FPT Joins the Implementation of the National Reserve Monitoring and Operations Center for the State Reserve Department under the Ministry of Finance

On the afternoon of July 16, 2026, the State Reserve Department held the contract award ceremony for Package No. 4 – “Detailed Design and Software Development” under the project “Development of the National Reserve Monitoring and Operations Center.” The package will be implemented by the VIETTEL – FPT IS – CMC – TRI NAM – FPS Consortium, marking a major milestone in the comprehensive digital transformation of the State Reserve Department’s management and operational activities.

The State Reserve Department awards the contract for the “National Reserve Monitoring and Operations Center” project to the contractor consortium.

The ceremony was chaired by Mr. Bui Tuan Minh, Secretary of the Party Committee and Director General of the State Reserve Department, and attended by the Department’s Deputy Directors General, heads of specialized departments, representatives from several regional reserve offices, and relevant stakeholders. Representing the contractor consortium were leaders of its member organizations. FPT was represented by Mr. Do Van Ngoc, Deputy Director of the Enterprise Division, FPT IS Company Limited, FPT Corporation.

In his opening remarks, Mr. Pham Toan Thang, Director of the Information Technology Department and representative of the project owner, emphasized the strategic importance of the National Reserve Monitoring and Operations Center project in modernizing the management and operational activities of Vietnam’s national reserve sector.

The project aims to establish a modern National Reserve Monitoring and Operations Center by comprehensively applying information technology and digital transformation to support the management and supervision of national reserve activities. It is designed to enable end-to-end digitalization of internal operations and sector-specific reserve management across the entire State Reserve Department, from the central level to regional offices. The project also aims to ensure interoperability, data integration and sharing, robust information security, and administrative reform while advancing digital transformation across the national reserve sector through the application of advanced technologies.

Representing the contractor consortium, Mr. Pham Van Hiep, Deputy Chief Executive Officer of Viettel Enterprise Solutions Corporation, reaffirmed the consortium’s commitment to mobilizing all necessary resources, maintaining close collaboration among its members, and delivering the project with the highest level of responsibility.

“Given the scale and strategic importance of this project, the consortium recognizes it as a significant mission in advancing the digital transformation of the national reserve sector. Each member will leverage its respective strengths while working in close coordination to ensure the project’s quality, schedule, and overall effectiveness,” Mr. Pham Van Hiep said.

In his directive remarks, Mr. Bui Tuan Minh, Secretary of the Party Committee and Director General of the State Reserve Department, called on all relevant units to maintain close coordination and remain focused on achieving the project’s objectives. He requested the contractor consortium to proactively allocate sufficient resources to ensure implementation progress, solution quality, and operational effectiveness across the entire system, while directing departments within the State Reserve Department to closely coordinate throughout the implementation process.

Digitizing National Reserve Operations Across Hundreds of Storage Facilities Nationwide

The project encompasses the development and deployment of software and hardware, as well as user training, to support the management and operational requirements of the State Reserve Department. It is designed in compliance with Vietnam’s Digital Government Architecture and the Enterprise Architecture Framework for the Ministry of Finance’s Digital Transformation.

Specifically, the project will establish a software platform and centralized data repository capable of supporting 100% of the State Reserve Department’s operational processes in a digital environment. These include internal administration, national reserve management, financial and investment management, and other specialized operations. The system will also enable interoperability, integration, and secure data sharing with the Ministry of Finance and other relevant government agencies while ensuring compliance with information security requirements.

The project also includes technology transfer, user training, system deployment services, and system and data migration. The implementation scope covers the State Reserve Department, 15 regional reserve offices, and approximately 177 storage facilities nationwide.

Coordinating the Delivery of a Large-Scale Project with Nearly 9,000 Functional Requirements

The project presents a high level of complexity as it is being implemented by a consortium of five contractors. The responsibilities of each consortium member are closely interconnected, with deliverables from one party serving as inputs for another. This requires seamless collaboration and continuous coordination among all consortium members throughout the implementation process.

In addition, the project comprises nearly 9,000 detailed functional requirements, requiring substantial human resources from multiple organizations. As a consortium member, FPT will leverage its expertise in software architecture, design, and development while working closely with the other members to ensure the timely and high-quality delivery of its assigned work packages.

Upon completion, the project will enable the comprehensive digital transformation of the State Reserve Department’s management and operations through three core business pillars: internal administration and management; national reserve management; and financial and investment management, together with supporting functions such as reporting, statistics, analytics, and forecasting. These business processes will be fully digitized within the software platform and integrated through shared services that facilitate seamless information exchange with systems both within and beyond the State Reserve sector.

Building the Foundation for the Digital Transformation of Vietnam’s National Reserve Sector

The project is expected to generate significant socio-economic benefits for the State Reserve Department by reducing operational costs, minimizing paper-based processes, and lowering accounting and document storage expenses through digitalized workflows and centralized data management. It will also establish a solid foundation for future digital transformation initiatives across the national reserve sector by strengthening human resources, digital infrastructure, and information technology capabilities, enabling the State Reserve Department to effectively fulfill the responsibilities assigned by the Party, the Government, and the Ministry of Finance.

The intelligent operations center will also enhance the Department’s ability to respond to natural disasters, pandemics, and fire emergencies by enabling the rapid allocation of national reserve supplies during emergency situations. This will help ensure social welfare, provide timely assistance to communities in need, and contribute to social stability. Furthermore, the project will create the foundation for applying advanced technologies such as big data and artificial intelligence (AI) in public financial management, contributing to Vietnam’s national digital transformation agenda and the development of a digital government and digital finance ecosystem.

For FPT, the project represents an opportunity to participate in one of the Ministry of Finance’s largest internal software development initiatives while expanding its contribution to the national reserve sector. Through this project, FPT will continue to leverage its technological expertise and extensive experience in delivering large-scale digital systems, contributing to the implementation of Resolution No. 57-NQ/TW on breakthroughs in science, technology, innovation, and national digital transformation.
