Soc Trang launches a cybersecurity monitoring center to boost the capacity for digital transformation security.
On May 20, 2025, Soc Trang province officially launched its Security Operations Center (SOC), implemented by FPT as part of a rapid strategic move to strengthen timely data protection and ensure uninterrupted operation of critical digital systems. During the launch ceremony, management of the SOC was transferred from the Department of Science and Technology of Soc Trang to the public security of Soc Trang province.

The Soc Trang SOC is part of the “Establishment and Operation of the Soc Trang Provincial Security Operations Center” project — a key initiative aligned with the province’s digital transformation agenda. It supports the strategic vision of Resolution 57-NQ/TW, which emphasizes the role of science, technology, innovation, and IT in modern governance. The project features a fully integrated infrastructure and specialized software suite to meet advanced cybersecurity monitoring, threat detection, and response technical standards. It was completed and put into operation on schedule before May 2025.
As Soc Trang accelerates its digital transformation, the province has deployed several large-scale IT systems, including an e-government service portal, an Intelligent Operations Center (IOC), a population data management platform, and various internal management applications across departments. However, these developments have increased the risk of cyberattacks, particularly at the commune, district, and administrative unit levels, where network infrastructure remains fragmented and lacks proper security investment. The Provincial Data Integration Center — housing core IT systems — is a potential target for hackers. Meanwhile, the shortage of skilled cybersecurity personnel and incident response tools remains a pressing challenge.
The SOC investment is a crucial step in equipping Soc Trang to actively monitor, detect, and respond to cyber threats in real time.
Operating 24/7, the SOC enables continuous surveillance of the provincial government’s entire IT system, allowing rapid identification of anomalies, containment of incidents, and data integrity and availability protection. It safeguards both the Provincial Data Center and endpoint systems across administrative offices. As a core technological pillar, the SOC secures the province’s digital transformation achievements — from e-government to smart city infrastructure — amid an increasingly complex cyber threat landscape.
This project also supports the implementation of Directive No. 14/CT-TTg (June 7, 2019) issued by the Prime Minister, calling for strengthened national cybersecurity. It reflects Soc Trang’s proactive role in building a secure, resilient digital government and improving Vietnam’s cybersecurity readiness on the global stage.

The launch of the SOC marks not only a technical and technological milestone, but also affirms the province’s capability to independently and proactively prevent, detect, and respond to increasingly sophisticated and complex cyber threats — thereby better protecting the data of government, citizens, and businesses.”

According to Mr. Phuc, the SOC serves as a practical reference model that can be replicated in other provinces, while also laying the groundwork for FPT to roll out advanced services in the future, such as risk management, AI-powered cybersecurity monitoring, and operating SOCs under the Managed Security Service Provider (MSSP) model.
The project also reinforces the long-term partnership between FPT and Soc Trang province. As a strategic technology partner, FPT took part in system implementation and is committed to ongoing operations, technical support, and expansion into areas like big data, digital government, secure IoT, and early warning systems.
The project’s successful completion before the May 2025 deadline demonstrates the effectiveness of public-private cooperation. It is a testament to a productive collaboration model in which FPT is a strategic tech partner, contributing to the national digital transformation vision in a secure, flexible, and sustainable manner.
