Launching Intelligent Operations Center in Binh Dinh province
On November 16, Binh Dinh Provincial People’s Committee has officially launched the Intelligent Operations Center (IOC) jointly invested and deployed with FPT Corporation. The launching ceremony is honored to welcome Mr. Ho Quoc Dung (Secretary of Binh Dinh province Party Committee), Mr. Le Kim Toan (Deputy Secretary of Binh Dinh province Party Committee), Mr. Nguyen Phi Long (Chairman of Binh Dinh Provincial People’s Committee), Mr. Nguyen Van Khoa (CEO of FPT Corporation) and representatives of state agencies and departments of the province.
The construction of the IOC is a key content in the Decision No. 2534/QD-UBND issued by the People’s Committee of Binh Dinh province on trial operation of smart city services in the area. Accordingly, the IOC will allow the local government to centrally monitor and operate various fields via a single common platform, providing comprehensive data on activities taking place in the province, allowing the people to access data sources, with an aim to develop smart services and applications, thereby strengthening information provision and interaction from the state agencies to enterprises and the people and vice versa.
This is also the key content in the strategic cooperation agreement signed by the People’s Committee of Binh Dinh province, FPT Corporation and McKinsey & Company Vietnam on the formulation of Binh Dinh provincial master plan for the period 2021 ~ 2030 with vision to 2050, aiming to turn Binh Dinh province into the economic center of the Central Coast region and the leading AI center in the region.

Binh Dinh IOC acts as a major basis in the development vision in general and plan of trial operation of smart city services in Binh Dinh province until 2025 in particular. The center has been built in accordance with the regulations set forth in the Official Dispatch No. 4176 on instructing the trial operation of smart city services issued by the Ministry of Information and Communications on November 22, 2019.
Specifically, Binh Dinh province’s IOC has been built within 6 months in accordance with the regulations set forth by the Ministry of Information and Communications, with 5 basic services and 3 expanded services including: (1) Onsite notification service; (2) Traffic enforcement services; (3) Urban security and order services; (4) Information monitoring services on the internet environment; (5) Information security monitoring services; (6) General dashboard for monitoring and administering; (7) Public services monitoring system; (8) Socio-economic information system.
The IOC is also integrated with existing information systems deployed at provincial departments such as Fishing vessel monitoring information system, Binh Dinh province’s COVID-19 information portal, BTS station monitoring system, etc. In the past 15 days, the province has conducted trial operation of utility applications and services, receiving positive feedback from enterprises and people in the area. The result has proven the urgent needs for monitoring and analysis tools based on new technology platforms, while the work of management and administration is facing multiple difficulties and is highly resource-consuming.
Binh Dinh province’s IOC has put into operation 08 basic services.
Binh Dinh province’s IOC applies multiple 4.0 technology solutions such as IOT in connecting sensors, surveillance cameras, video data management and image analysis system allowing to display videos in grid form via integration of all cameras of the province. The center also applies AI in text analysis, big data analysis for security monitoring, information security, communication information monitoring on the internet environment, and lookup support, automatic response to better serve the people. The center also features big data analysis, application of advanced technologies such as Big Data, BI in integrating, analyzing, providing reports and statistics for the decision making of local state leaders on social economic development.
The center is deployed and operated on the principle of shared infrastructure and centralized database. As a result, all sensor systems serving smart city services of all local state departments/local organizations are connected, data is then transmitted to the center based on appropriate sharing and decentralization mechanisms, forming a shared big data warehouse.
Particularly, this project demonstrates the effective cooperation between the government and private enterprises. Binh Dinh province has mobilized all resources and funds for the construction of smart cities from both the state budget and socialization capital. The total initial cost for the implementation is 15 billion VND to purchase hardware equipment and comes from the provincial budget. The socialization capital is up to tens of billions of VND invested by FPT, including the cost of developing software systems, renting FPT cloud hardware systems, transmission lines, and HR costs to support system operation during the trial phase.

Speaking at the ceremony, Mr. Lam Hai Giang, Vice Chairman of Binh Dinh Provincial People’s Committee, says: “Based on the cooperation agreement signed between Binh Dinh Provincial People’s Committee and FPT Corporation, with active support from FPT and cooperation of provincial departments and agencies, Binh Dinh province’s IOC has been completed and put into operation 08 basic services. Despite being in trial operation, the IOC has initially proven its effectiveness, allowing provincial leaders to have an overview of information related to local agencies and organizations to direct and administer in a transparent, quick, efficient, and timely manner, thereby, improving the work of direction and administration of the province, as well as operational efficiency of state agencies, promoting sustainable socio-economic development, aiming towards building e-government and smart cities to serve the people better and better.
Using Binh Dinh SmartCity application, the people can promptly submit information and feedback for the local government to process and respond. This is an extremely important step to accelerate digital transformation of the local government and all aspects of social life, delivering practical benefits for the people and enterprises in the province”.

Binh Dinh’s IOC is a model demonstrating the advancement and scientific ingenuity, in line with practical requirements of innovation and creativity in the administration of socio-economic development in order to improve state management capability and efficiency, state administration, investment and business environment, competitiveness and the people’s life quality, etc. The IOC will create an information channel to closely connect state agencies and the people, enterprises as well as organizations, thereby listening to feedback, handling and making timely decisions to better serve the people and the society.
In the coming time, the two sides will implement phase 2 of the project with the expansion to Education, Healthcare, etc., upgrade the IOC and its utilities, as well as include additional features of smart city services.
