IBM Vietnam and FPT propose initiatives to help the banking sector accelerate AI transformation and turn data into knowledge assets for business decision-making

On July 13, the Information Technology Department of the State Bank of Vietnam (SBV) organized the 2026 Banking Information Technology Conference under the theme “Digital Safety, Data and AI: Building a Secure, Intelligent and Sustainable Digital Banking Sector.” At the event, IBM Vietnam and Platinum Partner FPT presented a comprehensive technology ecosystem spanning Data & AI and cybersecurity for the banking and financial sectors, supporting the Vietnamese banking industry on its journey toward end-to-end AI transformation.

The conference was attended by Mr. Pham Duc An, Member of the Party Central Committee and Governor of the State Bank of Vietnam; Mr. Pham Tien Dung, Member of the Standing Committee of the Party Committee and Deputy Governor of the State Bank of Vietnam; along with leaders of departments, agencies and units under the SBV, credit institutions, foreign bank branches, payment intermediary companies, credit information companies, and major domestic and international technology enterprises.

Supporting banks and credit institutions in their digital and AI transformation journeys, IBM and FPT presented a comprehensive Data & AI and cybersecurity ecosystem with a vision of turning data into knowledge assets that can support business decision-making in the AI era.

Introducing the ecosystem to SBV Governor Pham Duc An, Deputy Governor Pham Tien Dung, leaders of SBV units, and commercial banks, Mr. Dao Hong Giang – EVP & Director of the Finance and Banking Division, FPT IS, FPT Corporation – outlined a technology approach built around three key areas.

First is a data implementation roadmap centered on Data Products, from a Data Governance foundation to a Data Product Hub ecosystem, aligned with the State Bank of Vietnam’s Data Architecture Framework. This roadmap enables banks to establish an end-to-end data foundation covering standardization, quality control, enhanced security and access control, thereby creating trusted data that is ready for AI and improving the quality of decision-making.

Second, in operations and cybersecurity, Agentic AI Managed Services for Infrastructure is an AI Agent-powered IT operations model designed to help banks optimize 80% of operational workloads, resolve incidents within minutes, automatically remediate issues in under 10 seconds, and reduce noise alerts by 90%.

The next-generation AI-Powered SOC model is a Security Operations Center built on a multi-agent architecture, with specialized SOC Agents working together to handle specific operational tasks. The model combines Human-AI collaboration at multiple levels: AI Agents automatically perform incident detection, analysis and response tasks, while cybersecurity experts oversee, approve and make decisions on critical actions.

Third, the FPT CASAN methodology – a five-level AI-Native maturity framework – helps organizations assess their AI maturity based on core factors including strategy, data, processes, technology, risk management and people. For the banking sector, FPT CASAN provides a comprehensive view to identify the current state, prioritize key areas and develop an appropriate roadmap to scale AI from individual initiatives into organization-wide operational capabilities. FPT has officially introduced CASAN as a five-level AI-Native framework for assessing AI maturity and developing tailored transformation roadmaps.

With more than 30 years of experience supporting digital transformation in Vietnam’s banking sector, FPT has implemented numerous major financial infrastructure projects, playing a “backbone” role in the modernization and standardization of the industry. Notable projects include SG3.1 (the core banking, accounting, finance and budgeting system) and the CMO system (securities issuance and treasury management).

FPT representatives reaffirmed their commitment to working with leading partners such as IBM to develop and deliver internationally standardized products and services that address the requirements and challenges of domestic banks and financial institutions, while supporting an effective AI transformation roadmap.

Turning data into knowledge assets for business decision-making

According to the IBM representative, most banks today have either completed or are technologically ready for the Data Lake development stage, while approximately 70–80% of organizations have also made significant investments in data governance. The next stage is no longer simply accumulating more data, but building a Data Product Marketplace – a platform that standardizes data into products that can be managed, shared and accessed through a unified mechanism.

Through this model, banks can comprehensively manage data quality, access policies, regulatory compliance, Data Lineage, as well as the relationships between data providers and data consumers. Data Products not only serve business users but also meet the needs of AI systems and microservices, creating a highly trusted data foundation to drive innovation.

To realize this approach, IBM introduced IBM Knowledge Catalog, a solution that serves as a data marketplace, helping transform data from its stored state in a Data Warehouse into an AI-ready data source. Instead of directly accessing raw data, organizations can manage standardized data products covering quality, access rights, lineage and compliance policies on a unified platform.

According to the IBM representative, when data is organized and governed under this model, organizations can not only establish a trusted data foundation for AI applications but also share data transparently and securely, while ensuring data protection requirements and safeguarding the interests of parties involved in data utilization. IBM documentation confirms that IBM Knowledge Catalog provides capabilities for data governance, data quality, data products and data lineage, while IBM Data Product Hub enables organizations to create, publish and share data products across teams.
