Lao Cai launches 90-day Campaign to build databases and accelerate the development of a province-wide digital data platform with FPT’s support
The Lao Cai Provincial People’s Committee recently held the “Conference to Launch the 90-Day Campaign for Building Lao Cai Provincial Databases,” marking a coordinated effort to develop, standardize, and integrate data into the province’s shared data warehouse. The campaign is a key initiative in the implementation roadmap for the Law on Data and Plan No. 354/KH-UBND dated July 23, 2026, on developing the Shared Data Warehouse and Open Data Portal of Lao Cai Province. With technological support from FPT Corporation, the initiative aims to establish a data-driven digital government that effectively serves citizens and businesses while enhancing government direction and administration.

The launch conference was held in a hybrid format, with in-person participation and online connections to communes and wards across the province. The event was attended by leaders of the Provincial Party Committee, the Provincial People’s Council and Provincial People’s Committee, the Department of Science and Technology, the Provincial Police, as well as representatives from departments, agencies, sectors, and localities.
Accordingly, the 90-day database-building campaign will run from August 1 to October 30, 2026, with the goal of completing and putting into operation the province’s Shared Data Warehouse and developing and standardizing 70 databases across 30 agencies and units. The campaign aims to ensure that data is developed according to the principles of being “accurate, complete, clean, live, synchronized, and consistent,” ready for connection, sharing, and exploitation to support state management and the provision of services to citizens and businesses.
The campaign will not replace specialized software or systems. Instead, it will integrate and interconnect data from multiple sources, forming a unified data platform for analysis, standardization, and interoperability.

Speaking at the launch ceremony, Mr. Giang Quoc Hung, Vice Chairman of the Lao Cai Provincial People’s Committee, emphasized: “The 90-Day Campaign for Building Lao Cai Provincial Databases launched today is not merely a peak emulation campaign, but a key political task of decisive importance in creating a comprehensive breakthrough in standardizing, cleansing, and connecting database systems from the provincial level to the grassroots level, particularly essential datasets serving citizens. I request that all departments, sectors, and localities focus on strengthening the accountability of their leaders, directly oversee and take responsibility for the progress and quality of database development and updates, and carry out the work with the principle of ‘clear people, clear tasks, clear timelines, clear responsibilities, clear deliverables, and clear authority.’ At the same time, absolute information security, cybersecurity, and data confidentiality must be ensured throughout the implementation process.”
The Shared Data Warehouse is considered core data infrastructure for Lao Cai Province. Rather than replacing specialized software, the data warehouse serves to consolidate, standardize, integrate, and interconnect data from multiple sources, forming a unified data platform for analysis, forecasting, and decision support. The development of the Data Warehouse will address the current fragmentation of data across multiple systems, where data has not yet been standardized and is difficult to reuse, thereby creating a foundation for data to become a resource for the province’s management, administration, and development.

With standardized and seamlessly connected data, provincial leaders can monitor socio-economic development, promptly identify emerging trends and issues, and improve the effectiveness of direction and administration. At the same time, enabling departments and agencies to access a single, unified data source helps reduce duplicate data collection and entry, improve inter-agency coordination, optimize resources, and gradually enhance the quality of public services provided to citizens and businesses.

The Lao Cai Provincial Data Warehouse is deployed on virtual servers within the province’s cloud system, located at the Provincial Data Integration Center, and synchronized with the National Data Center. The system comprises three main components: the Data Warehouse; visualization tools for data management and exploitation; and an Open Data Portal that enables citizens and businesses to access and use the province’s open data resources.
As of the campaign launch, FPT experts had worked alongside the province to complete the installation and configuration of the Shared Data Warehouse system. In parallel, departments and agencies are coordinating to develop a data dictionary and standardize specialized datasets in preparation for connection and integration into the system. In the next phase, agencies and units will coordinate on four key tasks: reviewing and standardizing data; building databases on the Shared Data Warehouse; updating data to ensure quality; and synchronizing, sharing, and exploiting data to support management and administration.
During the 90-day campaign, the Department of Science and Technology has mobilized 30 agencies and units to participate in developing and standardizing specialized databases. At the same time, the department is coordinating with FPT to deploy the Shared Data Warehouse and Open Data Portal platforms, gradually establishing unified data infrastructure for the province.
With experience supporting numerous ministries, sectors, and localities in developing data strategies, digital transformation strategies, and large-scale databases, the project leverages FPT’s capabilities and experience in developing data infrastructure for the public sector. FPT has supported the development of numerous national and critical specialized databases, including the National Financial Database, the Legal Aid Database, the Civil Judgment Enforcement Database, and the Religious Affairs Database, among others.
In digital transformation, digital infrastructure creates connectivity, while data determines the quality of governance. Building the Shared Data Warehouse is therefore not merely the deployment of a technology system; it also lays the foundation for a data-driven governance model in which decisions are supported by complete, accurate, and up-to-date information.
