FPT and Dell Technologies join forces with Thai Nguyên Province to drive Low-Altitude economy and High-Tech development
Amid the global wave of digital transformation and AI adoption, many localities across Vietnam are accelerating the shift toward a growth model built on data and core technologies. In step with this trend, the Thái Nguyên Provincial Department of Science and Technology, in coordination with FPT Corporation and Dell Technologies, held a conference titled “Science, Technology, and Digital Transformation – Growth Drivers for Thái Nguyên Province,” aiming to position Thái Nguyên as one of the new technology growth poles in northern Vietnam.
The conference took place on the morning of July 30, with the participation of Comrade Comrade Hoang Van Thien, Member of the Provincial Party Committee, Director of the Department of Science and Technology of Thai Nguyen Province; Comrade Duong Hoang Hong, Deputy Commander of the Thai Nguyen Provincial Military Command; Comrade Tran Van Long, Deputy Director of the Department of Construction of Thai Nguyen Province; Comrade Trieu Duc Van, Deputy Director of the Department of Agriculture and Environment of Thai Nguyen Province along with representatives from the Departments of Science and Technology, Natural Resources and Environment, Industry and Trade, Health, and Culture, Sports and Tourism, as well as the Provincial Military Command, Provincial Police, the Special-Use and Protection Forest Management Board, cooperatives, and leaders of communes and wards across Thai Nguyên Province.

In his opening remarks, Mr. Hoang Van Thien emphasized that Resolution No. 57-NQ/TW has identified science, technology, innovation, and digital transformation as key growth drivers and a foundation for the country’s breakthrough in this new development phase. Regarding the low-altitude economy model, the province has issued Decision No. 1334/QĐ-UBND approving a project to attract investment in a UAV manufacturing plant, and is also studying a controlled testing mechanism for new technologies.
“This is a new field but one with enormous potential,” Mr. Thien noted, expressing confidence that the workshop would generate many feasible proposals for the province.

Thai Nguyen is a province undergoing strong transformation, moving from a traditional industrial base toward becoming a high-tech growth pole in fields such as semiconductors, chips, robotics, new energy, and data centers. The province has expanded its planning to include 11 industrial parks and one concentrated information-technology park, covering roughly 4,245 hectares in total, with the Yên Bình Digital Technology Park expected to become a strategic location for high-tech projects. In addition, the province has approved a project to develop the low-altitude economy and UAV manufacturing, putting the spirit of Resolution No. 57-NQ/TW into concrete action.

The corporation has also introduced the FPT CASAN methodology, an AI-Native capability framework with five maturity levels that helps organizations, localities, and businesses identify their current position and build an appropriate AI transformation roadmap.

“From administration and management to smart cities, the digital economy, green transition, and AI transformation, we have built a comprehensive technology ecosystem to accompany localities at every stage of digital transformation,” Mr. Tuan emphasized.
During the conference, experts from FPT and Dell Technologies presented a range of technology solutions applicable to urban governance, agriculture, and data infrastructure, aiming to build a synchronized digital platform for Thai Nguyen Province.
Addressing the current challenges of manual urban management and the cost and complexity limitations of fixed surveillance cameras, Mr. Dang Van Diem, Digital Government Solutions Consultant at FPT IS, FPT Corporation, introduced UrbanEye, a smart urban monitoring and management solution for Thai Nguyen Province.

UrbanEye is a component of FPT’s digital transformation ecosystem, aimed at building digital government and smart cities. Instead of installing fixed cameras, UrbanEye uses 360-degree AI cameras mounted on buses and other public vehicles. The solution integrates an AI Box powered by NVIDIA chips to continuously collect data, automatically detecting issues such as traffic congestion and infrastructure incidents, and sending real-time reports to the operations center.
The experience of reducing labor costs through UAV applications in agriculture was also cited as a reference case. In Japan, UAV-based spraying has helped cut labor costs by up to 50 percent amid an aging population. In the United States, AI-integrated drones are used to map pest infestations and spray precisely by coordinates. These examples were shared by Mr. Le Van Hung, Government Consulting Director at FPT IS, FPT Corporation, as he presented a UAV solution for Thai Nguyen’s agriculture sector, with a particular focus on tea cultivation.

In Vietnam, this model has already been deployed across more than 10,000 hectares in Nghệ An, reducing spraying costs from 1.8 million VND to 800,000 VND per hectare and cutting pesticide use by 30 percent. Building on this, FPT proposed a three-step roadmap for Thai Nguyen: free pilot spraying on one to three hectares, expansion to key raw material growing areas, and integration of UAV monitoring data into the province’s tea data center, with the goal of reaching a tea industry value of 25 trillion VND by 2030.
At the conference, Dell Technologies presented a reference architecture for provincial data. A shared data platform, rather than fragmented, siloed investments, was identified as a prerequisite for the province to move from isolated digital applications to genuinely data-driven governance capability. The low-altitude economy stands out as a prime use case for this architecture: aerial imagery, video, and farming maps from UAVs demand large-scale, AI-ready storage infrastructure. Dell proposed a three-phase rollout, from assessing the current state, to deploying centralized storage infrastructure, to expanding into high-value AI applications such as digital agriculture and the low-altitude economy. Under this collaborative model, Dell would provide the infrastructure and data platform, while FPT would handle application development and operational deployment.
In his closing remarks, Mr. Pham Minh Tuan, Deputy Director of Digital Government Solutions of Government Sector FPT IS, FPT Corporation, affirmed that FPT is ready to invest in researching and developing new technologies, provided the province offers testing grounds and support throughout the trial and scale-up process. Mr. Tuấn stressed that this workshop is not an endpoint but a starting point for further cooperation between FPT Corporation and Thái Nguyên Province in science, technology, innovation, and digital transformation.
