FPT accompanies the Government and businesses in exploiting the “gold mine” of data
On May 24-25, attending the Viet Nam – Asia DX Summit 2023, FPT Corporation has shared many profound experiences and proposed practical solutions to exploit the power of digital database, a “gold mine” held by organizations and businesses, thereby creating a premise for comprehensive digital transformation activities.
A data strategy to unlock digital transformation
At the event, Mr. Nguyen Van Khoa – Chairman of Vietnam Software & IT Services Association (VINASA), CEO of FPT Corporation – has emphasized: “Digital transformation in Vietnam is entering a stage of generating practical results and values for the economy and society. This is when databases come into play”.

To promote such process, according to Mr. Khoa, it is necessary for Vietnam to have a comprehensive national digital data strategy. The strategy will act as the guiding principles for creating and exploiting digital data in Vietnam. The digital tech business community expects and is always ready to join forces and accompany the Government, provinces/cities, Ministries/Departments, and organizations in Consulting on building an open legal corridor; Participating in building an advanced and effective digital data infrastructure; Supporting data connection and data sharing among provinces/cities, Ministries/Departments and other agencies; and most importantly, Building a model for data exploitation cooperation to create new services for people and businesses, thereby delivering new values for the economy and society.
Speaking in the opening session with a presentation on “Public-Private partnership model in building and exploiting digital data”, Mr. Nguyen Hoang Minh – CEO of FPT Information System Corporation (FPT IS) has made practical proposals in creating conditions for digital tech enterprises like FPT to assist both the public and private sectors in a more effective way in completing the database.
The first one is to build a public service architecture that separates services provided by the government and private enterprises. The second one is to establish a National Agency dedicated to Public-Private partnership for the IT sector. Finally, the third one is to implement a pilot mechanism that allows enterprises to provide a number of services based on the national databases to address socio-economic development.

Mr. Minh has added that it is necessary to consider three factors to build effective databases: Technology, People, and Legal corridors. From the “Technology” perspective, big data analysis and processing technology and AI are needed to collect, clean, store, analyze, and exploit data to respond to the needs of state direction and administration, and create new values and new services based on data. From the “People” perspective, it is necessary to have digital human resources that are highly aware of digital data as well as the effective use and exploitation of the data. And finally, from the “Legal corridors” perspective, data governance on national level is a complex matter that requires data to be exploited for the right purposes, and data privacy and security to be ensured.
“With our extensive experience, FPT in general and FPT IS in particular are confident to accompany the country in building mechanisms and policies for secure data usage and exploitation as well as effective data life cycle management, from generation to destruction”, emphasized Mr. Minh.
As a typical example, in 25 provinces/cities with which comprehensive cooperation has been established, FPT has been providing consulting services to build data strategies on provincial level for Lao Cai province, Ho Chi Minh city, etc. In such projects, FPT has clearly defined data that the local authorities need to build, formed shared databases based on inheritance, synchronization with the national databases that have been deployed, and identified information groups that need to be formed. In addition, FPT has also been effectively supporting various Departments regarding digital transformation strategies, taking data as the core. For example, at the Dong Thap Department of Health, FPT’s solution has helped create a clinical data repository (CDR) that includes records of more than one million people in the entire province with over 13 million medical examinations/treatments. As a result, the leaders of the Department of Health are equipped with a smart reporting system that allows aggregating and analyzing data for the purpose of state direction and administration. Besides, physicians are now able to look up detailed information of patients’ electronic medical records from the province’s CDR in a quick and secure way.
