FPT partners with the Ministry of Justice to launch the National Legal Portal
Hanoi, November 7, 2025 – At the ceremony celebrating Vietnam Law Day 2025, the Ministry of Justice officially launched the National Legal Portal at phapluat.gov.vn, featuring a range of new, user-friendly functions designed to better serve both businesses and citizens. Developed under the leadership of the Ministry of Justice with the strategic partnership of FPT Corporation, the platform represents a key digital legal infrastructure, built to meet the country’s goals for institutional reform, promote the rule of law in the digital era, and realize the spirit of the Party’s core Resolutions on national digital transformation.
The ceremony was attended by members of the Party Central Committee, including Politburo member, Secretary of the National Assembly Party Committee, and National Assembly Chairman Tran Thanh Man; Deputy Prime Minister and Chairman of the Central Council for the Coordination of Legal Dissemination and Education Ho Quoc Dung; Secretary General of the National Assembly and Head of the National Assembly Office Le Quang Manh; Chairman of the Law and Justice Committee Hoang Thanh Tung; and Minister of Justice and Permanent Vice Chairman of the Central Council for the Coordination of Legal Dissemination and Education Nguyen Hai Ninh.
Also in attendance were representatives from central ministries, provincial and municipal Party Committees, People’s Councils, People’s Committees, the Vietnam Fatherland Front, and provincial and city National Assembly delegations, as well as members of the Central Council for the Coordination of Legal Dissemination and Education. The event also welcomed representatives from departments, agencies, mass organizations, local business associations, and political–social organizations at the commune level.

With the vision of becoming more than just an information portal – a digital workspace for legal research and experiences, the official version of the National Legal Portal was developed under the guidance of the Ministry of Justice in partnership with FPT Corporation, featuring six key breakthroughs: (1) Modern, multi-platform interface continuously updated with the country’s major political events and policy highlights; (2) Integration with VNeID, enabling users to log in via electronic identification and track legal content through the Digital Citizen application; (3) Open data repository connected with multiple ministries, agencies, and localities, supporting document analysis, comparison, and monitoring of legal validity; (4) Dedicated English-language site aimed at investors and the international community, sourcing authoritative news from the Vietnam News Agency; (5) Social media integration to disseminate accurate legal information to a wider audience; (6) Artificial intelligence applications in operations, with a legal AI assistant that analyzes, summarizes, and helps users efficiently access legal information.

New standout features, such as user satisfaction ratings, document processing tools, automatic extraction and summarization, and a digital judicial operations handbook, have also been added to support professional staff and enhance the user experience.
With these advanced capabilities, the official version of the National Legal Portal serves as a unified national legal platform, providing an authoritative system of legal documents, interpretations, and real-time search support. Amid the national push for digital transformation and growing demand for policy transparency, and in line with the objectives of Resolution 57-NQ/TW and Resolution 66-NQ/TW of the Party Central Committee, the platform plays a pivotal role in enabling citizens to easily access legal information, proactively learn about and stay updated on new policies, while allowing businesses to promptly grasp regulations governing their production and operations.
For government agencies and officials, the portal contributes to improving the efficiency of law enforcement, supporting administrative management and judicial training, thereby enhancing public service quality and promoting the development of a rule-of-law state in the digital era.

Representatives from FPT Corporation emphasized that when legal information becomes more accessible, transparent, and convenient, it is not only a technological achievement but also a significant step toward strengthening and enhancing law enforcement capacity in daily life.
The launch of the official version of the National Legal Portal underscores the commitment of the Ministry of Justice, and the Government at large, to institutional reform, serving both citizens and businesses, while establishing a modern, transparent, and internationally integrated governance platform.
Previously, on May 31, 2025, the trial version of the portal was rolled out as an open legal platform with a user-centric approach. After just five months of trial operation, the system recorded over 1 million visits, 200,000 questions answered by the Legal AI, and thousands of suggestions from ministries, agencies, and local authorities. Notably, during the period when localities were implementing a two-tier governance model, the portal provided timely support for decentralization and delegation under the new organizational structure, ensuring citizens’ rights in key areas such as citizenship and civil registration, and contributing to strengthening trust in a modern, transparent legal system.
In 2025, the system will continue to integrate the National Legal Database, expand context-aware AI applications, including tools for accessing over 1.4 million legal precedents, and develop a policy impact analysis toolkit to support government policy planning and document appraisal by relevant authorities.
