FPT partners with the State Records and Archives Department of Vietnam to advance national digital archiving

Amid the operation of the two-tier government model, FPT is partnering with the State Records and Archives Department of Vietnam to advance national digital archiving and address key challenges in digitalization and digital transformation, supporting the sector’s core strategic missions.

The conference titled “Addressing Challenges in Archival Management under the Two-Tier Local Government Model and Handover of the Digital Archive Management Software”, organized by the State Records and Archives Department of Vietnam, concluded successfully on September 26, 2025, marking the completion of a series of events held across the North, Central, and South regions.

The event gathered leaders and representatives from the Ministry of Home Affairs, the State Records and Archives Department, provincial Departments of Home Affairs, Departments of Science and Technology, and the Offices of the People’s Committees from 11 southern provinces and cities, along with representatives from FPT Corporation and FSI.

Through this nationwide conference series, all 34 centrally governed provinces and cities officially received the Digital Archive Management Software and Document Digitization Software to support digital transformation in local archival and administrative operations.

Speaking at the event, Mr. Cao Huy, Deputy Minister of Home Affairs, emphasized: “One of the most crucial tasks for the archives sector amid the implementation of the two-tier local government model – and in compliance with the 2024 Archives Law – is digital archiving. This is an urgent requirement to ensure unified and synchronized data management, thereby supporting effective state governance and the nation’s overall development.

On behalf of the Ministry of Home Affairs, I highly appreciate the efforts and commitment of local authorities and technology enterprises in jointly driving the digital transformation of the archives and records management sector.”

During the conference, delegates exchanged insights and discussed the challenges encountered in the digital transformation of archival management at local levels under the two-tier government model. Among the major difficulties identified were the processing, classification, and reorganization of archival records following administrative mergers – with the volume of documents reaching hundreds of thousands of meters per province. In response, leaders from the Ministry of Home Affairs and the State Records and Archives Department affirmed their commitment to accompanying localities by providing detailed guidelines, standardized procedures, implementation methodologies, and tailored technological solutions to comprehensively address these challenges.

At the conference, the State Records and Archives Department of Vietnam officially handed over the Digital Archive Management Software for installation and operation on local IT infrastructure. This comprehensive national archiving system, developed in partnership with FPT, leverages advanced core technologies to ensure long-term, secure, and scalable data storage. The platform enables end-to-end management of document life cycles while establishing a unified data connection standard between central and local levels.

In addition, to help address the challenges of document digitization, FPT presented its iSOMA – document digitization software to support local authorities in overcoming technical and operational hurdles in the digitalization process. The software has been reviewed, tested, and certified by the State Records and Archives Department of Vietnam as compliant with all required digitization and archiving standards.

iSOMA is a technological solution that converts paper documents into digital formats aligned with the data structure specified in Circular No. 05/2025/TT-BNV. Specifically, the software supports scanning of paper documents (such as administrative records and archival materials), image cleaning, optical character recognition (OCR), content verification, and packaging into complete digital datasets. These datasets can then be directly integrated into the National Digital Archiving Platform.

The adoption of iSOMA not only enables local archival agencies to easily digitize hundreds of thousands of document pages but also ensures that records are standardized, searchable, user-friendly, and readily available to support state management, as well as serve citizens and businesses. This initiative represents an important step toward realizing the Government’s digital transformation goals outlined in Resolutions 57-NQ/TW, 71/NQ-CP, and 214/NQ-CP.

The iSOMA document digitization software has already been deployed in several provinces and cities, gradually proving its effectiveness in large-scale digitalization projects such as the digitization of Han–Nom woodblocks and administrative records. Local representatives noted that the software has significantly reduced manual workloads, enhanced management efficiency, and increased transparency in archival operations.

On behalf of FPT, Ms. Pham Thuy Loan – Operations Director of Government Sector, FPT IS, FPT Corporation affirmed: “FPT is honored to comprehensively accompany the archives sector in its digital transformation journey,  from building the legal framework and developing central technology infrastructure to implementing practical tools at the local level. We understand the challenges facing both the national and local archival systems, and we are committed not only to providing software but also to working directly with local archival agencies on installation, training, technical support, and digitization services. FPT pledges to continue working alongside the State Records and Archives Department, the Ministry of Home Affairs, and other ministries and agencies to build a modern, unified data system, thereby contributing to the realization of Resolution 57-NQ/TW and advancing Vietnam’s national digital transformation.”

Once again, FPT’s role has been reaffirmed – not only as a technology provider but also as a strategic partner to the government, actively participating from policy formulation to on-the-ground implementation. In the coming period, FPT will continue to collaborate with the State Records and Archives Department of Vietnam to expand deployment, enhance digitization capabilities, standardize data, and unlock the value of archival resources, contributing to the development of a digital government, digital society, and digital economy in Vietnam.
