Hanoi, April 3, 2026 – The Ministry of Justice of Vietnam officially held the launch ceremony of the Digital Platform for Civil Judgment Enforcement, marking a major milestone in the sector’s digital transformation toward a citizen-centric, modern, intelligent, fully digitalized, and comprehensive connected operating model. The platform has been implemented under the direct leadership of the Ministry of Justice, with technology partnership from FPT Corporation, aligned with the strategic direction set out in Resolution No. 57-NQ/TW and Resolution No. 66-NQ/TW of the Politburo.
The ceremony was attended by Mr. Ho Quoc Dung, Member of the Party Central Committee, Deputy Prime Minister; Mr. Nguyen Hai Ninh, Minister of Justice, Member of the Party Central Committee, and also the Standing Vice Chairman of the Central Council for Coordination of Legal Dissemination and Education; Mr. Nguyen Manh Hung, Minister of Science and Technology; Mr. Mai Luong Khoi, Deputy Minister of Justice; Mr. Nguyen Quang Thai, Deputy Secretary of the Ministry of Justice’s Party Committee; Mr. Nguyen Thang Loi, Director General of the General Department of Civil Judgment Enforcement; Representatives from central departments, ministries, and sectors, including: the Office of the Party Central Committee, the Judiciary and Legal Affairs of the National Assembly, the Government’s Steering Committee for Science, Technology, and Digital Transformation, the Ministry of Science and Technology, the Ministry of Public Security, the Supreme People’s Procuracy, and the Supreme People’s Court, along with representatives from units under the Ministry of Justice and relevant agencies.

The launch ceremony was held in a hybrid format, combining in-person and online attendance, and was connected to teleconference sites in 34/34 provinces and cities nationwide, with the participation of hundreds of delegates from across the sector. Commemorating the 80th anniversary of the Civil Judgment Enforcement traditional day (July 19, 1946 – July 19, 2026), the launch of the Civil Judgment Enforcement Digital Platform marks a traditional milestone for the sector. It serves as a concrete and vivid step, demonstrating a strong determination to thoroughly innovate the methods of management, direction, and administration of civil judgment enforcement in the new period.
The Civil Judgment Enforcement (CJE) Digital Platform was formed in a context where digital transformation in CJE has been identified by the Ministry of Justice as an inevitable requirement. It marks a shift from experience-based direction to real-time data-driven management, and from fragmented processes to seamless, integrated, and transparent operations.
Resolution No. 57-NQ/TW on breakthroughs in the development of science, technology, innovation, and national digital transformation, and Resolution No. 66-NQ/TW on innovating law-making and law enforcement to meet the country’s development requirements in the new era, set forth the demand for a fundamental shift in the methods of legislation and law enforcement. These efforts aim toward modern governance, data-driven operations, openness, and transparency.
The practice of CJE in recent years has faced mounting pressure as the workload and monetary value to be enforced continue to rise, with numerous large-scale and complex cases, while the traditional manual management model has clearly revealed its limitations. Notably, starting from July 1, 2026, the CJE system will be restructured into a single-level local model, requiring synchronized digital operational infrastructure. Alongside this, the Amended Law on CJE, which supplements regulations to promote comprehensive digital transformation, is being prioritized. This focus includes data standardization, record digitization, the integration of professional systems, and the gradual formation of a smart, data-centric enforcement management platform, contributing to enhancing the effectiveness and efficiency of the entire sector.
Under the direction of the Standing Committee of the Party Committee of the Ministry of Justice, the CJE digital platform has been implemented with an accelerated roadmap featuring key milestones: the nationwide operation of electronic receipts since July 1, 2025; the activation of the Digital Platform and the CJE Intelligent Operation Center (IOC) on December 12, 2025; and the official nationwide launch of the CJE digital platform on January 20, 2026 – coinciding exactly with the effective date of the digital transformation provisions in the 2025 Amended Law on Civil Judgment Enforcement.
Unlike a single technological application, the CJE digital platform is designed as a unified operational and management infrastructure for the entire enforcement system within a digital environment. To date, it comprises several modules: finance and accounting with electronic receipts; enforcement decision-making support; enforcement organization; citizen reception and complaint and denunciation settlement; and the Intelligent Operation Center (IOC).
Through an online connection, Mr. Phan Xuan Thuy (Nghe An), shared his journey of exercising his rights and obligations in the enforcement of judgments through a digital platform.
From October 1, 2025 to March 31, 2026, the CJE digital platform has recorded nearly 900,000 electronic receipts issued, with a total collection of nearly 60 trillion VND. 100% of enforcement decisions were issued in a digital environment, with over 800,000 cases and more than 2 million documents managed and digitally updated. The entire process of citizen reception, petition processing, and complaint/denunciation settlement is now conducted digitally.

The development and completion of the platform, coinciding with the effective date of the Amended Law on Civil Judgment Enforcement, demonstrate a pioneering approach where the technological system runs in tandem with policy from the very beginning, rather than lagging behind for years as in the past.

Deputy Prime Minister Ho Quoc Dung emphasized: “The operationalization of the Civil Judgment Enforcement Digital Platform not only represents an innovation in mindset and technology but also a fundamental shift from traditional management to modern governance based on digital data, from traditional to real-time, and from manual processing to the application of technology and Artificial Intelligence throughout the entire professional process of civil judgment enforcement. This is a crucial field that ensures the strictness of the law and the effectiveness of enforced judgments and decisions.”
Through online connection, representatives of the Ho Chi Minh City Civil Judgment Enforcement leadership, as well as accounting officers, shared direct results and evaluated the achievements gained from implementing the platform. From the Nghe An teleconference site, Mr. Phan Xuan Thuy, an involved party, shared his experience of exercising his rights and obligations through the digital platform. “I was very surprised that within just 2 hours of submitting my electronic application, I received notifications ranging from case acceptance to payment requests, and the very next day, I received an electronic receipt directly on the VNeID app. I find the digital platform very convenient and wonderful, especially since I live far away, am elderly, and have difficulty traveling,” Mr. Thuy shared.

FPT Chairman Truong Gia Binh expressed: “The Civil Judgment Enforcement Digital Platform is a miracle in implementing Resolution No. 57/NQ-TW. While it previously took up to 4 years, we have now completed it in just 1 year and achieved smooth operation after 6 months. Digital transformation is only truly effective when there are no papers and no physical meetings, and the Ministry of Justice has achieved exactly that.”
“Today’s results stem from 2 core lessons. First is the drastic direction from the Ministry of Justice leadership and the close partnership with the Ministry of Public Security, C06, C12, and other agencies. Second is the innovation in approach, where technology runs in tandem with institutions to fully unleash their power.”, Mr. Binh emphasized.
The CJE Digital Platform creates an end-to-end digital environment with 4 prominent breakthroughs: Digitizing the entire process, from reception and case acceptance to enforcement organization and the return of results within a digital environment; National Data Center connectivity, integrating public services and VNeID for online court fee payments and electronic service of process, completely replacing manual methods; Smart governance via the IOC Center, utilizing hierarchical dashboards with real-time updates to support monitoring, warnings, and decision-making; AI application shortening case processing time by up to 80% and reducing manual operations by up to 90%, with the system automatically analyzing judgments and drafting enforcement decisions in under 20 minutes. Through these advancements, the platform standardizes professional processes, enhances data interoperability, ensures openness and transparency, and strengthens administrative discipline, aiming toward a modern, citizen-centric civil judgment enforcement system.
This is the first ministerial and sector-level platform to apply the lowcode – nocode model on technology developed by FPT. This model allows for the flexible configuration of professional processes, shortens implementation time, and responds quickly to institutional and organizational changes, proving FPT’s capability in mastering strategic technology.
To ensure the CJE Digital Platform truly maximizes its effectiveness, Deputy Prime Minister- Mr. Ho Quoc Dung requested the Ministry of Justice and relevant agencies to continue perfecting the platform based on the principles of stability, safety, efficiency, and substance. He urged for the continued promotion of data connection and sharing among ministries, sectors, and localities, closely linking it with national databases and relevant stakeholders. Furthermore, there must be an urgent completion of the legal framework for digital transformation in CJE. Special emphasis must be placed on data quality, ensuring data is “Accurate – Sufficient – Clean – Live”, while strictly attaching the responsibility of heads of agencies to the updating, management, and exploitation of data.

Minister of Justice – Mr. Nguyen Hai Ninh affirmed that he would direct the General Department of Civil Judgment Enforcement to develop an implementation plan to enhance the quality and efficiency of CJE, measured by citizen satisfaction and the practical enforcement results assigned by the Government.
Digital transformation in civil judgment enforcement is not merely a trend but an inevitable step toward a modern, professional, and service-oriented judicial administration. Under the guidance of the Leaders of the Party, the State, and the Ministry of Justice, with close coordination from ministries, sectors, and localities, along with the determination of all officials, civil servants, and employees within the CJE system, the digital platform will be successfully implemented, striving for a modern, transparent, and efficient civil judgment enforcement system that best serves citizens and businesses.
