FPT introduces AI-powered Justice ecosystem at ASEAN Law Forum 2026
The 2026 ASEAN Law Forum, themed “Applying Artificial Intelligence (AI) in Law-Making and Law Enforcement in the Digital Era,” took place on August 18-19 in Hanoi, bringing together representatives from Vietnamese and ASEAN legal and judicial agencies, as well as international organizations. Hosted by the Ministry of Justice of Vietnam, the forum focused on discussing opportunities, challenges, and approaches to applying AI in law-making, legal development and law enforcement, improving access to the law, and promoting responsible AI. FPT was honored to be among the organizations participating in and showcasing technologies at the event.
Against the backdrop of rapid technological development, the forum also highlighted the need to shift from a “reactive law-making” mindset toward “predictive and proactive law-making,” creating a sufficiently flexible legal environment to foster innovation while safeguarding the values of fairness, transparency, accountability, and human rights. ASEAN cooperation focused on developing common principles for AI in the legal and judicial sectors, digital transformation, and the sharing of knowledge, data, technology, and digital resources.
At the event, FPT introduced a number of digital platforms and solutions that have been deployed in the legal sector, alongside its direction toward increasingly integrating AI into law-making and law enforcement activities based on digitized data, systems, and processes.

At the discussion session on “Experiences in Applying AI to Support Citizens and Businesses in Accessing the Law,” Mr. Tran The Trung, Deputy Director of the AI Product Division at FPT Smart Cloud and Director of the FPT Institute of Technology, FPT Corporation, shared insights from the practical development and deployment of technologies in this field.

According to the approach introduced by FPT, AI can support citizens and businesses in accessing legal information through natural language, searching for and consolidating relevant regulations, instead of requiring users to know in advance the name or reference number of the legal document they need to look up. For government agencies, AI can be integrated into research, review, drafting, and information processing activities that support professional operations. These applications are built on systems, data, and business processes that have already been digitized in the legal sector.
At the exhibition area, FPT showcased digital platforms that have been deployed in the legal sector, together with AI infrastructure, data, AI models, and AI Agents, as part of its AI-powered Justice direction for the legal sector.
FPT has accompanied the Ministry of Justice in deploying platforms including the National Legal Portal, the National Legal Database, the Digital Platform for Civil Judgment Enforcement, and a solution supporting the drafting of legal normative documents under the Vietnam Law Digital Platform. One of the directions introduced by FPT is the development of AI Agents and an AI-powered legal document search platform for ministries, sectors, and government agencies. These solutions can be developed based on the data, regulations, and professional processes of each organization, supporting users in searching, consolidating, and accessing legal information through natural language.
According to information presented at the event, more than 170,000 documents in the National Legal Database have so far been digitized and organized into structured data, while being linked according to legal relationships. The National Legal Portal recorded nearly 12 million visits in just eight months. The solution supporting the drafting of legal normative documents is currently serving more than 12,600 accounts from the central to local levels. The Ministry of Finance Virtual Assistant has processed up to 500,000 documents after more than two months of testing.

Building on these systems and data, AI is being increasingly integrated into a growing range of activities and solutions in the legal sector. FPT focuses on researching and developing specialized AI technologies and models, including large language models for Vietnamese and legal applications, AI supporting document drafting and review, legal research, policy impact assessment, and analysis of the effectiveness of law enforcement.

According to FPT, AI-powered Justice is an approach that combines AI infrastructure, data, AI technologies, and digitized business systems to address a range of needs, from access to information, research, and drafting to the development, enforcement, and evaluation of legal policies.
