Hung Yen and FPT join hands to bring Project 06 into practice
Recently, the Department of Education and Training of Hung Yen province, PC 06 of the Police Department of the province, and FPT Information System Corporation (FPT IS) have successfully piloted an online exam for high school students according to Model 21 under Plan No. 110/KHPH-BCA-UBND, the plan of coordination between the Ministry of Public Security and the Provincial People’s Committee. This is a pioneering step of Hung Yen as the province adopts technologies to promote digital education according to Model 21, contributing to accelerating the process of bringing Project 06 into practice.
On November 3, 26 high schools in the province (100% of public high schools and one inter-level private school) have piloted the Math exam for Grade 11 on FPT IS’ Khaothi.Online platform. With over 200 teachers participating in building a question bank and approximately 2,700 students, this is so far the Model 21 pilot program (a centralized online exam model using chip-based ID card verification technology platform according to Project 06) of the largest scale in the country.
Mr. Nguyen Duy Hung – Provincial Party Committee member, Vice Chairman of Hung Yen Provincial People’s Committee says, implementing the pilot exam is an important premise to replicate Model 21.
Mr. Nguyen Van Phe – Director of the Department of Education and Training of Hung Yen – says, according to the direction of the Provincial People’s Committee, based on the conditions of the schools and the cooperation with FPT IS over the past time, the Department has decided to carry out the pilot exam on a large scale in order to evaluate the actual outcomes in a comprehensive way. To design and organize the pilot exam, the Department has coordinated with FPT IS as a tech partner to research, enhance the processes and develop the exam system on the Khaothi.Online platform. Instead of organizing the exam in a paper-based format, the entire processes including developing exam questions, planning, organizing the exam, administering the exam, verifying students, and marking the exam are all done on a single and consistent platform.

Specifically, in the preparation stage, the exam repository is built on a software system with tools that allow the creation of question banks. Teachers can do it at home or at school instead of spending a lot of time like before. The exams are created with strict confidentiality to avoid any leakage.
Regarding the organization of the exam, the list of students is controlled on the system. At exam locations, the students are automatically identified using a Chip-based ID card data verification solution (FPT.IDCheck) and Chip-based ID card reading device (FPT.IDReader). Personal information is reconciled directly with data of the National Population Data Center of the Ministry of Public Security and the verification takes just about 10 seconds per student. This helps to accurately identify students right at the exam room door, completely eliminating the situation of taking the exam on behalf of the other, contributing to improving the quality of the exam.

The centralized online exam model will have the students take the exams on computers and help educational institutions simplify procedures, reduce costs, time, and the personnel involved. The entire exam process at 26 schools is monitored centrally online and in real time through the software system. Just by monitoring the report screen on computers or devices such as an iPad or mobile phone, leaders of the Department of Education and Training and schools can easily control and direct all activities online, from authentication, presence/absence, as well as exam taking situations at all exam locations.
After the exam, the system will automatically mark the exam results, reducing effort and time since it is no longer necessary to establish an exam marking council. Results are packaged and stored on the server system, which helps reduce procedures in terms of paperwork storage as well as facilitate the processes of post-exam inspection and verification and direct data report to competent levels. The pilot exam has received positive feedback from school leaders, teachers and students.

Major Tran Duy Hien – Deputy Director of the National Population Data Center, Director of the Research and Application Center for Residents Data – says: “Promoting Project 06 models into practice is a top priority of the Ministry of Public Security and the Government. Accordingly, the successful pilot exam according to Model 21 by the Department of Education and Training of Hung Yen province has affirmed the pioneering and proactive role in implementing Project 06. The system will enable the local authority to leverage data for better control of the exam process, reduce costs and workload on inspection and monitoring activities, as well as prevent risks of fraud. Therefore, Hung Yen province will be equipped with a solid foundation to organize large-scale exams with consistent and professional processes. The successful pilot in Hung Yen contributes to affirming the correctness and effectiveness of Project 06, serving as a premise to replicate and inspire provinces/cities across the country to deploy the Project 06 models”.
Directly monitoring the implementation of Model 21 at the exam site of Trieu Quang Phuc high school, Mr. Nguyen Duy Hung – Provincial Party Committee member, Vice Chairman of Hung Yen Provincial People’s Committee – says: “The leaders of Hung Yen Provincial People’s Committee highly appreciate the pilot implementation of Model 21 with tech-based processes, that have delivered outstanding benefits compared to the conventional format. This is a major milestone for Hung Yen as the pilot implementation has proven the practicality of Model 21. The province will organize a survey before proposing to the Ministry of Education and Training and the Ministry of Public Security to allow replication for a wider variety of exams, such as 10th grade admission, excellent student contest, surveys…, contributing to bringing Project 06 into practice. We believe this is an important reference for the Ministry of Public Security, the Ministry of Education and Training, as well as the provinces/cities to replicate the Model”.
In 2023, the National Population Data Center under the Ministry of Public Security has promoted the implementation of 43 models under Project 06 into practice. The overall goal is to leverage the national population database, electronic identification and authentication systems, as well as chip-based ID card data verification systems for the digital transformation process of the country. Of which, Model 21 is a centralized online exam model using chip-based ID card verification technology. The model aims to organize exams for a large number of concurrent students.
The comprehensive management platform for examination and assessment activities (Khaothi.Online) and the Anti-fraud solution for digital identity verification (FPT.IDCheck) are currently one of the few solutions that fully respond to Model 21 of Project 06.
