Khanh Hoa cooperates with FPT on digital transformation in investment promotion activities
The launching of the Investment promotion portal of Khanh Hoa province is an important step towards realizing the province’s goal of taking science and technologies as a foundation and driving force for socio-economic development. The project is one of the outstanding outcomes of the strategic cooperation agreement on digital transformation between Khanh Hoa province and FPT Corporation.
Effective investment promotion with digital transformation
Recently, Khanh Hoa Provincial People’s Committee has officially launched the province’s Investment promotion portal at https://ipa.khanhhoa.gov.vn. This is part of the Seminar on Planning information announcement and Investment promotion of the province in 2023. Accordingly, the seminar is held to announce Khanh Hoa province’s plans as approved by competent authorities, meanwhile promote the potentials, advantages, and development orientation of the province in order to draw investment capital and advanced technologies from both domestic and foreign investors.
The province’s Investment promotion portal is an important project implemented by FPT Information System Corporation (FPT IS) – a member of FPT Corporation, contributing to helping Khanh Hoa realize the implementation of Resolution 09-NQ/TW of the Political Bureau dated January 28, 2022, on construction and development of Khanh Hoa province to 2030 with a vision to 2045. The main objectives include building and developing digital government, innovating methods and improving efficiency of activities related to economic development and foreign affairs, promoting investment, improving the ranking of development governance indicators. Particularly, the construction of an information system and database for investment promotion activities, creation of a list of projects calling for investment, instructions on investment procedures have contributed to drawing non-public capital sources and promoting investment activities in order to quickly realize approved development orientations and plans.

According to a report of Khanh Hoa province, up to now, the province has drawn 119 foreign investment projects with a total registered capital of 4.39 billion USD, ranking 23/63 nationwide. From 2020 to present, there have been 7 new projects with a total registered capital of 119.85 million USD. Regarding domestic investment, the province has recorded nearly 500 projects with a total registered capital of more than 480,000 billion VND, particularly from 2020 to present, there have been 44 projects with a total registered capital of more than 12,000 billion VND.
In such situation, the launching of Khanh Hoa province’ Investment promotion portal plays a very important role, giving investors an utility to learn about local strengths; information about projects calling for investment; information on the projects’ planning, locations, potential; order and procedures of implementation for each type of project. The system has recorded 137 projects calling for investment in more than 22 industries/fields, with the total capital calling for investment being up to 91 trillion VND.
Investors can look up information on projects calling for investment by location, industry/field; detailed information of each project as well as planning information; other planning information such as current status of land use, land use planning, traffic planning, landscape architecture planning across the entire province or based on project location; instructions on implementation process of investment project, such as detailed instructions on implementation steps and connection to the province’s Public administration service portal by scanning QR-Code. Investors can also provide their contact information to receive results of their inquiries as well as support when necessary.
Particularly, up to now, Khanh Hoa province’s Investment promotion portal is the first and only system directly connected to the updated planning data of the province, ensuring the highest accuracy on information of projects.
Great outcomes resulting from the close collaboration
With just a single week of planning meetings, 50 days of tireless working to connect divisions of the Department of Planning and Investment, Department of Information and Communications, relevant agencies, and areas across the province, FPT IS and Khanh Hoa province have managed to complete the project on schedule on March 31. On the first day of implementation, the system has recorded more than 12,000 visits to look up data and information about projects in Khanh Hoa and currently, there are more than 10,000 visits per day on average.
Speaking of the focus points in promoting investment activities in the province, Mr. Nguyen Tan Tuan – Chairman of Khanh Hoa Provincial People’s Committee – emphasizes: “We are determined to conduct administrative reform, enhance the business and investment environment, and improve the governance index of the province to become more competitive. With the percentage of population having college and university degrees ranked 12th in the country, Khanh Hoa will continue to enhance the labor quality in order to strengthen the comparative advantages. We are planning to promote investment in priority sectors and fields with the goal of setting a new standard in quality of life, work and tourism”.
In the first version released in April 2023, for the planning field, the Portal will provide basic information on land use planning of each area as well as approved general plans. In the future, when the upgrade is complete, the Portal will periodically provide economic and social information; detailed planning of projects, urban areas, industrial parks; and progress of the projects. Such information will make the work of administration and coordination between sectors transparent so that people and enterprises can easily look up information.
Mr. Chau Ngo Anh Nhan – Deputy Director of Department of Planning and Investment of Khanh Hoa province – says: “The launching of Khanh Hoa province’s Investment promotion portal taking place on the occasion of the province’s 370th anniversary of construction and development (1653 – 2023) and 48 years of Khanh Hoa province’s liberation day (April 2, 1972 – April 2, 2023) is extremely meaningful. This is the outcome of great efforts in cooperation between Khanh Hoa province and FPT Corporation on promoting digital transformation. I believe the Portal will be useful for the province to promote investment activities, and will be an important bridge to deliver useful information to investors in the coming time.”
Investors can easily look up information on projects calling for investment in the province on the Portal.
In the future, when the upgrade is complete, Khanh Hoa province’s Investment promotion portal will aim to provide more economy and society information from the Geographic information system periodically; detailed planning of 1/500 scale for projects, urban areas, industrial parks; progress of the projects in order to make it transparent for the work of administration and coordination between sectors, as well as to provide data to the people and enterprises.
