FPT’s CEO: National database is the heart, local databases are the blood vessels

On July 12, Prime Minister Pham Minh Chinh has chaired a National conference to review the first six months of the year and the direction, tasks, and key solutions for the last six months of 2023 regarding the implementation of Project 06. At the conference, FPT suggests a “Made-by-FPT” data strategy and IT infrastructure model to help state leaders direct in real time with data, bringing happiness to people and businesses.  

After the initial implementation, Project 06 has made new progress and delivered positive results. In order to replicate and promote the implementation of Project 06 deeply into people’s lives, Prime Minister Pham Minh Chinh expresses his deep interest in the Project: “In order to serve the people, we must have relevant data and parameters. Based on that, we reform administrative procedures, improve the business environment, and enhance national competitiveness. All policies, plans, projects, allocation of resources and people to implement the Project must be carried out in a methodical and active way. This year is the year of data, every ministry, department, and province/city must have a database. We integrate for smooth operation, but we also have to develop the database of each ministry, department, province/city”. 

Deeply understanding the current situation and closely following the goals of the implementation of Project 06, as one of the leading companies in terms of technology solutions, FPT determines that data strategy is the key to unlocking all digital transformation activities. 

At the event, Mr. Nguyen Van Khoa – CEO of FPT Corporation – suggests to build and promote the power of database in provinces/cities according to three principles: First, support will be provided for provinces/cities to make the best use of the available utilities of Project 06 at zero charge; Second, accompany the provinces/cities to build a platform utilizing existing solutions of the company; Third, evaluate the efficiency of use and advise on whether provinces/cities should build from scratch or rent services from the company in accordance with the Law on Procurement. This will help leaders of provinces/cities give immediate direction with real-time data, improve the capacity of the local governments in serving the people and businesses.   

Speaking of the effectiveness of Project 06, Mr. Khoa affirms that the Project has gained many achievements which have been promoting the national digital transformation program. Taking the population database as the foundation, the Project provides many essential services for the people and is actively supported by leaders of provinces/cities.

Mr. Nguyen Van Khoa says: “Digital transformation and data centralization is aimed to create happiness for the community. National database is the heart, while local databases are the blood vessels. The heart beats and helps the blood circulate, on the other hand, the blood vessels nourish the heart. Therefore, immediate direction with real-time data is necessary, just like a heart that beats constantly”.

Accompanying and solving the local digital transformation problem, FPT suggests building IT infrastructure model at province/city level to help leaders provide immediate direction with real-time data. Besides, FPT also suggests establishing an Intelligent Operations Center as an administrative unit under the governance of the People’s Committee. The database system will be integrated and connected to a wide variety of sources, such as: Electronic government information system, specialized information systems of sectors such as healthcare, education, transportation…, and linked with national database. Based on Cloud, Big Data, AI, RPA technologies, the data portfolio will be synchronized accurately and consistently, helping leaders to quickly grasp data and provide immediate direction.  

FPT has been accompanying more than 30 provinces/cities to deploy IT solutions and utility models associated with Project 06. Currently, FPT Corporation has been providing 30 utility models. In addition, FPT and its member companies have been developing solutions according to specific strengths to avoid duplication and bring about an efficient and cost-effective investment environment for the government, businesses, and the people. Particularly, FPT pays special attention to database building. Based on the strength in terms of data, understanding of the working processes of state agencies, FPT has been designing solutions to help improve labor productivity of civil servants and public employees, creating better welfare for the people. Thereby, the people can have the opportunities to access public administrative services in a quick and convenient way.

Within the framework of the event, FPT has demonstrated 30 utility models for people and businesses with a number of solutions, including: FPT.IDCheck, FPT.akaCam, Khaothi.Online, FPT.dCitizen, FPT.CA, FPT.LGSP, FPT.eLearning, FPT.AI… helping provinces/cities to discover and take advantages of potentials of data, changing the way to connect between the local governments and the people, aiming towards more convenient activities and services.

FPT introduces 30 utility models for people and businesses.

Previously, FPT has cooperated with the Research and Application Center for Residents Data (RAR Center), Ministry of Public Security, to research and bring Project 06 utilities into life. In terms of administrative procedures, 90% of administrative procedures in 4 provinces/cities (Hanoi, Tay Ninh, Quang Ninh, Hai Phong) have been carried out completely online.  

FPT’s leading technology experts have worked with the RAR Center to successfully develop anti-fraud solution for digital identity verification (FPT.IDCheck) as a pioneering company to provide chip-based ID card verification services in Vietnam. In addition, FPT has also developed FPT.IDReader, a device that integrates facial recognition, reads and extracts data from chip-based ID cards with 100% accuracy. The solution adopts an anti-forgery AI technology for authentication that is compliant with the ISO 30107-3 international standard. 

FPT.IDCheck and FPT.IDReader solutions help resolve many major problems related to identity verification.

In the education sector, more than 20,000 students were verified by chip-based ID cards as they participated in the 2023 thinking skills assessment exam of Hanoi University of Science and Technology. In the healthcare sector, 300 hospitals, more than 100,000 patients have been using chip-based ID cards instead of health insurance cards for medical examination and treatment activities, saving 10,000 man-days per year for manual comparison between health insurance cards and personal ID documents. 1,000 contracts per month are verified via data of the Ministry of Public Security and the Ministry of Industry and Trade with a digital signing and comprehensive authentication platform. 11 financial institutions and banks have performed customer verification using FPT.IDCheck for services such as account opening or remote loan, strongly promoting digital banking. Besides, Foxpay is the first e-wallet to successfully integrate with the database. Customers can take photos and videos by themselves then the system will perform verification with the accuracy of up to 100%.
