FPT accompanies the Ministry of Justice at workshops gathering feedback on the proposal to build a large-scale legal database and the proposal to apply AI in lawmaking and law enforcement implementation

From May 13 to 16, the Ministry of Justice organized a series of workshops to collect feedback on the proposal titled “Building a Large-Scale Legal Database and Applying AI in Lawmaking and Law Enforcement Implementation.” The event was chaired by Deputy Minister of Justice Nguyen Thanh Tinh. At the workshops, FPT Corporation participated as a technology partner while also contributing initiatives on solutions for building a large-scale database and a legal AI platform.

Many “bottlenecks” need to be removed to form a digital legal ecosystem

The workshops were held in Hanoi (May 13), Da Nang (May 15), and Ho Chi Minh City (May 16). Here, the Ministry of Justice organized workshops to gather opinions on two proposals: building a large-scale legal database and applying AI in lawmaking and law enforcement implementation. The workshops attracted numerous delegates including managers, experts, representatives from research institutes, universities, businesses, and several localities.

Overview of the workshop

Speaking at the workshop, Deputy Minister of Justice Nguyen Thanh Tinh stated that the development of specialized artificial intelligence (AI) in the justice sector is being urgently finalized for submission to the Government and reporting to the Prime Minister in 2026. This is considered a breakthrough product to realize the General Secretary’s directives on judicial reform and legal institution building.

Deputy Minister Tinh said that the Ministry of Justice’s proposal focuses on four strategic pillars: institutional improvement, enhancement of implementation capacity, acceleration of digital transformation, and development of high-quality human resources. The key focus is building a large-scale data system integrating nine core data groups, including not only legal normative documents but also updates from inspection, auditing, and judgment enforcement practices, aiming to ensure transparency in all professional operations. The ultimate goal is to simplify administrative procedures, reduce costs for businesses, create an open legal environment, and protect citizens’ rights.

“Facing challenges related to budget and the current pace of technological development, we propose applying flexible mechanisms such as public-private partnerships (PPP) and regulatory sandbox mechanisms. Bringing the proposal into practice soon is an urgent requirement to meet the growing demands of the national digital transformation process,” Deputy Minister Tinh said.

Representatives of the Information Technology Department under the Ministry of Justice shared the objectives, scope, tasks, and solutions, emphasizing objectivity, high legal enforceability, transparency, and consistency among relevant existing legal regulations.

During the discussion session in Hanoi, Colonel Nguyen Thanh Vinh, Deputy Director of the National Data Center (C12) under the Ministry of Public Security, shared experience in building and operating large-scale databases and orientations for integrating legal databases into the national data ecosystem.

FPT proposes a synchronized data and AI model for the justice sector

At the three regional workshop series, FPT experts presented a discussion titled “Solutions for Building a Large-Scale Database and Legal AI Platform,” bringing many practical perspectives from experience in implementing technology in the public sector.

Analyzing the role of AI in the legal field at the Da Nang workshop, Pham Quang Nhat Minh, Director of the AI R&D Center at FPT IS, FPT Corporation, said: “Over the past three to four years, AI has reached expert-level capability, with an IQ score of up to 140 and an accuracy rate of 89.4% in doctoral-level qualification tests (GPQA Diamond).” Sharing international experience and lessons, Mr. Minh said countries such as the United States, Estonia, and Singapore have applied AI to significantly reduce case file research time (from 17-28 hours to 3-5.5 hours) and cut 70% of document drafting time.

Meanwhile, at the workshops in Hanoi and Ho Chi Minh City, when analyzing legal data, Tran Van Khanh, Research Scientist at the GenAI Center, FPT Smart Cloud, FPT Corporation, affirmed that databases should not merely serve as storage systems but must become the “single source of truth” for the entire legal AI ecosystem. FPT representatives emphasized that the issue does not lie in individual stages, but in the need to build a synchronized architecture in which legal databases serve as the “fuel” while AI acts as the “engine” creating knowledge and value for citizens, businesses, and management agencies. That is why the two proposals being developed by the Ministry of Justice need to closely accompany one another.

Accordingly, FPT experts proposed five key principles. First, putting people at the center, with AI serving as a tool. Second, safety, security, and data sovereignty, with the entire infrastructure located in Vietnam. Third, controlled openness and controlled sharing, in which legal data is open to the public and businesses with access control mechanisms. Fourth, explainability and accountability, requiring all AI outputs to clearly cite sources and be traceable. Fifth, modular design to ensure easy integration, flexibility, and scalability across sectors and target groups.

At the same time, the proposal includes building a “National Legal Knowledge Graph” to model the complex relationships among hundreds of thousands of legal documents, enabling AI to perform logical reasoning, detect inconsistencies, and accurately trace the origins of provisions. From there, AI will act as a reliable digital legal assistant for organizations and individuals, helping minimize legal risks in civil transactions and daily activities. For state agencies, AI supports drafting, appraisal, inspection, review, and policy impact assessment based on real-world data, thereby improving transparency and administrative efficiency.

Successful implementation of the two proposals will help position Vietnam among the pioneering countries in the region in building a national legal AI platform mastered and developed by Vietnamese people. With experience accompanying the Ministry of Justice in deploying key technology systems such as the National Legal Portal, the THADS digital platform, the National Legal Database (new version), and the Information System Supporting Comprehensive Review of Legal Normative Documents, FPT commits to accompanying the Government and the Ministry of Justice in finalizing the proposals, aiming toward the creation of intelligent legal governance.

Concluding the three-region workshop series, the Ministry of Justice received diverse contributions from ministries, sectors, experts, localities, and technology enterprises. These serve as an important basis for the Ministry to continue supplementing and finalizing the two proposals before submitting them to the Government for consideration in the near future. In the context of artificial intelligence becoming a new driving force for national digital transformation, building a unified legal data and AI platform not only carries technological significance but also opens expectations for the formation of a modern, transparent, and more accessible digital legal ecosystem for citizens and businesses.
