FPT successfully completes largest-ever Data Center migration project for the tax sector

FPT has successfully completed the full migration of the Tax Authority’s primary Data Center to a new location, encompassing over 1,600 virtual servers, 135 applications, and thousands of system connections. This project is recognized as one of the most complex and high-impact IT infrastructure migrations in the finance sector. The entire system was transitioned and put into safe operation in a record-short time, delivering what has been hailed as a remarkable achievement: zero service interruption, zero unrecoverable errors. This milestone underscores FPT’s exceptional technical capabilities and proven track record in delivering mission-critical national technology projects.

FPT and the Tax Authority successfully complete full migration of the sector’s primary Data Center to a new location

30 days of intensity for a historic “No-Delay, No-Mistake” mission

In alignment with the long-term vision and strategic objectives of the tax sector, the current Data Center (DC) of the Tax Authority was required to be fully relocated by June 30, 2025—the deadline marking the end of the existing infrastructure lease. This migration was also a critical prerequisite for upcoming modernization initiatives, including the implementation of a two-tier local government model, big data integration, and the deployment of advanced digital service platforms.

As the centralized processing hub for the entire tax sector, this Data Center operates over 85 business-critical applications and approximately 50 system-level applications. Many of these systems require uninterrupted 24/7 availability, such as the E-Invoice System, eTax, eTax Mobile, the Centralized Tax Management System (TMS), Real Estate Registration Fee Management, Datahub, and more. These platforms not only serve millions of citizens and businesses nationwide but are also integrated with external entities such as banks, e-invoice exchange service providers, and interlinked public finance platforms.

The physical scale of the Data Center encompasses more than 1,000 physical servers (equivalent to 1,600 virtual servers), 85 server racks, hundreds of network, security, and storage devices, along with 135 business and system applications. The massive data volume, technological diversity, system complexity, and the critical requirement for uninterrupted operation made this migration a formidable technical challenge – one that left no room for error or delay.

The project was vast in scale, highly complex, and imposed stringent requirements in terms of technical execution, security, and absolute precision – with zero tolerance for errors.

In preparation for this critical migration, as early as late February 2025, FPT was working closely with the Tax Authority to conduct a comprehensive survey of the existing infrastructure. The team carried out in-depth analysis and developed detailed plans for equipment installation, configuration, and simulation of over 3,000 system connections, 57 business applications, and 50 system-level applications. Even a few seconds of downtime on platforms such as the E-Invoice System or eTax could potentially impact thousands of businesses, making accuracy and reliability non-negotiable. Throughout three months of rigorous preparation, FPT’s technical team continuously refined and adjusted solutions to meet the immense workload, stringent cybersecurity requirements, and the limitations of the existing infrastructure.

From 6:00 PM on May 23 to midnight on May 25, 2025, the entire system was successfully transitioned to a backup Data Center, which operated seamlessly for 19 consecutive days. This achievement not only marked a historic milestone for the tax sector but also set a record as one of the longest-running backup DC operations ever executed in an IT project in Vietnam.

Between 9:00 AM on May 30 and 2:00 PM on June 3, all equipment from the existing DC was shut down and relocated to the new site. The installation of hardware into server racks was completed 1.5 days ahead of schedule, enabling the infrastructure team to accelerate cable routing and system power-up, while the application team promptly proceeded with database activation, application deployment, and final system checks prior to full cutover.

To minimize user impact, the migration was executed primarily during nights and weekends. Not a single service was disrupted. Not a single application encountered an unrecoverable error. Data reconciliation was carried out with absolute accuracy. All technical and business metrics fully met the Tax Authority’s stringent standards.

A historic effort fueled by long-term commitment

The Tax Data Center migration project has been hailed by the client as an “unprecedented achievement” in the history of the tax sector’s digital operations – not only for the massive scale of the work involved but for the seamless continuity, flawless precision, and uncompromising security maintained throughout the process. This was also the largest data center migration FPT has ever undertaken, mobilizing hundreds of engineers and solution experts across infrastructure, cybersecurity, storage, networking, and system integration. It stands as a testament to FPT’s unwavering commitment to accompanying the nation’s key sectors in their digital transformation journey.

This achievement once again reaffirms FPT’s long-standing commitment to the Tax Authority over the past 26 years, from the earliest operational systems to today’s advanced technology platforms serving tens of millions of citizens, businesses, and financial partners.

The success of this project not only enabled the tax sector to complete a critical infrastructure transition but also laid a solid foundation for the rollout of strategic national initiatives. These include replacing tax codes with personal identification numbers, developing a two-tier local government model, and standardizing financial data across the sector as part of the 2025–2030 digital transformation roadmap. At the same time, the project highlights FPT’s comprehensive capabilities across networking infrastructure, cybersecurity, servers, storage, and backup systems, as well as its proven expertise in deploying large-scale, complex application systems built on diverse technology platforms.
