Tran Dang Hoa of FPT IS joins executive committee of National Data Association

On March 3, 2026, under Decision No. 37/QD-BCH issued by the National Data Association (NDA), Tran Dang Hoa, Chairman of FPT IS, FPT Corporation, officially became a member of the NDA Executive Committee and will concurrently serve as Head of the Association’s International Cooperation Committee. Together with Truong Gia Binh, Chairman of FPT Corporation, who currently serves as Vice Chairman and Executive Committee member of the NDA, Hoa’s appointment further highlights FPT’s role and contribution to Vietnam’s efforts to build a national data ecosystem that is accurate, comprehensive, clean and dynamic, unified and shared, contributing to the development of the digital economy and enhancing the value of data in the national economy.

The National Data Association was established under Decision No. 10/QD-BNV issued by the Ministry of Home Affairs on January 10, 2025, and was officially launched on March 22, 2025 at the first National Congress of Delegates. The event was attended by Party General Secretary To Lam and many senior leaders of the Party and the State. General Luong Tam Quang, Politburo member and Minister of Public Security, was elected Chairman of the Association. The Association’s Executive Committee and Standing Committee include representatives from major organizations, with Truong Gia Binh, Chairman of FPT Corporation, serving as Vice Chairman, reaffirming FPT’s pioneering position in Vietnam’s national data ecosystem from the early days of the Association’s establishment.

The Association operates with the mission of connecting government agencies, enterprises, organizations and individuals working in the data sector, while promoting the development of a strong data ecosystem that supports the digital economy and increases the value of data across the national economy.

Under Decision No. 37/QD-BCH, the Executive Committee of the National Data Association for the 2025–2030 term has been supplemented with 11 additional members representing leading organizations in telecommunications, banking, media and technology in Vietnam.

The participation of leaders from multiple sectors such as telecommunications, finance, media and technology reflects the NDA’s continued expansion and organizational strengthening, enhancing its capacity to coordinate the development of the national data ecosystem during Vietnam’s accelerated digital transformation phase.

As the leader of FPT IS, the core technology arm of FPT Corporation, Tran Dang Hoa’s participation in the NDA Executive Committee represents FPT’s long-term strategic commitment to building a secure and sovereign data infrastructure ecosystem, contributing to the country’s national digital transformation goals. With extensive knowledge of technology trends and broad experience across major international technology markets such as Japan, Korea, the United States and Europe, Hoa has played an important role in fostering innovation and entrepreneurial culture within FPT, contributing to the development of the “Make in Vietnam” product ecosystem while also supporting the advancement of FPT’s semiconductor initiatives. The organization he leads also possesses a team of experts and deep capabilities in data technologies, further reinforcing FPT’s commitment to the vision of building a strong national data ecosystem promoted by the NDA.

To date, FPT has remained consistent in taking a data-first approach to digital transformation, working alongside Vietnam to develop and master core technologies while building a national database system that is accurate, comprehensive, clean and dynamic, unified and shared, directly serving citizens.

In 2025, FPT worked alongside the Ministry of Public Security to advise on the development of the National Data Center, a landmark project in Vietnam’s national digital transformation strategy. The center meets the highest international standards, including TIA-942-C Rated 4 and Uptime Tier IV design standards, forming an important foundation for building a national data infrastructure that is accurate, comprehensive, clean and dynamic while strengthening digital sovereignty and reducing dependence on foreign systems. FPT also signed a cooperation agreement with the National Data Center’s Innovation and Data Exploitation Center to research and deploy innovative technology products and digital transformation solutions. At the same time, FPT is among the pioneering technology companies preparing for future data intermediary services, actively aligning with the provisions of the Data Law while building expert resources and a comprehensive, secure technology ecosystem in the data domain.

Following the direction of Resolution 57-NQ/TW and in accordance with Government Resolution 214/NQ-CP issued on July 23, 2025, FPT IS has mobilized senior experts to work directly with multiple ministries and agencies including the Ministry of Finance, the Ministry of Justice, the State Bank of Vietnam, the Ministry of Ethnic and Religious Affairs, the Ministry of Foreign Affairs and the Vietnam Fatherland Front Central Committee, while also supporting the Ministry of Health, the Supreme People’s Court and several local governments. FPT IS has worked with ministries, sectors and local authorities to develop and implement data strategies and digital transformation strategies, while serving as a core implementation partner in building several key national and sectoral databases, including the national financial database, legal aid database, civil judgment enforcement database and religion database. These efforts contribute to the formation of a unified and interoperable national digital data infrastructure for public administration.

In addition, FPT IS has directly deployed and operated many key platforms and information systems assigned by government authorities. At the local level, FPT IS has been tasked with coordinating with partner enterprises to implement Resolution 214/NQ-CP, conducting reviews and assessments of administrative procedures, online public services and national and sectoral databases across 34 provinces and cities nationwide.

Within the implementation of Project 06, FPT has been honored to work alongside the Government and the Ministry of Public Security in deploying dozens of practical application models, bringing digital identity and population data into essential sectors of daily life. The results are tangible: more than 30 million citizen identity authentications in banking and financial transactions; 400,000 metro trips by senior citizens using citizen ID cards; nearly 120,000 pharmacy purchases through the VNeID platform; more than 200 hospitals applying citizen ID cards in medical services; and over 130,000 cognitive assessment exams at Hanoi University of Science and Technology verified through citizen ID authentication, helping ensure transparency and prevent fraud.
