The National Data Center signs a cooperation agreement with FPT Group, promoting the National Data Strategy until 2030
On July 15th, the National Data Center (Ministry of Public Security) and FPT Group held a signing ceremony for a cooperation agreement and awarded certificates of eligibility to conduct business in data intermediary products and services. FPT is one of the pioneering technology enterprises in Vietnam to receive this certification, contributing to the formation of a safe, transparent, and legally compliant data market and data industry, and jointly implementing major policies of the Party and State on data development, such as Resolution No. 57-NQ/TW, the Data Law, and the National Data Strategy to 2030.
Attending the event were Colonel Pham Minh Tien, Deputy Secretary of the Party Committee and Deputy Director of the National Data Center; Mr. Nguyen The Phuong, Deputy General Director of FPT Group; and leaders and experts representing both units.
The National Data Center and FPT Group signed a memorandum of understanding on cooperation in the fields of data, data intermediary products and services; legal consulting, human resource development and research and application of artificial intelligence (AI) and high-performance computing (HPC).
Accordingly, the National Data Center signed a memorandum of understanding with FPT on cooperation in the fields of data, data intermediary products and services; legal consulting, human resource development, and research and application of artificial intelligence (AI) and high-performance computing (HPC). At the same time, the Center awarded FPT a Certificate of Eligibility to conduct business in data intermediary products and services – making FPT one of the pioneering entities in the market meeting the regulations to provide data intermediary products and services, contributing to promoting safe, transparent, and legally compliant data transactions.

Speaking at the event, Colonel Pham Minh Tien, Deputy Secretary of the Party Committee and Deputy Director of the National Data Center, expressed: “Vietnam has identified data as a new resource and a crucial input for the digital economy and digital society. Granting FPT the certificate of eligibility to conduct business in data intermediary products and services marks a milestone in recognizing the company’s compliance with legal regulations to participate in the market. We request that FPT fulfill all requirements under the cooperation agreement, promptly implement the cooperation contents, and create practical results in developing the data ecosystem, promoting innovation, and national digital transformation. The Center expects FPT to effectively utilize its capabilities to provide high-quality products and services, contributing to the development of a transparent, secure, and sustainable data market.”

The National Data Center leadership highly appreciated FPT’s close and effective cooperation in implementing four key data-related tasks. Firstly, regarding institutional reform, FPT actively participated in research and contributed to the development of the Data Law, the Data Architecture Framework, and implementing guidelines, contributing to the completion of the legal framework and creating a foundation for connecting, sharing, and developing the data market in Vietnam. Secondly, regarding the construction of the National Data Center, FPT collaborated in researching and designing technical solutions for Data Center No. 1, advising on the overall architecture of IT infrastructure, cloud computing, and data management and exploitation platforms, contributing to building a modern center model that ensures availability, security, and confidentiality. Thirdly, regarding human resource training and development, the two sides have also collaborated on numerous training programs and specialized workshops on data, AI, cloud computing, and information security to enhance the capacity of the Center’s staff. Fourthly, FPT and the Center support ministries, sectors, and localities in developing strategies, architectures, and data governance frameworks, aiming to establish unified data governance capabilities nationwide.
To be granted the Certificate, FPT underwent an assessment and evaluation process in accordance with regulations of the Ministry of Public Security and the National Data Center, fully meeting the requirements of Decree 169/2025/ND-CP regulating scientific, technological, innovation activities and data products and services, focusing on the following key criteria: human resources, technical infrastructure and operational plan, and finance.
In terms of human resources, FPT possesses a strong team of technology experts, holding certifications in data science , data analysis, and data validation from international technology companies. Over the years, FPT has implemented key national digital infrastructure projects, partnered with ministries, sectors, and localities to implement Resolution No. 57-NQ/TW, developed the Data Strategy and Digital Transformation Strategy, and collaborated in developing numerous national and specialized databases, contributing to the formation of a unified, interconnected, and sustainable digital data infrastructure.
In terms of infrastructure and technological capabilities, FPT owns and operates a data center system in Vietnam according to the international ANSI/TIA-942 Rated 3 standard, with an uptime of over 99.98%; the FPT AI factory is equipped with NVIDIA H100/H200 GPUs for large-scale data processing and analysis; and the FPT Cloud platform has achieved Level 4 information security certification – the highest level, for systems processing particularly critical data.

On this journey, we believe that public-private cooperation is decisive. In this, the State plays a constructive role in establishing institutions, issuing standards and development orientations; technology businesses will be the force to accompany, bringing policies into practice through specific solutions, platforms, and products. FPT will contribute experts, products, and technological solutions, and is committed to accompanying the Center in particular and the Government , ministries, and localities in implementing the major policies of the Party and the State.” Regarding data development, mastering strategic technologies, implementing Resolution No. 57-NQ/TW, the Data Law, and the National Data Strategy until 2030.”
Currently, data is becoming a crucial asset for government agencies, businesses, and citizens. However, challenges such as a lack of standardized data connectivity, difficulty in sharing, and requirements for security, governance, access control, and legal compliance create barriers to effectively exploiting the value of data. In this context, licensed data intermediaries act as a reliable bridge, supporting parties in data assessment, connection, sharing, and safe and legal data exploitation. They contribute to connecting and increasing legitimate data sources, forming a reliable infrastructure, thereby promoting the formation of a formal data trading market, expanding access to capital for businesses and households, and laying the foundation for a new data industry in Vietnam.

At the event, FPT leaders introduced intermediary products and services that will be applied in the near future regarding data validation, consensus management, and data management through data delegation. These systems are developed based on models from around the world, operate on the principle of authorized intermediaries, comply with legal regulations, and connect sequentially into a closed value chain throughout the lifecycle of a data product when commercialized.
