FPT supports training program for the 2025 Quang Ninh Province Administrative Procedure Resolution System
On the morning of June 4, the People’s Committee of Cam Pha City, in collaboration with local authorities across Quang Ninh province, organized a training conference on the 2025 Administrative Procedure Resolution System. The session was organized for leaders, officials, and civil servants directly involved in processing administrative procedures on the province’s digital platform.
At the conference, officials from the Provincial Public Administration Center, in coordination with FPT – the system’s implementation partner – provided detailed guidance on the platform’s new features. Participants, including specialists from departmental offices, the Cam Pha City branch of the Public Administration Center, and local ward and commune governments, were introduced to key functions such as cross-jurisdictional administrative processing, multi-stage workflows, digital authentication, and online queuing systems. In addition to the instructional content, FPT representatives and technical experts addressed practical challenges faced during the implementation of cross-jurisdictional administrative services across the province.

The training session aimed to accelerate the rollout and effective operation of Quang Ninh’s new Administrative Procedure Resolution System, aligning with the province’s direction to modernize its one-stop-shop and interconnected public service model. The system is designed to enhance accessibility for citizens and businesses by removing administrative and residency boundaries, ultimately reducing travel time and costs while increasing public satisfaction with government services.
The upgraded system not only retains core features that FPT has reliably delivered since 2015, but also integrates advanced technologies to support a two-tiered administrative model. The system includes cross-jurisdictional procedure processing, multi-phase case handling, electronic document authentication, and online queuing management—contributing to the comprehensive digitalization of public service delivery.
With a proven track record in deploying and upgrading the similar system for Hanoi, FPT has fully leveraged its internal resources to ensure the timely implementation in Quang Ninh. Within just one month of receiving the province’s official request, FPT’s technical team completed 95% of the workload and launched the entire system on the FPT Cloud platform. Delivered as a Software-as-a-Service (SaaS), the system offers high deployment flexibility and cost efficiency for the locality.
At present, the key implementation phases have been completed. FPT is now working closely with relevant government agencies to conduct user training, perform comprehensive system testing, and carry out cybersecurity assessments. The system is scheduled to go live on July 1, 2025.
