Ministry of Health Officially Launches Social Welfare Facilities Database in Ho Chi Minh City
FPT Corporation partners with the Ministry of Health to deploy the Ho Chi Minh City Social Welfare Facilities Database, marking a milestone in the digital transformation of social protection.
On March 24, 2026, at the Chanh Phu Hoa Social Protection Center, the Ho Chi Minh City Department of Health officially launched and put into operation the Social Welfare Facilities Database for Ho Chi Minh City. The system was developed under the direction of the Department of Social Protection – Ministry of Health, with technology support from FPT Corporation, marking an important step in the digitalization of the social welfare sector in line with the direction of Politburo Resolution 57-NQ/TW and Government Resolution 214/NQ-CP.
The launch ceremony took place as part of Vietnam Social Work Day (March 25) and a one-year review of the comprehensive healthcare support program for residents at social protection centers under the Ho Chi Minh City Department of Health. The event was attended by Ms. Tran Thi Dieu Thuy – Member of the Ho Chi Minh City Party Committee and Vice Chairwoman of the Ho Chi Minh City People’s Committee, along with representatives from the Vietnam Fatherland Front Committee of Ho Chi Minh City, the Ho Chi Minh City Social Insurance Agency, the Ho Chi Minh City Department of Health, and other delegates.

Speaking at the ceremony, Ms. Tran Thi Dieu Thuy highlighted that after 10 years of development, the city’s social work sector has witnessed significant transformation in terms of organizational systems, service networks, and workforce quality. She pointed out that 100% of public hospitals in the city have established social work departments or units, contributing to a more humane and patient-friendly healthcare environment.
With the goal of continuing to refine and modernize the management of social welfare facilities in Ho Chi Minh City – a city that accounts for approximately 20% of the country’s total social welfare facilities, the Department of Social Protection under the Ministry of Health and the Ho Chi Minh City Department of Health collaborated with FPT Corporation successfully develop the Database of Social Welfare Facilities and Social Workers, contributing to the completion of the national health database and improving the efficiency of social welfare management and service delivery.
The Ho Chi Minh City Social Welfare Facilities Database was built in accordance with requirements set by the Department of Social Protection (Ministry of Health), on a modern open-source technology platform, comprising 07 core functional modules: system administration, shared reference data, social welfare facility management, resident case management, social worker management, reporting and statistics, and dashboard for management and operational oversight.

Following a pilot rollout, the system has progressively met practical operational requirements and is expected to continue delivering results as the city implements its comprehensive healthcare program for residents across more than 110 facilities serving over 12,000 individuals as of March 2026.
The operationalization of the system brings tangible benefits to all user groups. For residents, individuals currently receiving care at welfare facilities, the system enables the creation of complete digital profiles for each person, ensuring transparent and timely access to applicable policies, benefits, and healthcare services.
For frontline staff, the specialized software directly supports daily professional tasks through a centralized database, enabling faster information retrieval, reducing administrative procedures, and minimizing manual processing. The system also supports planning, reporting, and detailed monitoring of each resident’s care journey.
At the management level, the Ho Chi Minh City Department of Health can fully transition from manual reporting to real-time data utilization, with information continuously updated from relevant databases, thereby enhancing management efficiency, operational oversight, and policy formulation.

Resolution 57-NQ/TW calls for digital transformation to be rooted in social realities and to address the genuine needs of the people. Technology only holds true value when it ensures that every citizen, every welfare recipient, regardless of their circumstances, can fully access the social policies and welfare services they are entitled to. That is what we set out to achieve in building this system.”
In the next phase, FPT will continue working closely with the Department of Social Protection to organize training and capacity-building programs held in-person across both the northern and southern regions of Vietnam, as well as online courses available nationwide. Training is expected to be completed by the end of Q2 2026, ensuring the system is operated consistently and effectively.
The event not only marks a milestone in the deployment of a national-level database under Government Resolutions 71/NQ-CP and 214/NQ-CP, but also affirms FPT’s core technological mastery and the commitment to partnering with the Government, contributing to the realization of the spirit of Resolution 57-NQ/TW.
