FPT leaders along with local and business leaders discuss policies and strategies for advancing Vietnam’s semiconductor industry

Recently, Mr. Tran Đang Hoa, Chairman of FPT IS, FPT Corporation, chaired the panel discussion titled “Essential Policies to Promote the Development of Vietnam’s Semiconductor Industry” at the Vietnam–Asia Smart City Summit. The event organized by the Vietnam Software and IT Services Association (VINASA) in collaboration with the Hanoi Department of Information and Communications, successfully concluded under the theme “Smart Cities – Digital Economy – Sustainable Development.”

Opening remarks at the conference, Mr. Nguyễn Khắc Lịch, Director General of the Department of ICT Industry under the Ministry of Information and Communications, emphasized that the strategy for developing Vietnam’s semiconductor industry, issued under Decision No. 1018/QD-TTg on September 21, lays out specific objectives to establish a strong foundation for the domestic semiconductor sector. This strategy aims for sustainable development and deeper integration into the global supply chain. The primary tasks for the government, local authorities, and enterprises include enhancing production and research capabilities, fostering the development of supporting industries, building a comprehensive semiconductor ecosystem, training high-quality human resources, strengthening international cooperation, and advancing modern technology infrastructure.

Delving into initiatives to promote the semiconductor industry in Vietnam, the session “Essential policies to promote the development of Vietnam’s semiconductor industry” focused on discussing the key challenge of creating appropriate policies to attract investment and expand the development capacity of the semiconductor sector. The session was chaired by Mr. Trần Đăng Hoà, Chairman of FPT IS, and featured prominent speakers, including: Mr. Ha Minh Hai, Vice Chairman of the Hanoi People’s Committee; Mr. Le Hoang Phuc, Director of the Da Nang Center for Integrated Circuit and Artificial Intelligence Research under the Da Nang Department of Information and Communications; Mr. Nguyen Tran Thuat, Vice Director of Nano and Energy Center, VNU University of Science.

Raising the issue, Mr. Hoa stated: “In recent times, the government has issued many significant policies and directed ministries, sectors, and localities to create favorable conditions for the development of the semiconductor industry. However, beyond macro-level policies, we must also focus on more specific micro-level policies, particularly in infrastructure development, such as land, water, and clean energy. Practical examples from pioneering localities like Ha Noi and Da Nang, or from businesses, can serve as a basis for generating initiatives to refine industry policies”.

From Hanoi’s perspective, Mr. Ha Minh Hai highlighted that the semiconductor industry is currently a key focus for attracting investment in the city. He explained that the city’s investment promotion center closely follows government-issued policies as a foundation for implementation and for fostering investment connections. Mr. Hai further analyzed that, in practice, the preparation of infrastructure such as electricity, water, and transportation plays a decisive role in investment decisions, which both businesses and local authorities must carefully consider.

Meanwhile, from Da Nang—a key technological hub in Vietnam—Mr. Lê Hoàng Phúc highlighted notable activities within the semiconductor industry. With the issuance of Resolution 136/2024/QH15 on June 26, 2024, by the National Assembly regarding urban governance organization and piloting special mechanisms and policies, Da Nang has been actively developing various policies to attract investment, provide incentives, and foster collaboration in the fields of semiconductor design and artificial intelligence. Among the prominent initiatives are corporate income tax exemptions, personal income tax exemptions, support for training and skill development in semiconductor and microchip design, and policies allowing direct leasing of information infrastructure assets without public auctions. Additionally, these initiatives include preferential procurement through direct contracting and the purchase of specialized equipment from strategic partners in the semiconductor and AI sectors.

From a business perspective, Mr. Nguyen Tran Thuat highlighted two key challenges: the high costs of investing in production lines and the need to streamline intermediary activities in the import-export processes of semiconductor manufacturing. He expressed optimism that, in the future, not only local authorities but also the government will introduce supportive policies to enable businesses to participate more efficiently and effectively in the global semiconductor supply chain.

Summarizing the panel discussion, Mr. Tran Dang Hoa emphasized that for Vietnam to participate in the global supply chain, collaboration among the government, local authorities, and enterprises is crucial in improving infrastructure, incentive policies, and the quality of human resources. As a pioneer in semiconductor chip design in Vietnam, FPT is committed to contributing its resources and technologies to support the nation in seizing the semiconductor wave and emerging strongly in the new era.
