FPT and Ho Chi Minh City bring electronic Health Records to the Digital Citizen App

Starting July 1, residents of Ho Chi Minh City can access their electronic health records directly through the Ho Chi Minh City Digital Citizen App, allowing them to track health indicators and medical examination history with just a few taps on their phones. The feature was developed by FPT in collaboration with the Ho Chi Minh City Department of Health and the Ho Chi Minh City Digital Transformation Center, providing residents with another practical service on the city’s digital platform.

For many years, building an Electronic Health Record (EHR) for every resident has been a key priority of Ho Chi Minh City’s health sector. Rather than simply digitizing administrative information or storing data from individual medical visits, the EHR is envisioned as a comprehensive “health picture” for each individual, continuously reflecting their health status and medical history over time.

Instead of keeping separate health examination forms or test results after each check-up, residents can now track their complete health data on a single platform. The records are initially built from community health examination data and will continue to be updated and supplemented with electronic medical records from healthcare facilities across the city.

At this stage, the system has been updated with data from residents who previously participated in the free health examination program launched by Ho Chi Minh City. Going forward, records will continue to be supplemented after each periodic health check-up, gradually building a complete health profile throughout each resident’s life. Electronic health records make it easier for residents to monitor changes in important indicators such as weight, blood pressure, blood glucose, and potential health risks over the years. Data that previously appeared only during individual medical visits can now be stored and continuously updated, enabling people to proactively monitor their health, detect early signs of abnormalities, and adopt appropriate lifestyles before conditions progress.

Assoc. Prof. Dr. Tang Chi Thuong – Director of the Ho Chi Minh City Department of Health said: “From today, city residents can open the Digital Citizen App to monitor their health information. For many people, it may take just a few taps on a phone, but for those who have accompanied the project from its early days, it represents the result of months of effort, pressure, and perseverance.” He emphasized that the project is not simply about putting a few test results on an application, but about creating a “health memory” for every resident of the city.

Currently, the Electronic Health Record displays two main groups of information. The first includes basic information such as full name, date of birth, gender, address, health insurance number, blood type, allergy history, underlying conditions, vaccination history, and a summary of the most recent medical examination.

The second group consists of detailed health data, including physical examination results such as height, weight, BMI, and blood pressure; clinical examination results across specialties; blood and urine test results; diagnostic imaging where available; as well as doctors’ conclusions and recommendations after each examination. In particular, post-examination conclusions are considered important information that helps residents monitor health risks, follow-up schedules, and necessary changes to their lifestyle and healthcare routines.

Enabling residents to access all this information through a single application requires extensive data connectivity and integration across multiple systems. In this project, FPT worked alongside the Ho Chi Minh City Department of Health and the Ho Chi Minh City Digital Transformation Center to develop and integrate the Electronic Health Record feature into the Digital Citizen App, contributing to the goal of building a convenient, secure, and unified digital platform for residents.

In the next phase, FPT will continue working with the Ho Chi Minh City Department of Health and the Ho Chi Minh City Digital Transformation Center to expand the data available in the Electronic Health Record. From December 2026, once the city’s healthcare data repository is completed, residents are expected to be able to access outpatient and inpatient medical histories, diagnoses, prescriptions, test results, medical images, and procedures performed.

Data interoperability will not only enable residents to manage their health more proactively, but also help healthcare professionals quickly access patients’ medical histories, reduce duplicate test orders, optimize examination and treatment processes, and improve the quality of care. This also marks an important step in building a citizen-centric digital healthcare ecosystem, with the goal of ensuring that every citizen has a complete and continuously updated health record that accompanies them throughout their life.

The Ho Chi Minh City Digital Citizen App was launched in November 2024 and developed on the FPT.dCitizen platform deployed by FPT Corporation. With a single login using their VNeID electronic identification account, residents can access a wide range of city digital services, including administrative procedure lookup, application status tracking, submitting field reports, providing feedback, and now accessing their Electronic Health Records on the same platform. To date, the app has recorded nearly 700,000 downloads and more than 4,000,000 visits and service interactions. It has also continued to expand, with 15 features serving residents across multiple areas, from news updates, maps, information lookup, and urgent alerts to reports via the 1022 hotline and Electronic Health Records, gradually building a more comprehensive digital platform for Ho Chi Minh City residents.

Going forward, as data and services continue to expand, the Digital Citizen App is expected to become a bridge enabling residents to access an increasing number of essential city services in the digital environment. FPT is committed to continuing to accompany Ho Chi Minh City in delivering practical and convenient services for its residents.
