New e-Government Procurement system ready for account switching from July 1, 2022
New e-Government Procurement system (e-GP system) is a major project directed by the Vietnam Ministry of Planning and Investment and invested by FPT Information System Corporation (FPT IS) and deployed by Investment and Development of National E-Procurement System Co., Ltd. (IDNES). From July 1, 2022, bid solicitors, contractors and training institutions need to switch their accounts to this new system.
On August 1, 2022, Circular No. 08/2022/TT-BKHĐT dated May 31, 2022 of the Vietnam Ministry of Planning and Investment, elaborating provision and publishing of information on bidding and selection of contractor on Vietnam e-Government Procurement system, will officially come into effect. To avoid interruption against bidding and public procurement activities, from July 1, 2022, Vietnam National e-Procurement Center requires bid solicitors, contractors, and training institutions to switch their accounts from the current system to the new one.
e-GP system runs on multiple browsers and allows consistent management of bidding information as well as online bidding, on the basis of ensuring safety, competition, fairness and transparency, and cost efficiency. The new system is built within the framework of the project on “Adoption of e-commerce in government procurement” in the form of public-private partnership (PPP). Designed and developed with 11 modules, the new system aims to consistently manage the entire process of public procurement and e-procurement, from updating project information, contractor/investor selection plan, issuing bidding documents, submitting bidding documents, opening bids, evaluating and ranking contractors, announcing bidding results, to negotiating and signing contracts online, monitoring and managing contract performance and connecting to the State Treasury for disbursement.
Bid solicitors, contractors and training institutions need to switch their accounts to the new system from July 1, 2022.
Getting ready before putting the new system into operation, from July 1, 2022, the Vietnam Ministry of Planning and Investment has issued an official announcement to bid solicitors, contractors and training institutions regarding account switching. The switching is expected to take place within a month, with an aim towards standardizing, updating, cleaning account information, and merging duplicate accounts on the current system.
Accordingly, from July 1, 2022 to August 1, 2022, relevant parties need to switch all approved accounts on the current system to the new one. After August 1, bid solicitors and contractors who have registered but have yet been approved on the current system will have to re-register on the new one.
The account switching targets 3 major groups. Firstly, bid solicitors need to switch account information, bidding information and information on investor selection. Secondly, contractors need to switch account information, debts and expenses information, and experience and capability records. Finally, training institutions need to switch information of training facilities and list of trainees to the new system.
To support relevant parties to quickly understand and implement the switching easily and conveniently, Vietnam National e-Procurement Center under the Department of Procurement Management, Ministry of Planning and Investment, provides a clear guidance on the switching process, consisting of 2 main steps as follows:
Step 1: Enterprises and organizations will receive information regarding account switching from the current system to the new one via email of the legal representatives and the persons in charge of bidding, specifically:
– Account login information (username, login password on the new system);
– Account information to be switched (list of duplicate accounts (if any));
– Relevant guidance and support.
Step 2: Enterprises and organizations access https://muasamcong.gov.vn to check and update account information, print a slip, sign and seal, scan and send a copy on the new system (hard copy is not required).
Within 02 working days, Vietnam National e-Procurement Center will check and confirm the completion of account switching on the new system. For the best support, in case there are any issues or difficulties, users may contact the User Support Center via 1900 6126.
