FPT partners with the Ministry of Justice to deploy digital platform for civil judgment enforcement and smart IOC center
Hanoi, December 12, 2025 – The Ministry of Justice has officially activated the nationwide deployment of the digital platform for civil judgment enforcement and the Intelligent Operations Center (IOC) for the civil judgment enforcement system. The platform is led by the Civil Judgment Enforcement Management Department under the Ministry of Justice, with technology support and implementation partnership from FPT Corporation. The initiative marks a significant milestone, paving the way for comprehensive digital transformation and the application of advanced technologies, including artificial intelligence (AI), in civil judgment enforcement in Viet Nam.
The activation ceremony took place within the framework of the national conference on implementing targets and tasks for civil and administrative judgment enforcement in 2026. The event was attended by senior leaders, including members of the Party Central Committee: Deputy Prime Minister and Chairman of the Central Council for Legal Dissemination and Education Ho Quoc Dung; Minister of Justice and Standing Vice Chairman of the Council Nguyen Hai Ninh; Standing member of the Party Committee and Deputy Minister of Justice Mai Luong Khoi; Director General of the Civil Judgment Enforcement Management Department Nguyen Thang Loi, along with representatives from relevant ministries, sectors and localities.

In the context of organizational restructuring toward a streamlined model, while the volume of cases continues to increase and become more complex, the Ministry of Justice has identified digital transformation as a central priority in civil judgment enforcement. The deployment of the digital platform and the intelligent operations center serves as a key solution to establish a unified, accurate and real-time civil judgment enforcement database, as stipulated in Resolution No. 71/NQ-CP (2025) amending the action program implementing Resolution No. 57-NQ/TW.
The digital platform for civil judgment enforcement has been developed as a comprehensive solution, enabling end-to-end digitization of enforcement processes and seamless integration of workflows, databases and digital services. Key features include the ability to process administrative procedures regardless of geographical boundaries; real-time data to reduce reporting workloads and support governance and decision-making; the application of AI to automate data extraction, task assignment and progress monitoring; enhanced interaction for citizens through online case tracking, QR code notifications and VNeID integration; and readiness for data sharing and connectivity with the Supreme People’s Court, Supreme People’s Procuracy, Ministry of Public Security, Ministry of Finance, banking institutions, the Ministry of Agriculture and Environment, and other relevant agencies.
With the digital platform, approvals can be carried out swiftly through digital signatures.
Through the AI assistant integrated into the IOC THADS, leaders can monitor case processing progress on a centralized operations dashboard.
This initiative represents the largest digital transformation project ever undertaken by the Ministry of Justice, covering all 34 provinces and centrally governed cities, 355 regional civil judgment enforcement offices, and approximately 6,800 users, including leaders, enforcement officers and professional staff, with FPT accompanying the nationwide implementation.
The platform consists of four core functional modules with extensive application of AI technologies. The Electronic Receipt module enhances transparency and accuracy in managing enforcement-related financial flows. The Decision Support module leverages AI and big data to automatically extract information and generate multiple draft enforcement decisions, ensuring legal compliance, consistency and productivity. The Enforcement Operations module digitizes the full enforcement process, including document service, verification of enforcement conditions and coercive measures. The Citizen Reception module provides a digital environment for petition intake and complaint handling, enabling transparent case tracking and timely resolution in accordance with statutory requirements.

The Intelligent Operations Center for Civil Judgment Enforcement (IOC THADS) is a next-generation digital governance platform that applies AI technologies and integrates in real time with the digital platform and related systems within and beyond the sector, forming a unified shared data repository. Through an embedded AI assistant, leaders can query data using natural language, assign tasks directly and monitor implementation progress via a centralized command interface.

Each year, the civil judgment enforcement sector handles more than one million court judgments, placing considerable pressure on traditional manual processes. With the new digital platform, citizens can submit applications online or at the nearest one-stop civil judgment enforcement office, regardless of administrative boundaries. Key processes, including case intake, issuance and approval of enforcement decisions, enforcement execution and electronic receipt issuance, are conducted digitally and updated to citizens through VNeID. The system is capable of extracting data from lengthy court judgments of up to 500 pages and generating more than 200 enforcement decisions within 20 minutes, while replacing paper-based document delivery with digital signatures and electronic service via the civil judgment enforcement portal using unique identifiers and QR codes.
After more than five months of pilot implementation, the platform has processed over 90,000 court judgments, issued nearly 130,000 digital decisions, digitized more than three million pages of documents, and generated 464,375 electronic receipts totaling over VND 25 trillion, contributing to improved transparency and efficiency in financial management. Despite a streamlined organizational structure and an approximately 20% increase in workload, nationwide operations have remained stable and uninterrupted.
In the next phase, the platform will continue to be enhanced, with expanded data connectivity and sharing with ministries, sectors and relevant agencies to enable fully digital end-to-end processing—from case intake and verification to electronic service and result delivery to citizens via VNeID. Plans also include digitizing historical data to reduce administrative procedures, providing automated certification of enforcement results, and integrating AI agent technologies to support data analysis, document drafting, risk assessment and 24/7 citizen support.
The deployment of the digital platform for civil judgment enforcement and the intelligent operations center underscores the strong commitment of the Ministry of Justice to digital transformation. This milestone is significant not only for the Ministry but also for Viet Nam’s law enforcement system as a whole, marking the beginning of a new phase of digital, transparent, efficient and citizen-centered civil judgment enforcement.
