FPT makes proposals for digital transformation and the building of an educational complex in Hai Duong
On the afternoon of June 10, at a working session with leaders of Hai Duong province, FPT CEO Nguyen Van Khoa brought forward proposals to support the province’s exponential growth in human resources and digital transformation indicators.
At the meeting, Deputy Secretary of the Provincial Party Committee, Chairman of Hai Duong Provincial People’s Committee Trieu The Hung expressed the province’s aspiration to attract cooperation, investment, and consulting on its digital transformation from highly capable organizations and businesses, to serve its people as well as economic and social development. On August 24, 2021, the province signed a cooperation agreement with FPT on digital transformation for the period 2021-2025 listing 9 collaborative items. The cooperation between Hai Duong and FPT, however, has not been commensurate with the potential and strengths of the two parties. Hai Duong’s leaders affirmed that the province is always ready to offer FPT the most favorable conditions possible and conveyed their desire for closer and more practical cooperation with the tech company in digital transformation and high-quality human resource training, especially vocational training.
Overview of the meeting
According to Mr. Trieu The Hung, Hai Duong has seen an increase in its provincial competitiveness index (PCI) over the past several years. Its provincial planning has been completed, and approved by the Vietnamese Prime Minister. As a result, a number of decisions on preferential land use for socialized investment projects in education, vocational training, health, culture, sports, and the environment in urban areas have been issued.
For education, Mr. Trieu The Hung requested FPT to work closely with departments, branches, and localities of Hai Duong to find suitable locations and establish investment projects for the construction of the educational complex. Hai Duong, with a population of over 2.1 million and its strong industrial development, is in great need of education. The province’s leaders assigned Hai Duong Department of Education and Training to quickly identify eligible educational establishments and work with FPT in the deployment of the vocational education model in those institutions.
Regarding the cooperation in digital transformation, provincial leaders assigned its departments, branches, and localities to review digitalization tasks and consult with agencies and companies who have signed cooperation agreements on digital transformation with the province, including FPT, to propose solutions and break down tasks for Hai Duong’s effective digital transformation and e-government development.

Speaking at the meeting, FPT CEO Nguyen Van Khoa stated that huge opportunities are facing Vietnam’s software industry, especially AI and semiconductor chips. FPT, in this context, are holding high expectations for these silicon chips. “Since the beginning of 2024, FPT has invited 11 foreign delegations in the fields of chip manufacturing, integrated circuit design, AI, and IT services to Vietnam. This significantly boosts FPT’s demands for high-quality resources in localities,” Mr. Khoa emphasized.
FPT leaders expressed their desire to provide Hai Duong’s people with a learning environment of international quality yet at domestic tuition rates. Besides university education, FPT also organizes vocational training tailored for junior high and high school graduates (9th grade plus). These alumni will continue their study at FPT vocational schools. In the future, FPT plans to offer vocational training dedicated to the needs of production and trading companies in the province.

For digital transformation, since 2021, FPT has coordinated with Hai Duong to digitally transform nearly 20 businesses, install more than 300 cameras in 15 communes, offer 6-month’s free-of-charge use of eCovax software, etc.
In the period 2024 – 2025, FPT plans to provide support and co-create a digital transformation roadmap for the province; implement solutions for information safety and security; put into practice solutions tailored for models specified in Project 06 of the Vietnamese Government such as FPT Smart Kiosk, Khaothi.Online, and FPT.IDCheck; deploy digitalization solutions and shared electronic storage platforms and build a digital data warehouse for the province; and implement hospital management, electronic medical record, and medical practice management systems.
In the 2026 – 2030 period, FPT will join forces with Hai Duong to prioritize the implementation of a number of shared digital platforms serving digital transformation and smart cities, such as: Geographic Information Systems (GIS); Internet of Things (IoT); and smart services and utilities for tourism, industry and trade, home affairs, construction, healthcare, education, transportation, etc.
During the 2020 – 2022 period, Hai Duong saw its Digital Transformation Index (DTI) listed among the top 15 provinces in Vietnam, and Provincial Competitiveness Index (PCI) and Public Administration Reform Index (PAR INDEX) in 2023 ranked 17th and 22nd in the country, respectively.

Summarizing the meeting, Mr. Trieu The Hung assigned relevant departments to review and evaluate the cooperation items with FPT. Mr. Hung also gave his consent for FPT’s proposals on the province’s digital transformation. Hai Duong Department of Information and Communications and FPT will jointly hold another working session to discuss specific implementation tasks for the next year.
