FPT supports Ho Chi Minh City in digitalizing civil judgment enforcement, enabling payments to victims in Truong My Lan case
By applying digital technologies in civil judgment enforcement, Ho Chi Minh City has rapidly disbursed more than VND 10 trillion to over 43,000 victims in the Truong My Lan and accomplices case—one of the largest cases ever in terms of data volume and financial transactions in Vietnam’s enforcement sector. The result was achieved with FPT’s support in building and deploying technology systems for enforcement management, operations and payment processing.
On March 5, Minister of Justice Nguyen Hai Ninh held a working session with Ho Chi Minh City’s Civil Judgment Enforcement Department on enforcement activities in the city.
According to the report presented at the meeting, the Ho Chi Minh City Civil Judgment Enforcement Department is one of the pioneering units in Vietnam’s enforcement system in applying information technology and digital transformation. Several solutions have been deployed and operated effectively, including electronic receipt systems, enforcement notifications via the Ministry of Public Security’s VNeID application, and digital reporting and statistics systems.

During the digital transformation process, the Ho Chi Minh City Civil Judgment Enforcement Department worked with FPT to develop and deploy a range of core technology systems. The digital platform for civil judgment enforcement includes decision-support software, enforcement management software, an electronic receipt system, a citizen reception and complaint handling system, and an Intelligent Operations Center (IOC) for enforcement activities.
These systems help digitize data, strengthen supervision capabilities and support leadership in making faster and more accurate operational decisions.
A notable highlight was the development and deployment of a payment system used to process compensation for victims in the Truong My Lan case and related defendants. The case involved more than 43,000 victims and an unprecedented volume of financial transactions. With the application of digital technology, a single execution command enabled the system to transfer more than VND 10 trillion to victims accurately, securely and transparently without generating complaints. Under traditional manual methods, such a process would have required large manpower and significantly longer processing time.

In addition, enforcement notifications via the VNeID application and the deployment of electronic receipts have brought significant changes to administrative reform in enforcement procedures. To date, the Ho Chi Minh City Civil Judgment Enforcement Department has issued more than 88,988 electronic receipts corresponding to more than VND 12.3 trillion collected from enforcement activities.
The adoption of electronic receipts has delivered positive results, including shorter processing time, reduced risks of manual errors and improved capabilities for data lookup, monitoring and financial reconciliation. The system was designed, developed and deployed with close cooperation from FPT.

According to Nguyen Van Hoa, Head of the Ho Chi Minh City Civil Judgment Enforcement Department, “These technology solutions not only help address the large workload in a city with a wide administrative area and a growing number of cases, but also improve governance capacity while demonstrating the sector’s innovative thinking and adaptability in the digital era.”
Minister of Justice Nguyen Hai Ninh also noted that Ho Chi Minh City is a leading locality in applying information technology within the enforcement sector. He emphasized that the Intelligent Operations Center in the city has been implemented effectively and should continue to be improved in coordination with FPT. The Minister also suggested that the Civil Judgment Enforcement Management Department accelerate the development of an enforcement database and move toward connecting it with the national land database. Regarding asset auctions, he said Ho Chi Minh City has already conducted several online auctions and should aim to move toward fully online auctions in the future.
Ho Chi Minh City accounts for around 17 percent of enforcement cases nationwide but up to 40.6 percent of the total value of enforcement amounts.
The Ho Chi Minh City Civil Judgment Enforcement Department was established through the consolidation of the Ho Chi Minh City enforcement authority with those of Binh Duong and Ba Ria–Vung Tau provinces. On average, each enforcement officer handles 429 cases corresponding to more than VND 666 billion in enforcement value.
Following administrative restructuring, the city now covers an area of more than 6,770 square kilometers with a population of around 14 million people. The farthest regional enforcement office is located about 200 kilometers from the city’s central enforcement headquarters.
In 2025, the Ho Chi Minh City Civil Judgment Enforcement Department was recognized by competent authorities for outstanding performance. During the first five months of 2026, both the number of cases and the total enforcement value handled by city enforcement agencies continued to increase compared to the same period in 2025.

In the coming period, the technology systems will continue to be improved to meet the requirements of the revised Law on Civil Judgment Enforcement, which is expected to take effect on July 1. At the same time, efforts will focus on building a unified enforcement database and gradually connecting it with other national data systems.
In 2025, the Intelligent Operations Center for civil judgment enforcement was deployed and the digital platform for civil judgment enforcement was successfully launched. The platform was designed as a comprehensive solution that digitizes the entire enforcement process, integrates professional workflows, databases and digital services, and is considered the most significant digital transformation initiative undertaken by the Ministry of Justice to date.
The nationwide system covers 34 provinces and cities, 355 regional enforcement offices and approximately 6,800 users, including leaders, enforcement officers and professional staff. After more than five months of pilot operation, the platform has processed over 90,000 court judgments, issued nearly 130,000 digital decisions, digitized more than 3 million pages of documents and generated 464,375 electronic receipts representing more than VND 25 trillion collected through enforcement activities, significantly improving transparency and efficiency in financial management.
Despite administrative streamlining and a workload increase of around 20 percent, the sector’s operations have remained stable and effective.
With extensive experience in implementing national-scale technology systems across finance, justice and public administration, FPT reaffirmed its commitment to leveraging its strengths in core technologies to support government agencies in building digital platforms, modernizing governance and accelerating Vietnam’s national digital transformation in line with Resolution 57-NQ/TW.
