Strategic Human Resources Alliance for Resolution 57 officially launched

On May 7, 2025, the Forum on Developing New Impulses for the Nation & the Launching Ceremony of the Strategic Human Resources Alliance to Implement Resolution 57-NQ/TW took place in Hanoi. This significant event, co-organized by FPT Corporation and various ministries, agencies, and organizations, aimed to support the implementation of Resolution 57-NQ/TW through strategic human resource development.

The event is expected to be attended by leaders of the Ministry of Public Security, Ho Chi Minh National Academy of Politics, Hanoi University of Science and Technology, University of Technology – Vietnam National University, Hanoi, Academy of Cryptography Engineering, FPT University, Department IV, leaders of enterprises such as FPT Corporation, Vietinbank and media agencies.

Issued by the Politburo in 2024, Resolution 57-NQ/TW outlines a strategic vision for leveraging science, technology, innovation, and digital transformation as critical breakthroughs to advance national development in the digital era. A core objective is to develop human resources—particularly government officials and civil servants—capable of organizing and executing nationwide digital transformation.

Human Resources: The Driving Force Behind a Nation on the Rise

Opening the forum, Mr. Truong Gia Binh, Chairman of the Board of Directors of FPT Corporation shared a strong message from Resolution 68-NQ/TW of General Secretary To Lam: “Entrepreneurs are soldiers on the economic front.” However, he emphasized that today’s war is no longer fought with weapons but with knowledge, technology, and especially AI human resources.

Mr. Truong Gia Binh emphasized that just as Vietnam needed a mass literacy campaign in 1945, it now requires widespread technological literacy, especially in artificial intelligence. Every Vietnamese student must be equipped with technology knowledge, AI skills, and the ability to collaborate with global experts.

He continued to emphasize “As the Prime Minister has echoed the Party’s ‘strategic quartet,’ we must nurture generations of youth with AI knowledge and skills, mobilizing nationwide power as we did during wartime. From central to local levels, from the government to the youth, all must embrace innovation and dedication to national development. The younger generation—armed with technology and creative thinking—will be the decisive force propelling Vietnam onto the global stage.”

Warning of the risk of falling behind in the global value chain, Mr. Binh stated: “If we cannot train AI human resources, we will be left out of the technology game, but if we take the lead in AI training, Vietnam will rise to become a global workforce in this field.”

He concluded with a call to action: “Just as President Ho Chi Minh once instructed General Võ Nguyên Giáp to teach soldiers the history of the nation, today’s youth must also be instilled with patriotism, national pride, and faith in Vietnam’s future. Let us join forces to innovate and train new generations of AI talent. While the world fears AI may take away jobs, Vietnam will rise and become a global center for technology talent.”

Within the framework of the event, there will be a Forum on “Developing new impulses for the nation: Human resource for implementing resolution 57-NQ/TW”. Seminar “Developing new impulses for the nation: Human resources alliance for implementing resolution 57-NQ/TW”.

The discussion focused on solutions and strategies for building a qualified workforce ready to contribute to the national digital transformation. The speakers also affirmed that the application of science and technology and AI is not just a trend, but a revolution, especially in the field of education. To catch up with this trend, Vietnam needs to prepare a qualified workforce to carry out the country’s important tasks in the context of strong digital transformation. Each individual and each organization needs to clearly understand their role in building the foundation for sustainable development and international integration.

Dr. Le Truong Tung, Chairman of the Board of FPT University, emphasized that in the context of rapid changes in science and technology, education needs to be deeply reformed. The strong “infiltration” of artificial intelligence into various fields will change not only the way of learning but also the goals and content of training programs. This requires educational institutions to reform to provide the young generation with the necessary skills to meet the requirements of the times.

Mr. Truong Gia Binh also shared about the need to create a source of “strategic human resources” – people who not only have solid knowledge but also have the ability to adapt to rapid changes.

Ms. Pham Thi Ngoc Thuy, Director of the Private Economic Development Research Board (Board IV), shared that the human factor is the key to effectively connecting businesses and the national economy.

Also within the framework of the discussion, the speakers agreed on the need for a new human resource portrait – which can be called “Engineer 57”. Dr. Le Truong Tung said that these engineers need not only technological knowledge but also practical skills to participate in the digital transformation process. FPT University has launched a new training program, designed specifically for final and first year students to prepare them for practical projects.

Mr. Nguyen Van Khoa – CEO of FPT – emphasized that Resolution 57-NQ/TW represents a revolutionary opportunity to nurture science and technology talent early. FPT is bringing real business and national challenges into the classroom to help students envision their future roles as engineers, scientists, and technology leaders—laying the foundation for a strategic workforce to drive the knowledge economy. FPT also called on tech enterprises to join the Strategic Workforce Alliance to amplify collective impact. By 2045, the aim is for Vietnam to have a world-class pool of scientists and administrators, powering national progress through science and technology.

Mr. Nguyen Van Khoa – CEO of FPT – said that Resolution 57-NQ/TW is a revolution that opens up opportunities for human resource development.

Mr. Le Thanh Tung, member of the Board of Directors of VietinBank, shared that VietinBank is currently focusing on building a team of human resources with capacity in AI, cloud computing and cybersecurity, which are decisive factors in the digital transformation process in the financial industry. Personnel in the banking industry need to have knowledge of advanced digital technologies such as artificial intelligence, cloud computing and cybersecurity.

The forum offered clear pathways for implementing Resolution 57-NQ/TW and building high-quality human capital for Vietnam. Although challenges remain, with strong commitment and collaboration among businesses, educational institutions, and the government, Vietnam can build a resilient workforce ready to fulfill the mission of national development in the digital era.

With the aim of contributing to building and developing a generation of human resources with good professional capacity, understanding of technology, equipped with necessary knowledge and skills, ready to participate in implementing Resolution 57-NQ/TW, academies and universities will sign to establish and launch the Strategic Human Resources Alliance to implement Resolution 57-NQ/TW.

Representatives of 5 leading academies, universities and colleges participated in the signing, including: Ho Chi Minh National Academy of Politics; Academy of Cryptography; Hanoi University of Science and Technology; University of Technology – Vietnam National University, Hanoi; FPT University. The alliance with the participation of parties with different advantages will be a big push, contributing to creating momentum for the country to move forward firmly and sustainably.

It enables them not only to organize and implement digital transformation but also to gain foundational knowledge in public administration and governance—key qualities required of a “Resolution 57 Engineer” tasked with carrying out critical national missions in the new development and integration context. These individuals can support government agencies, ministries, local authorities, and businesses in implementing Resolution 57-NQ/TW as well as other national directives. They represent an elite force, ready to accompany the core workforce on the frontlines of digital transformation at the national level.
