mr. Phuong Ngoc Thang, Director of Health Consulting and Integrated Solutions Center at FPT IS, introduced the FPT.EMR electronic medical record solution. The FPT.EMR electronic medical record management system, developed by FPT IS using the latest and most advanced technology platform, aims to digitize medical records and move toward a “paperless” hospital model. It addresses the needs of both patients seeking medical and examination services, and medical facilities managing and implementing Circular No. 46/2018/TT-BYT. The system allows doctors to easily manage patient information through web-based and mobile platforms. Medical facilities can also reduce costs associated with maintaining paper records archives, while medical staff can save time on procedures and avoid delays related to taking or returning paper records. For patients, the system eliminates the need to store physical documents, allowing them to schedule appointments, receive check-up & medications reminders, and actively manage their health information through applications.

Mr. Nguyen Duy Hien, Deputy Director of Healthcare Sector at FPT IS, introduced the FPT.HIE Health Information Exchange System, offering a new solution for connectivity and information exchange between information systems and applications in the healthcare sector. With its centralized management capabilities, FPT.HIE optimizes operations from provincial to local healthcare facilities, significantly improving efficiency in community healthcare. One of the standout features of FPT.HIE is its real-time monitoring of health issues, which enables management agencies to respond swiftly to unexpected health fluctuations.

During the workshop, FPT experts especially underscored the importance of information security in the healthcare sector. Addressing this, Mr. Nguyen Hai Nam, Cybersecurity Manager at FPT Smart Cloud, explained that FPT’s security system is designed to ensure the integrity, confidentiality, and availability of electronic medical records. It complies with international standards on cybersecurity and medical information security, not only preventing potential risks, but also safeguarding privacy and confidentiality for patients through close management and monitoring of medical data. This topic was also a key concern for many delegates, who actively contributed their opinions during the workshop.

To further promote the enhancement of healthcare service quality for the public, experts from Konica Minolta introduced the PACS FINO.VITA Picture Archiving and Communication System, distributed by FPT IS via webex. This cutting-edge system manages medical images such as X-rays, CT scans, MRIs, and ultrasounds. Integrated with AI, the system allows for fast, accurate processing, analysis, and retrieval of image data. One of the strength of PACS FINO.VITA is its integration with FPT.eHospital, automating the imaging diagnostic process and synchronizing data between the PACS system and the Hospital Information System.
The workshop concluded with directions from M.S. Phan Vinh Tung, Deputy Director of Soc Trang Department of Health. He stressed the urgency of building a digital healthcare system, particularly the investment and deployment of the EMR system as outlined in government circulars. He highlighted that Soc Trang Department of Health has been tasked by Soc Trang People’s Council to pilot the EMR system in two medical facilities. Upon completing the pilot phase, an evaluation will take place, followed by the expansion across the province. Soc Trang Department of Health looks forward to continued collaboration with FPT in executing the province’s digital healthcare initiatives.

The discussions and Q&A sessions among participants at the workshop revealed strong interest from healthcare facilities in applying information technology to meet the growing healthcare demands of the public. Mr. Cao Diep Duy, Head of Information Technology Department at Soc Trang Hospital for Women and Children, shared: “In recent years, our hospital has prioritized investing in infrastructure to implement electronic medical records in accordance with criteria stipulated in Circular 54/2017/BYT. Additionally, we view software solutions and data security as top concerns when following the government’s orientation in development of an electronic medical record system.” The workshop concluded with overwhelmingly positive feedback, opening various opportunities for long-term cooperation between FPT IS and the healthcare sector in Soc Trang province. This collaboration aims to build a smart hospital system and enhance the quality of healthcare services for the community.
