FPT Partners with Ho Chi Minh City Tax Department to Advance Digital Transformation and AI Adoption

The Ho Chi Minh City Tax Department recently launched and began operating an AI-powered hotline and integrated tax information into digital payment platforms, helping taxpayers access information quickly, accurately, and securely. As part of the event, FPT was among the organizations signing a Memorandum of Understanding (MoU) with the Ho Chi Minh City Tax Department to expand cooperation in AI adoption and comprehensive technology applications, with the aim of enhancing the efficiency of tax administration, engagement, and public services.

The launch ceremony was attended by representatives of central and municipal authorities, tax sector agencies, technology companies, banks, digital payment platforms, the business community, associations, grassroots tax offices, and press and media organizations. At the event, the City Tax Department announced the operating model, conducted a live demonstration of the AI solution, and officially activated the system for pilot deployment. The program was connected to 29 grassroots tax office locations.

Against the backdrop of a large-scale economy, a growing number of taxpayers, and an increasing volume of data managed in Ho Chi Minh City, digital transformation and innovation in tax administration have become increasingly urgent. These factors are driving the Ho Chi Minh City Tax Department to strengthen the application of data, artificial intelligence (AI), and digital technologies, with the goal of building a modern and intelligent tax administration model that optimizes resources, uses data and technology as its foundation, and places citizens at the center of public service delivery.

Speaking at the event, Mr. Đoàn Minh Dũng, Head of the Ho Chi Minh City Tax Department, emphasized: “Technology can change the way we operate, but it is dedication, commitment, wholehearted effort, and partnership that create lasting trust.” According to him, this also serves as a guiding principle for the Ho Chi Minh City Tax Department to gradually introduce new technologies into tax administration in a systematic, transparent, and professional manner, with the AI-powered hotline representing a concrete step in this process.

The AI-powered hotline is capable of providing tax information quickly and promptly based on predefined scripts and datasets. It also supports the automation of certain activities, such as debt reminders, notifications of temporary suspension of exit procedures, and reminders to fulfill tax obligations. In addition, the use of an official communication channel operated by the Tax Department helps citizens and businesses identify and avoid fraudulent activities involving impersonation of tax authorities or tax officials in cyberspace.

The automation of repetitive tasks is also expected to reduce part of the operational workload for tax officials, allowing them to devote more time to consultation, guidance, and in-depth support. However, according to Ho Chi Minh City tax authorities, AI is positioned as a supporting tool rather than a replacement for people. Ultimately, the effectiveness of digital transformation will continue to be measured by data quality, operational efficiency, the dedication of tax officials, and the convenience and satisfaction of taxpayers.

This direction is also aligned with new requirements under the Law on Tax Administration No. 108/2025/QH15, which took effect on July 1, 2026, promoting digital transformation, the automation of business processes, and the application of data and AI in tax administration.

Addressing practical requirements, Mr. Nguyen Hoa Bac, Head of the Data Governance and Risk Management Division at the Ho Chi Minh City Tax Department, said that the tax authority currently manages more than 350,000 businesses, 650,000 household businesses, and more than 8 million individual taxpayers. This large scale has driven growing demand for taxpayer communications and support, while hotline channels face increasing operational resource pressures. Approximately 85% of support requests are simple inquiries, such as checking addresses, tax obligations, or outstanding tax status, and can be automated. This provides the basis for the Ho Chi Minh City Tax Department to deploy the AI-powered hotline, initially focusing on tax debt reminders.

At the event, delegates and participants were able to watch a live demonstration and interact with the system through automated calls from the hotline, hearing the AI conduct tax debt reminders and urge taxpayers to fulfill outstanding tax obligations. The demonstration provided a clearer understanding of how the system operates and how information from the tax authority is delivered to taxpayers.

At the ceremony, delegates witnessed the signing of memoranda of understanding between the Ho Chi Minh City Tax Department and partners from the technology, banking, and digital payment sectors, including FPT Corporation.

The cooperation between the Ho Chi Minh City Tax Department and FPT aims to jointly research and apply technologies to strengthen tax administration capabilities and provide more convenient and effective services for citizens and taxpayers. Previously, in November 2025, the Ho Chi Minh City Tax Department and FPT Corporation signed a cooperation agreement for the 2025–2026 period, focusing on the application of technology to enhance management efficiency and optimize internal business processes.

Building on this cooperation, FPT will continue to work alongside the Ho Chi Minh City Tax Department to bring technology initiatives from research and pilot stages into practical implementation, gradually strengthening data- and technology-driven tax administration and taxpayer services, while contributing to the implementation of Resolution No. 57-NQ/TW.

Over more than three decades, FPT has developed and deployed more than 20 core IT systems for Vietnam’s tax sector, from early computerization systems to centralized management systems and national-scale data platforms. Tax management systems and personal income tax systems, among others, have played an important role in modernizing tax administration, effectively leveraging large-scale data, enhancing transparency, and meeting increasingly demanding requirements in line with the Government’s resolutions on digital infrastructure, digital government, and the digital economy.
