FPT Leader: “Digital architecture framework should adopt an ‘AI-first’ approach”

On the afternoon of January 13 in Hanoi, the Ministry of Foreign Affairs held a conference introducing its digital architecture framework. The conference was attended and chaired by Mr. Le Hoai Trung, Member of the Party Central Committee and Minister of Foreign Affairs.

The National Digital Architecture Framework was issued to establish a unified foundation for the development and operation of the digital nation, with the participation of leading technology enterprises such as FPT Corporation.

Attending the conference were Major General Nguyen Huu Hung, Deputy Head of the Government Cipher Committee; Mr. Dao Van Thanh, Deputy Director General of the Department of Digital Transformation and Cipher Affairs, Office of the Party Central Committee; representatives of the National Digital Transformation Department under the Ministry of Science and Technology; and representatives from FPT Corporation and Viettel Group.
On the Ministry of Foreign Affairs’ side, participants included Deputy Minister Le Anh Tuan, Deputy Minister Ngo Le Van, along with officials and staff from units under the Ministry and Vietnamese overseas representative missions.

At the conference, Ms. Mai Thuy Ngan, Director of the Technology and Digital Government Center under the National Digital Transformation Department, Ministry of Science and Technology, presented an overview of digital transformation and the National Digital Architecture Framework.

The National Digital Architecture Framework was issued to provide a unified blueprint for building and operating the digital nation. It is regarded as a “master design” enabling the entire political system to connect, share data, and use shared digital infrastructure, thereby advancing the development of digital government, digital economy, and digital society in a comprehensive and sustainable manner.
At the same time, the framework represents a historic shift in Viet Nam’s national digital transformation journey—from administrative management toward development governance based on data and artificial intelligence.

The National Digital Architecture Framework applies to ministries, ministerial-level agencies, government-affiliated agencies; provinces and centrally governed cities; Party agencies at both central and local levels; National Assembly agencies; the Viet Nam Fatherland Front Central Committee; the Supreme People’s Court; the Supreme People’s Procuracy; and socio-political organizations. Other agencies and organizations may also refer to the framework for implementation.

Based on this foundation, the Digital Architecture Framework of the Ministry of Foreign Affairs is a sector-specific implementation of the National Digital Architecture Framework, designed to meet the particular requirements of diplomatic activities while fully complying with national standards.

A representative of the Department of Cipher Affairs and Information Technology of the Ministry of Foreign Affairs stated that the framework aims to build a modern, flexible, and secure digital environment to effectively support the Ministry’s state management functions in foreign affairs, as well as services for citizens and businesses. The framework clearly identifies shared components within the Ministry and between the Ministry and other agencies across the political system, ensuring connectivity, data sharing, and efficient use of digital resources while avoiding duplication.

The Ministry of Foreign Affairs has set its digital diplomacy vision toward 2030 as building a modern digital diplomacy system that operates efficiently and seamlessly from central to local levels and across Vietnamese overseas missions. Data is identified as a core asset, with digital technologies applied to enhance analytical and forecasting capabilities in support of foreign policy formulation in the new era.

At the conference, Mr. Nguyen Hoang Minh, CEO of FPT IS, FPT Corporation, stated that to further完善 the Digital Architecture Framework of the Ministry of Foreign Affairs, priority should be given to developing key databases; strengthening digital infrastructure and shared platforms—particularly shared cybersecurity infrastructure; building shared data repositories for leadership and operational management; developing shared consular platforms; and implementing digital records management systems capable of handling classified and top-secret documents.

Information security and cybersecurity, he emphasized, must be identified as overarching pillars throughout the process. At the same time, the framework should prioritize an “AI-first” approach, gradually applying artificial intelligence across operational activities, especially in information security monitoring, early detection of data leakage risks, compliance assessment support, and data exploitation for advisory and forecasting purposes.

The FPT representative stressed that the digital transformation of the Ministry of Foreign Affairs can only achieve sustainable effectiveness when data is established, utilized, and protected in a secure and trustworthy manner. Information security is not merely a technical requirement, but a prerequisite for safeguarding national interests and digital sovereignty.

Mr. Minh noted that FPT is honored to accompany the Ministry of Foreign Affairs in implementing its Digital Architecture Framework. Immediately after the issuance of Resolution No. 214/NQ-CP, FPT established a dedicated unit to support the implementation of the Resolution and worked closely alongside the Ministry. Within the Digital Architecture Framework project, FPT supported data status assessments and the development of foundational documents to complete the Ministry’s digital data architecture.

Specifically, FPT promptly coordinated a comprehensive review of the catalogues stipulated under Resolution No. 214, focusing on information status, connectivity status, and legal documentation, based on the Ministry’s digital transformation strategy, data strategy, and digital architecture framework. FPT also reviewed all administrative procedures associated with data, providing the basis for developing core databases. In parallel, FPT worked with the Consular Department to implement several foundational components of the migration database system, completing key groundwork in 2025. Going forward, FPT remains committed to closely accompanying the Ministry of Foreign Affairs in its critical digital transformation efforts.

In his concluding remarks, Minister of Foreign Affairs Le Hoai Trung acknowledged the thorough preparation by the organizing unit and the responsible, candid contributions of specialized agencies and technology partners. He affirmed that the conference represents an important step, demonstrating the Ministry’s systematic and structured approach to digital transformation.

The Minister emphasized that implementation must be carried out rigorously and in a coordinated manner, with clearly defined responsibilities at all levels and units. He also expressed his expectation that FPT Corporation and Viettel Group will continue to accompany the Ministry of Foreign Affairs in building data frameworks, data governance, and deploying information systems and online public services, contributing to the realization of a modern, effective, and sustainable digital diplomacy system.
