Smart Governance Model Officially Launched at Ho Chi Minh National Academy of Politics
On April 2, 2025, in Hanoi, Ho Chi Minh National Academy of Politics held the inauguration ceremony of the Smart Management Model, establishing a modern, synchronized, and reliable digital platform to support the operation, training, research and administration of the Academy.
The launch took place as part of the event launching the movement and introducing the “Digital Mass Education” platform, alongside the digital transformation conference for the Academy and provincial-level political schools under the Central Government. The event was held on April 2 in a hybrid format, combining both in-person and online participation.
Prof. Dr. Nguyen Xuan Thang, Member of the Politburo, President of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council delivered a speech at the event.
Attending the launching ceremony and the conference were leaders of Ho Chi Minh National Political Academy; leaders of central ministries and ministries; leaders and partners deploy the Smart Management Model of Ho Chi Minh National Political Academy; representatives of units under the Academy, Political Schools of the province and centrally run cities.
Speaking at the event, Prof. Dr. Nguyen Xuan Thang, Member of the Politburo and President of the Ho Chi Minh National Academy of Politics, emphasized that digital transformation is a critical revolution driving productivity, innovation in management, and socio-economic development. In recent years, the party and the government have issued numerous policies aimed at building a digital foundation and promoting comprehensive digital transformation. Notably, Resolution No. 57-NQ/TW highlights science, technology, innovation, and digital transformation as key driving forces for rapid and modern national development in line with global trends.
In this context, the Ho Chi Minh National Academy of Politics must take the lead in digital transformation, applying technology to management, training, and scientific research. The Party Committee and the Academy’s Board of Directors have taken strong action by issuing Resolution No. 43-NQ/ĐU on promoting digital transformation by 2030, with a vision to 2045. Notably, from April 1, 2025, the Smart Management Model was officially put into operation, marking a significant milestone in the Academy’s digital transformation journey.
The Smart Management Model project at the Ho Chi Minh National Academy of Politics was launched in early 2024, with the goal of building a comprehensive digital transformation platform that enables unified and systematic management through the application of digital technologies across all operations and affiliated units of the Academy. The project aims to leverage advanced technologies to enhance management, administration, and teaching efficiency, while ensuring information safety and security throughout the Academy’s entire system.
Officially operational from April 2025, the Smart Management Model will be comprehensively implemented across the Central Academy, Regional Political Academies I, II, III, and IV, the Academy of Journalism and Communication, and the Academy of Public Administration and Governance, with key components of the project include: investments in physical infrastructure, technical systems, the development of intelligent software platforms, and a centralized database to support all activities within the Academy system. Notably, FPT Corporation and its partners are responsible for executing two core components of the project, including investing in technical infrastructure and building the smart management model.
Regarding infrastructure, the project has equipped a system comprising six hyper-converged servers along with storage, network, and security solutions that meet Tier 3 standards at the Data Center. The LAN and Wi-Fi networks have been upgraded, featuring high-speed internet connectivity and Online television bridge ensures stable connections. The Central Academy has established a command center, a network management room, two computer labs, a studio, and a large auditorium with a composite display, creating a solid foundation for management, teaching, and research.
In terms of software, the project has deployed 13 internal software systems and 2 mobile applications to support operations management, training, and research. These operational and administrative systems are centrally implemented to ensure interoperability and optimized performance. Key solutions include task management, training and scientific research management, e-learning system, assessing the quality of teaching and learning on the multi-platform platform for leaders, officials, lecturers and students.

From the perspective of the development partner of the Academy’s management system, CEO of FPT Mr. Nguyen Van Khoa emphasized that the success of this smart management model lies not only in the deployment of advanced technologies, but more importantly, in a shift in mindset, overcoming habitual barriers to adapt to modern management approaches. The smart management model at National Political Academy of Ho Chi Minh City represents a comprehensive breakthrough in digital transformation and innovation. It enables integrated smart management across research, training, and capacity-building activities for mid- and senior-level leadership within the Party, Government, and socio-political organizations based on a unified digital platform in line with the spirit of Resolution 57-NQ/TW.
CEO of FPT, Mr. Nguyen Van Khoa proposed that the Academy continue to promote the application of AI in operations management and teaching activities.

The National Political Academy of Ho Chi Minh City serves as the national center for training and fostering high- and mid-level leaders, managers, and political theory scholars of the Party, the State, and socio-political organizations. It is also the national hub for research in Marx – Lenin and Ho Chi Minh thought, researching the guidelines, policies, and laws of the Party and the Government, researching political science, leadership science, management of teaching and learning, contributing to providing scientific arguments in planning the guidelines of the Party and Government. The inauguration and operation of the smart management model mark a significant milestone, laying a solid foundation for building trust in the Academy’s comprehensive digital transformation strategy—paving the way for Vietnam to move swiftly and decisively toward becoming a digital nation.
