Ho Chi Minh National Academy of Politics inaugurates smart management model
In a series of events to celebrate its 75 years of glorious history, the Ho Chi Minh National Academy of Politics recently held a launch ceremony for its “Smart Management Model”. This event marked the start of the comprehensive digital transformation to meet the increasing demand for official training, geared towards Digital Government.

Comrade Nguyen Xuan Thang, Politburo Member, President of Ho Chi Minh National Academy of Politics, and Chairman of the Central Theoretical Council, addended the event and delivered a speech. Also present were leaders of the Communist Party and the State of Vietnam, senior leaders and representatives of the Ministry of Public Security, the Ministry of Industry and Trade, the Ministry of Planning and Investment, the State Audit Office, the Government Cipher Committee, the Project 06 Working Group, and others.

Launched in early 2024, the Smart Management Model project at the Ho Chi Minh National Academy of Politics aims to create a comprehensive digital transformation platform that enables unified and systematic management of all operations across the Academy and its affiliated units based on the application of digital technology. Its goal is to adopt advanced technologies to improve management, administration and teaching efficiency, and to ensure information safety and security throughout the Academy system.
The project is part of the medium-term public investment plan for the period 2020-2025 of the National Assembly and the Government of Vietnam, joined by specialized agencies such as the Ministry of Public Security, the State Audit Office, the Ministry of Planning and Investment, and the Ministry of Information and Communications. It consists of numerous critical components: investment in facilities and technical infrastructure, and construction of smart software infrastructure and databases, to fully serve the operations across the Academy system, including the Central Academy, the Academy of Politics Regions 1, 2, 3, and 4, and the Academy of Journalism and Propaganda. The consortium of FPT IS and its partners is in charge of two major components of the project, investment in technical infrastructure and construction of a smart management model.
At the ceremony, Mr. Nguyen Duy Bac, Deputy Secretary of the Party Committee, Standing Deputy Director of the Ho Chi Minh National Academy of Politics, and Head of the Management Board of the Smart Management Model project, reported on the implementation results of the project. Specifically, the core and most important parts of the project have been basically completed and have begun to enter the stage of actual operation after nearly 3 years of investment and preparation, and almost 9 months of continuous construction. Such results also greatly benefited from the effective coordination and support of relevant ministries, departments, branches and agencies, and partners, as well as the responsibility and dedication of the contractors. This milestone marks a major step forward for the management and administration of the Ho Chi Minh National Academy of Politics thanks to the comprehensive digital transformation of all of its operations.
During its implementation, the project has been supported and appraised by the Ministry of Information and Communications, the Ministry of Planning and Investment, the Ministry of Public Security, and the State Audit Office, as well as State management units under the Academy, such as the Department of Planning and Finance, and Information Technology Application Center. It has also engaged the coordination of relevant units and contractors who provided consulting on implementing bid packages in accordance with the contractor selection process.
In terms of infrastructure, a standard and complete equipment system has been installed for the project, including 6 hyper-converged servers, storage systems, network systems, and security systems that meet Level 3 information security standards for Data Center. LAN and wifi systems have been upgraded at all units, offering high-speed internet connections and online television conferencing. The Academy’s center unit has been equipped with an operations center, a network administration room, 2 computer rooms, a studio, and a large hall with multiple screens merged together. This helps the Academy to optimize its operations and create a solid foundation for its management, teaching and research activities.
The management model applying optimal technologies and solutions
In terms of software, the project has developed 13 internal software products to fully support the Academy’s operations, including administration management, online training, learning and testing management, research management, statistical reporting database, and administrative direction, and 2 mobile applications for lecturers and students. Administration management software allows comprehensive processing of documents and thorough management of administrative work and records, enabling synchronization between the central and regional Academies. The training management software optimizes processes such as enrollment, classroom management, and AI camera-powered monitoring, assisting in teaching activities and learning progress tracking. Research management software plays a role in coordinating research activities, from planning to evaluation and publication of research results. Supporting software, such as multiple-choice exams, ensure accuracy and transparency in training management, thereby improving the operational efficiency of the entire Academy system. These software systems lay a basic foundation to initiate comprehensive digital transformation of the administration of the Academy.

Speaking at the ceremony, comrade Nguyen Xuan Thang, Politburo Member, President of Ho Chi Minh National Academy of Politics, and Chairman of the Central Theoretical Council, highly appreciated the achievements of the project and expressed: “Funded by the Communist Party and the State of Vietnam, the Smart Management Model project at Ho Chi Minh National Academy of Politics is a key project implemented in 2024. It is expected to make achievements to celebrate the 75th anniversary of the glorious history of the Ho Chi Minh National Academy of Politics. The project focuses on comprehensive digital transformation across the entire system of the Ho Chi Minh National Academy of Politics, which not only enhances the Academy’s role and stature but also establishes a model for operations based on digital technology. The goal is to make the Academy a digital institution, which is in line with the digital transformation strategy of the Party and State and meets the needs of the 4.0 industrial revolution and international integration”.

It stands out as a model of digital transformation among State agencies, assisting Vietnam in accelerating rapid and dramatic digital transformation and building a digital nation”.
Delegates visiting the system
The Ho Chi Minh National Academy of Politics is a national center for training and fostering middle and senior leaders, managers, and political and theoretical scientific cadres for the Communist Party, the State, and socio-political organizations of Vietnam. It is also a national center for scientific research on Marxism-Leninism and Ho Chi Minh Ideology, revolving around research on the Party and State’s guidelines, policies, and laws, as well as on political science, leadership science, and management, tailored for serving teaching and learning activities, and providing scientific arguments for the Party and State’s policy and guideline formulation. The launch and putting into operation of the Smart Management Model lay a solid foundation for the realization of the comprehensive digital transformation strategy in agencies and organizations, speeding up Vietnam’s rapid and dramatic construction of a digital nation.
