FPT receives Certificate of Merit from the Ministry of Science and Technology: Swiftly transforms critical systems to ensure the operation of the two-tier local government model
On July 14, 2025, FPT Corporation was honored to receive a Certificate of Merit from the Minister of Science and Technology, in recognition of FPT’s significant contributions to the digital transformation of information technology systems at the ministerial, sectoral, and local levels. These efforts have ensured the seamless operation of the two-tier local government model – a key milestone in the national administrative reform agenda.
A representative of FPT (in orange) was honored to receive the Certificate of Merit from the Minister of Science and Technology for the company’s contributions to the transformation of critical information technology systems, supporting the effective operation of the two-tier government model.
Specifically, ahead of the historic milestone marking the transition to a two-tier local government model in tandem with administrative boundary adjustments, the transformation of information technology systems to align with the new structure – ensuring uninterrupted public services for citizens and businesses—was a critical task entrusted by the Party and Government to ministries, agencies, and local authorities.
With the trust of these central and local bodies, FPT successfully implemented the transition of several key systems, including: (1) Deployment of the two-tier government model and a single-level Public Administration Service Center for Quang Ninh Province, which has been operating smoothly since July 1, 2025, receiving positive feedback from both citizens and businesses; (2) Upgrading of the Digital Citizen application to effectively support the post-merger two-tier government model in Ho Chi Minh City; (3) Implementation of IT systems in accordance with the two-tier model and the use of personal identification numbers in place of tax codes as of July 1, 2025, for the Ministry of Finance, the General Department of Taxation, the State Treasury, and commercial banks – ensuring uninterrupted system operations under the new structure; (4) Transformation of the State Bank of Vietnam’s core system to align with the streamlined administrative apparatus and new government model.
These are all critical systems with far-reaching impact on tens of millions of citizens and enterprises. Ensuring their timely and effective operation under the new requirements was regarded by FPT as both an honorable and vital political mission. The company mobilized hundreds of personnel to work at an intense pace over a short period, driven by a shared commitment to the highest objective.
Starting July 1, 2025, the Tax sector was required to meet two major reform pillars: operating under the two-tier local government model (province–commune level) and adopting personal identification numbers in place of tax codes. Within a remarkable 30-day timeframe, FPT collaborated to upgrade and transition large-scale technology systems for the General Department of Taxation, applications for the Ministry of Finance, the State Treasury, and nearly 20 commercial banks using the State Budget revenue coordination software. Tens of millions of data records were successfully migrated, and information for 100 million taxpayers was processed. FPT mobilized over 250 specialists who worked around the clock, including weekends and holidays, especially during the peak period from June 28 to July 1, 2025, to ensure the timely and seamless transition.

Prior to this, the State Bank of Vietnam had urgently conducted a review and restructuring of its organizational apparatus in accordance with Resolution No. 18-NQ/TW, with the goal of completing the transformation of its core technology systems by the March 1, 2025 deadline to meet the requirements of the new administrative model. Since December 2024, a team of 50 FPT experts in both technology and banking had been working closely with the State Bank’s Information Technology Department. FPT supported the department in developing detailed transition scenarios and collaborated on the migration of data across three major systems: the Core Banking System; the ERP system for financial operations and accounting management; and the centralized currency management optimization system (CMO) of the State Bank of Vietnam.
The State Bank of Vietnam’s Information Technology Department closely collaborated with its partners, including FPT Corporation, to carry out the transformation of its core technology systems.
The project was completed on schedule, ensuring stable system operation with high levels of safety and security, effectively supporting key management functions such as monetary security, cash vault management, and payment processing. Notably, the State Bank of Vietnam’s payment system – which serves as the backbone for the settlement of economic transactions – was successfully upgraded. The system now processes transaction volumes of up to VND 830 trillion per day, while maintaining absolute precision down to the smallest unit of currency to meet the stringent requirements of the State Bank’s most critical financial and management reports.
In Quang Ninh Province, as the lead technology partner, FPT worked closely with the Provincial Public Administration Service Center and the Department of Science and Technology to design and implement the new administrative model. A dedicated team of 80 FPT engineers was deployed across 54 local administrative units, including communes, wards, and special districts, to build three major systems and directly support both citizens and local authorities during the rollout phase. These systems include: the Digital Station System integrated with electronic identity wallets, the centralized Reception and Online Queuing Management System, and the next-generation Public Administrative Procedures Information System.
FPT and Quang Ninh Province deploy two-tier local government model and One-Level Public Administration Service Center
As of July 1, 2025, Quang Ninh Province’s newly developed system has been built with high levels of safety and cybersecurity, fully supporting public administrative services for citizens and businesses at the commune level. This replaces the previous three-tier model (province – district – commune) with a more streamlined two-tier structure.
Mr. Trần Văn Hồng, a resident of Khu 2 Bắc Mã (An Sinh Ward), was among the first citizens to complete administrative procedures on the day the new model went live. After finalizing paperwork related to land documents, he shared his satisfaction: “Today’s experience was noticeably different. Everything is much quicker now – many steps have been eliminated, and the staff were extremely supportive. The integration of IT into the new administrative system makes the process more efficient, without the delays we used to face.”
In Ho Chi Minh City, FPT rapidly mobilized a team of engineers and technology experts to work alongside the city’s Digital Transformation Center and related departments. FPT successfully restructured the administrative boundary database in accordance with the new model, updating data for 300,000 residents and 168 administrative units. The company also upgraded the public feedback feature, allowing citizens to submit feedback based on the new jurisdictional boundaries, while integrating a two-tier government response process.
Additionally, FPT deployed administrative unit lookup functions and developed utility applications that enable citizens to check public services, track application status, and view results – fully aligned with the new model.
FPT accompanies Ho Chi Minh City in advancing key digital transformation projects
The HCMC Digital Citizen application remains the city’s sole integrated platform for public services, enabling seamless interaction with citizens under the newly structured administrative model. It enhances the user experience through a friendly and intuitive interface, while ensuring that all data is updated accurately, securely, and with a high level of cybersecurity. The project also plays a vital role in reinforcing Ho Chi Minh City’s pioneering position in modern urban governance, laying the groundwork for the integration of smart city utilities and the “Digital Citizen – Digital Government” model in the next phase.
In addition to the collective achievements, nine FPT individuals were awarded Certificates of Merit by the Ministry of Science and Technology for their outstanding contributions to key technology system transformation projects.
